Although the nation’s largest Latino advocacy organization
is a nonprofit that must remain nonpartisan because it gets millions of U.S.
federal grant dollars, the group’s president helped lead a Barack Obama pep
rally over the weekend during an annual conference in a California city close
to the Mexican border.
The
extremist Mexican group National Council of La Raza clearly endorses Barack
Obama, which is why La Raza President Janet Murguia stood by as Los Angeles’
renowned Chicano mayor (Antonio Villaraigosa) praised the Illinois senator
during the group’s annual convention in San Diego. A former Hillary Clinton
campaign chairman, Villaraigosa assured the crowd of thousands that Obama is Latinos’ best hope for reforming the nation’s
federal immigration policies.
Villaraigosa took the opportunity to further pump up Obama,
telling the crowd at the so-called nonpartisan convention that 12 million
illegal immigrants can be brought "out of the shadows and into the light
and onto the tax rolls by electing Barack Obama." (EXCEPT
THERE ARE 12 MILLION LA RAZA ILLEGALS IN SOUTHERN CA ALONE. TRUE ESTIMATES OF
THE NUMBER OF MEXICAN LOOTERS IN OUR BORDERS IS CLOSER TO 40 MILLION AND
BREEDING LIKE BUNNIES).
If that’s not an endorsement, then what is? The Obama pep
rally is sure to continue through the end of the La Raza convention sometime today.
Such political endorsements are prohibited by nonprofits in the United States,
especially the ones that benefit from millions of U.S. taxpayer dollars like
this group.
As
it is, Americans should be outraged that their tax dollars are going to an extremist
Mexican group that advocates open borders and organized many of the country’s
disruptive pro illegal immigration marches last year. The National Council of
La Raza caters to the radical Chicano movement that says California, Arizona,
Nevada, New Mexico and parts of Colorado and Texas belong to Aztlan.
The takeover plan is referred to as the "reconquista"
of the Western U.S. and it features ethnic cleansing of Americans, Europeans,
Africans and Asians once the area is taken back and converted to Aztlan. While this may all sound a bit
crazy, this organization is quite powerful and its leaders regularly attend
congressional hearings regarding immigration.
A few months ago the group got a $15
million federal earmark to counsel Hispanics about
housing in addition to $1.3 million from the Department of Housing and Urban
Development to conduct “comprehensive” housing counseling for Hispanics,
whether they are in the country legally or not. La Raza also uses U.S. tax dollars to fund projects like a Southern
California elementary school with a curriculum that specializes in bashing
America and promoting the Chicano movement.

A public

Private
schools may be allowed to teach such curriculums and refuse to wave American
flags, but this is outrageous in an institution funded by U.S. taxpayer
dollars. One Los Angeles political blog says the school is training ground for young Che Guevaras. The California Conservative calls Academia Semillas an anti-American public school that cripples
Mexican children with primitive anti-American dogma.

While a top Los Angeles public school is set to
close for supposedly violating environmental laws, a low-performing campus with
a radical Mexican separatist curriculum will remain open against the advice of
district officials who say students aren’t getting a necessary fundamental
education.
Academia Semillas del Pueblo (Seeds of the People
Academy) is a controversial, taxpayer-funded school founded in 2001 by an
America-bashing Chicano who claims the
“white, American way will lead to destruction.” The curriculum
was devised by a radical Mexican group that strives to return the American
southwest to Mexico and the school’s charter emphasizes anti-Americanism,
collective governance and Mexican culture as its three main focal points in the
education of students. Instead of Old Glory, the campus flies a communist flag
and teaches children the ancient Nahutal language of the Aztecs.

As unbelievable as it may seem that the U.S. is
funding this school, it’s true. Back in 2006 Judicial Watch obtained California
public records exposing this scandal (see JW’s
special report).
Taxpayers are actually financing a school where Mexican culture is
promoted to the exclusion of American ideals and instruction in the English
language doesn’t begin until fourth grade. The end result of these outrageous
policies is that the Chicano school has the lowest rank possible in the
California Department of Education’s Academic Performance Index.
So why hasn’t the Los Angeles Unified School
District (LAUSD) taken action? A
story in California’s largest newspaper seems to indicate
that it’s not politically correct to shut the Chicano school down, despite its
well-documented failures. The article reveals that the school board recently
overruled senior administrators who recommend closing the perpetually
low-performing campus. The school’s test scores dropped 92 points last year and
just 22% of students are at grade level in math and 30% in English.
In the meantime, a top performing charter school in
the district, the nation’s second largest with an enrollment of over 700,000,
is set to
close at the end of this academic year. Why? Because the
facility that serves as its campus lost a court battle over compliance with
environmental laws. Never mind that students at the science and technology
school have some of the highest scores in the LAUSD.

America stand for in 2050?
The US should
think long and hard about the high number of Latino immigrants.

President Obama
has encouraged Americans to start laying a new foundation for the country – on
a number of fronts. He has stressed that we'll need to have the courage to make
some hard choices. One of those hard choices is how to handle immigration. The
US must get serious about the tide of legal and illegal immigrants, above all
from Latin America.
It's not just a
short-run issue of immigrants competing with citizens for jobs as unemployment
approaches 10 percent or the number of uninsured straining the quality of
healthcare. Heavy immigration from Latin America threatens our cohesiveness as
a nation.
The political
realities of the rapidly growing Latino population are such that Mr. Obama may
be the last president who can avert the permanent, vast underclass implied by
the current Census Bureau projection for 2050.
Do I sound like a
right-wing "nativist"? I'm not. I'm a lifelong Democrat; an early and
avid supporter of Obama. I'm gratified by his nomination of Sonia Sotomayor to
the Supreme Court. I'm also the grandson of Eastern European Jewish immigrants;
and a member, along with several other Democrats, of the advisory boards of the
Federation for American Immigration Reform and Pro English. Similar concerns
preoccupied the distinguished Democrat Barbara Jordan when she chaired the
congressionally mandated US Commission on Immigration Reform in the 1990s.
Congresswoman
Jordan was worried about the adverse impact of high levels of legal and illegal
immigration on poor citizens, disproportionately Latinos and African-Americans.
The principal beneficiaries of our current immigration policy are affluent
Americans who hire immigrants at substandard wages for low-end work. Harvard
economist George Borjas estimates that American workers lose $190 billion
annually in depressed wages caused by the constant flooding of the labor market
at the low-wage end.
The healthcare
cost of the illegal workforce is especially burdensome, and is subsidized by
taxpayers. To claim Medicaid, you must be legal, but as the Health and Human
Services inspector general found, 47 states allow self-declaration of status
for Medicaid. Many hospitals and clinics are going broke because of the
constant stream of uninsured, many of whom are the estimated 12 million to 15
million illegal immigrants. This translates into reduced services, particularly
for lower-income citizens.
The US population
totaled 281 million in 2000. About 35 million, or 12.5 percent, were Latino. The
Census Bureau projects that our population will reach 439 million in 2050, a 56
percent increase over the 2000 census. The Hispanic population in 2050 is
projected at 133 million – 30 percent of the total and almost quadruple the
2000 level. Population growth is the principal threat to the environment via
natural resource use, sprawl, and pollution. And population growth is fueled
chiefly by immigration.
Consider what
this, combined with worrisome evidence that Latinos are not melting into our
cultural mainstream, means for the US. Latinos have contributed some positive
cultural attributes, such as multigenerational family bonds, to US society. But
the same traditional values that lie behind Latin America's difficulties in
achieving democratic stability, social justice, and prosperity are being
substantially perpetuated among Hispanic-Americans.
Prominent Latin
Americans have concluded that traditional values are at the root of the
region's development problems. Among those expressing that opinion: Peruvian
writer Mario Vargas Llosa; Nobelist author Octavio Paz, a Mexican; Teodoro
Moscoso, a Puerto Rican politician and US ambassador to Venezuela; and
Ecuador's former president, Osvaldo Hurtado.
Latin America's
cultural problem is apparent in the persistent Latino high school dropout rate
– 40 percent in California, according to a recent study – and the high
incidence of teenage pregnancy, single mothers, and crime. The perpetuation of
Latino culture is facilitated by the Spanish language's growing challenge to
English as our national language. It makes it easier for Latinos to avoid the
melting pot and for education to remain a low priority, as it is in Latin
America – a problem highlighted in recent books by former New York City deputy
mayor Herman Badillo, a Puerto Rican, and Mexican-Americans Lionel Sosa and
Ernesto Caravantes.
Language is the
conduit of culture. Consider: There is no word in Spanish for
"compromise" (compromiso means "commitment") nor for
"accountability," a problem that is compounded by a verb structure
that converts "I dropped (broke, forgot) something" into "it got
dropped" ("broken," "forgotten").
As the USAID
mission director during the first two years of the Sandinista regime in
Nicaragua, I had difficulty communicating "dissent" to a government
minister at a crucial moment in our efforts to convince the US Congress to
approve a special appropriation for Nicaragua.
I was later told
by a bilingual, bicultural Nicaraguan educator that when I used
"dissent" what my Nicaraguan counterparts understood was
"heresy." "We are, after all, children of the Inquisition,"
he added.
Obama should
confront the challenges by enforcing immigration laws on employment to help end
illegal immigration. We should calibrate legal immigration annually to (1) the
needs of the economy, as Ms. Jordan urged, and (2) past performance of
immigrant groups with respect to acculturation.
We must declare our national language to be English and discourage
the proliferation of Spanish- language media. We should limit citizenship by
birth to the offspring of citizens. And we should provide immigrants with
easy-to-access educational services that facilitate acculturation, including
English language, citizenship, and American values.

To these ingrates, some wisdom and common sense from Thomas
Paine ("Common Sense," March 21, 1778):
"To argue with a man who has renounced the authority of
reason, and whose philosophy consists in holding humanity in contempt, is like
administering medicine to the dead, or endeavoring to convert an atheist by
scripture."
Our laws, and generosity with taxpayer dollars, are
literally inviting Mexico’s poor to migrate to California at a time when we
claim to be broke, while we increase border enforcement and deportations. It’s
an absolutely crazy situation.
Meanwhile, back in Sacramento, the place where race is
everything, laws are pushed to make the situation worse. And nobody will talk
about it, except perhaps those who claim California belongs to Mexico. Too late, suckers, way too late. How do you deport 40 million people?
The irony in all this is that the "progressives"
actually want to go backward in history to find justification to correct past
injustices and keep their followers on the plantation.
"Conservatives" want to be realistic about where we are today and go forward,
but are accused of being stuck in the past. Go figure.
Until the dishonesty and tactical
bluster cease, California is at serious risk of becoming a Third World entity,
and the longer Democrats are in power, the more businesses will continue to flee
the state, the more wealthy taxpayers will relocate and the more our standard
of living will continue to decline.
The country knows few Democrats who can sustain an argument
in favor of the policies of their party. But they know many who will sling the
mud when reason, fact and common sense fail. All the reason why "Throw the
white bums out!" has become California’s new pastime.

Mexican Kids Cross Border Daily For Free U.S.
Education

The superintendent of a Texas public school district has
deployed staff members to a nearby border crossing to intercept hundreds of
Mexican children who enter the U.S. daily to receive a free public education at
one of his schools.
For years, Mexican children
from nearby Ciudad Acuna have crossed a bridge north to attend public schools
in Del Rio Texas as administrators and immigration officials looked the other
way. Meanwhile U.S. taxpayers pick up the nearly $3 million annual tab to
educate the Mexican kids whose parents have no regard for the nation’s laws.
Finally, the new superintendent of the depleted district (
Del Rio
Consolidated Independent School District) is working to end the costly
practice. He has sent district employees to monitor the border crossing that
connects Del Rio with Mexico and inform Mexican parents that essentially the
gravy train has come to an abrupt halt.
The district has an enrollment of 10,232 students in 12 schools and more than
500 are believed to live south of the border. They used fake U.S. addresses to
enroll illegally, according to district officials, and some walk over the
border bridge while others simply have their parents drive them in vehicles
with Mexican license plates.
“I’ve seen
van
loads of kids with plates from Coahuila State (Mexico) pulling in front of
the school,” Del Rio Superintendent Kelt Cooper told a major news organization.
“Everyone knows what is going on. It’s real blatant.
Cooper decided to take action because immigration authorities recently
submitted a report to the district revealing that about 540 school-age children
cross the bridge every morning. Cooper dealt with a similar situation as the
superintendant in the border town of Nogales Arizona where he once caught
dozens of students who used the same vacant lot as a home address.
So far nearly
200 Del Rio students
have been informed that they must prove residency to stay in school. In most
cases parents were handed letters at the crossing bridge warning that their
children will be expelled from school unless they immediately provide proof
that they live in the United States.
There are an estimated 1.5 million school-aged illegal
immigrantsin the United States and the
government spends an estimated $12 billion annually to educate them. The
biggest chunks are spent by California ($7.7 billion) and Texas ($3.9 billion),
where the situation has become a public education crisis with no end in sight.
The Lone Star State’s public schools have seen a huge increase in illegal
immigrant Hispanic students with dismal Mexican and Central American education
histories that are contributing to an overall lowering of academic standards
across the board.
ON EDUCATING THE ILLEGALS: Ever wonder why Mexico doesn’t
educate their own people? .... MEXICANS LOATHE LITERACY and ENGLISH AS SUCH
APES THE GRINGO WHOM THEY DETEST. IT VIOLATES LA RAZA SUPREMACY TO SPEAK

Worse public schools. America’s public schools already suffer under severe
budget constraints, causing large class sizes, textbook shortages, and leaky
ceilings. Yet, US law requires that all illegals receive free public education
K-12. The Federation for American Immigration Reform estimates that this costs $7.4
billion dollars each year.
The birthrate among illegals is more than
double that of legal US residents. The
Pew Hispanic Center calculates that within seven years, the children of
immigrants, legal and illegal, will account for one in nine school-age children
in the US. The Urban Institute estimates that already, 15% of all school
children in California are illegals, many of whom speak little English. These
students are usually mainstreamed in classes with native English speakers. This
means that teachers must slow down instruction, denying native English speakers
their right to an appropriate-level education.
The challenge is even greater because not all those students’ native language
is Spanish: For example, in my nearest major school district, San Francisco, it
would not be unusual to find a class that had native speakers of Chinese,
Russian, Tagalog, Spanish, and English. Imagine the challenge of trying to
educate them all. If your child were in that class, would you be confident that
he or she would receive a quality education?
Immigrant children pose less obvious challenges to the schools. Barbara Nemko,
the Napa County Superintendent of Schools, points out examples: “Unless she
speaks Spanish, we have a hard time justifying hiring an even an excellent
teacher… So much of our staff development
time must now be allocated to dealing with the needs of ‘English Language
Learners.’ Our immigrant kids also come to school with serious health problems
that we must address. For example, dentists now visit our high-immigrant
schools providing dental services at no cost to the student.”
Immigrant advocacy groups such as the Mexican-American Legal
Defense Fund (MALDEF) and La Raza have additionally burdened the public schools
by demanding that schools provide special controversial programs such as
bilingual education, in which students are taught in Spanish for much of the
day. Bilingual education programs exist throughout California even
after longitudinal research has not demonstrated their effectiveness and after
a voter-approved an on those programs.
MALDEF and La Raza also pushed through legislation that
allows, in 19 states, illegal immigrants to not only attend any public
university in those states, but to pay in-state tuition, while legal residents
of neighboring states must pay the out-of-state rate which is three to eight
times more. It’s quite an injustice, for example, that a legal
resident can be denied admission to taxpayer-supported Berkeley and must attend
community college so an illegal foreign national can attend Berkeley—at
in-state rates! And often, because of reverse discrimination admission policies, the illegal is admitted with B grades while the rejected legal
resident may have Agrades.
A CALIFORNIA TEACHER’S POSTING

"As you listen to the news about the student
protests over illegal immigration, there are some things that you should be
aware of: I am in charge of the English-as-a-second-language department at a
large southern California high school which is designated a Title 1 school,
meaning that its students average lower socioeconomic and income levels.
Most of the schools you are hearing about, South
Gate High, Bell Gardens, Huntington Park, etc., where these students are
protesting, are also Title 1 schools. Title 1 schools are on the free breakfast
and free lunch program. When I say free breakfast, I'm not talking a glass of
milk and roll -- but a full breakfast and cereal bar with fruits and juices
that would make a Marriott proud. The waste of this food is monumental, with
trays and trays of it being dumped in the trash uneaten. (OUR TAX DOLLARS AT
WORK) I estimate that well over 50% of these students are obese or at least
moderately overweight. About 75% or more DO have cell phones.
The school also
provides day care centers for the unwed teenage pregnant girls (some as young
as 13) so they can attend class without the inconvenience of having to arrange
for babysitters or having family watch their kids. (OUR TAX DOLLARS AT WORK) I
was ordered to spend $700,000 on my department or risk losing funding for the
upcoming year even though there was little need for anything; my budget was
already substantial. I ended up buying new computers for the computer learning
center, half of which, one month later, have been carved with graffiti by the
appreciative students who obviously feel humbled and grateful to have a free
education in America. (OUR TAX DOLLARS A T WORK) I have had to intervene
several times for young and substitute teachers whose classes consist of many
illegal immigrant students here in the country less then 3 months who raised so
much hell with the female teachers, calling them "Putas" whores and
throwing things that the teachers were in tears. Free medical, free education,
free food, day care etc., etc., etc. Is it any wonder they feel entitled to not
only be in this country but to demand rights, privileges and entitlements? To

U.S. Spends $10.7 Mil To Train “Low Literacy” Latinos

With
no end in sight to the devastating unemployment rate, the nation’s Department
of Labor (DOL) is dedicating nearly $11 million to foreign-language programs
that help workers with “low literacy or limited English proficiency.”
It
marks the latest of many wasteful DOL initiatives aimed at helping Latinos (the
feds’ code for illegal immigrants) working in the United States. Since
President Obama appointed renowned open borders advocate Hilda Solis to head
the agency, the former California congresswoman has dedicated vast resources to
the cause.
It’s
safe to bet this won’t be the last. The DOL has just given a list of “community
groups,” labor unions, colleges and “joint labor/management associations” $10.7 million [1] to provide hands-on safety
training and educational programs for “vulnerable” workers that lack education
and don’t speak English. The idea is to eliminate hazards in some of the most
dangerous industries, according to Solis.
A
quick glance of the grantee list [2] reveals a common thread; all of
them will provide training and materials in Spanish and at least one in
Portuguese. Most will recruit “hard-to-reach workers” with “limited English”and
“low literacy” in fields such as construction and manufacturing. A Washington
D.C. environmental group will use its $48,000 grant to develop an online
“hazard communications” for “weatherization professionals” in Spanish.
Last
spring Solis created a special program to assist illegal immigrants [3] in the U.S. by
deploying 1,000 new field investigators to reach out to Latino laborers in
areas with large numbers of undocumented employees. The goal is to protect
“vulnerable”and “underpaid” workers, according to Solis, who has close ties to
the nation’s influential La Raza movement. Judicial Watch has sued the DOL [4] to obtain records regarding the
taxpayer-funded program that encourages illegal aliens to contact the
government for wage assistance.
A
few months ago Solis entered formal agreements [5] with two Central American
countries vowing to preserve the rights of their migrants working in the U.S.
Under the decree DOL regional offices will team up with local Guatemalan and Nicaraguan
embassies and consulates to distribute information to their citizens about
their “rights” in the U.S. since “Latino workers suffer disproportionately from
on-the-job heat injuries and illnesses.”
Since
Obama appointed her to run the DOL, Solis has also given the open borders most
powerful group, the National Council of La Raza (NCLR), more than $5 million to
expand nationwide and promote its leftist agenda via a network of community

A provocative new book doesn’t flinch from delivering the bad news.

John
McCain and Barack Obama have largely avoided discussing immigration during the
presidential campaign. But when it comes to the legal side of the issue, they
both seem to support the status quo: an official policy centered around
low-skilled, predominately Hispanic immigrants. A forthcoming book shows just
how misguided that policy is, especially in light of the nation’s current
economic woes.
The Latino Education
Crisis: The Consequences of Failed Social Policies, by Patricia Gandara and Frances
Contreras, offers an unflinching portrait of Hispanics’ educational problems
and reaches a scary conclusion about those problems’ costs. The book’s analysis
is all the more surprising given that its authors are liberals committed to
bilingual education, affirmative action, and the usual slate of left-wing
social programs. Yet Gandara and Contreras, education professors at UCLA and
the University of Washington, respectively, are more honest than many
conservative open-borders advocates in acknowledging the bad news about
Hispanic assimilation.
Hispanics
are underachieving academically at an alarming rate, the authors report. Though second- and third-generation
Hispanics make some progress over their first-generation parents, that progress
starts from an extremely low base and stalls out at high school completion.
High school drop-out rates—around 50 percent—remain steady across generations.
Latinos’ grades and test scores are at the bottom of the bell curve. The very
low share of college degrees earned by Latinos has not changed for more than
two decades. Currently only one in ten Latinos has a college degree.
One
hundred years ago, when the U.S. still required a large industrial and
agricultural labor force, Hispanics’ lagging educational performance would not
have been such a problem. Our current information-based economy is unforgiving
to the less-educated, however. When you couple U.S. demographics with the
Hispanic education crisis, things look worrisome indeed. By 2025, one in four
students nationally will be Latino; in many Southwest cities, Latinos are
already about 70 percent of the school population. For the first time in
history, the authors observe, the ethnic group with the lowest academic
achievement will become the majority in significant parts of the country.
California
provides a glimpse of what such changes might mean for America’s economic
future. The Center for Public Policy and Higher Education predicts that unless
the rate of college matriculation among “underrepresented” minorities (that is,
Hispanics) immediately rises, the state will face an 11 percent drop in per
capita income by 2020.
Federal,
state, and local governments have already spent billions trying to overcome the
Latino education gap, with little success. That gap persists in part because of
the stigma against academic achievement among many Latino males. Contreras and
Gandara recount a typical classroom episode: a boy correctly answered a math
question, only to be greeted by chants of“schoolboy, schoolboy” from the other
male children, followed by the comment:“Now you think you are smart.”
The
Latino Education Crisispulls
no punches in its conclusions: “With no evidence of an imminent turnaround in
the rate at which Latino students are either graduating from high school or
obtaining college degrees, it appears that both a regional and national
catastrophe are at hand.” The United States is well on its way to creating a
“permanent underclass,” the authors write. They even have the nerve to discuss
the calamity of Latinos’ rapidly rising illegitimacy rate—which now stands at
50 percent. Gandara and Contreras had better get used to being called racists
from open-borders supporters, as
anyone who dares to point out Hispanic family
breakdown can attest.
Some
readers may disagree with the book’s policy recommendations—more benefits for
illegal immigrants, more spending on social services and schools, more
Section-8 housing vouchers, more bilingual education. Such programs have all
been tried and have failed miserably. A more common-sensical solution is
required. Certainly we should create more schools with an ethic of self
discipline and hard work and continue doing everything we can to help Hispanic
students succeed. But American immigration policy also needs to change. It
should favor educated, skilled foreigners over low-skilled family members of
existing immigrants. Law enforcement efforts against illegal immigration—targeting
employers especially—must expand.
But
however debatable some of the book’s proposals, the evidence it presents for
the “grave . . . economic and social consequences” of Hispanic educational
failure is overwhelming. No matter who our next president is, The Latino
Education Crisis should be required reading in the White House.

Public School Teachers Sue
To Reinstate La Raza Studies

Eliminating a radical La Raza studies program in a
public school district is unconstitutional and restricts free speech, according
to a group of Arizona teachers who are suing the state to reinstate the
taxpayer-financed curriculum that one instructor says ignited racial hostility.
The Tucson Unified School District’s
Mexican
American/Raza Studies program was eliminated earlier this year when the
state enacted a measure to stop funding ethnic studies curriculums that advocate
the overthrow of the U.S. government. In 1998 the district created the Mexican
American/Raza Studies division, renamed “Mexican-American Studies” last year to
sound less extremist, to promote the Chicano agenda.
A few years ago a Hispanic history teacher in the
district
denounced
the curriculum’s biased theme that Mexican-Americans continue to be victims
of a racist American society driven by the interests of middle and upper-class
whites. Kids were taught that the southwestern United States was taken
from Mexicans because of the insatiable greed of the Yankee who acquired values
from the corrupted ethos of western civilization, the teacher wrote in a
newspaper opinion piece.
Students also learned that California, Arizona, New
Mexico and parts of Colorado and Texas are really Aztlan, the ancient homeland
of the Aztecs, and still rightfully belong to their descendants, people of
indigenous Mexican heritage. Also, the former Tucson teacher said, students
were told that few Mexicans took advanced high school courses because their
“white teachers” didn’t believe they were capable and wanted to prevent them
from getting ahead.
The curriculum engendered racial irresponsibly,
demeaned America’s civil institutions, undermined public servants, discounted
any virtues in western civilization and taught disdain for American
sovereignty, according the teacher who blew the whistle on the La Raza program.
He also revealed that many of the instructors who taught the courses were not
certified to teach.
The teachers who are suing to renew public funding
for the district’s Chicano studies department claim in their
complaint
that their free speech has been impermissibly infringed by the state.
Furthermore, they claim that students who take the La Raza courses score higher
on standardizes tests, graduate from high school at higher rates, improve their
overall grades and have better school attendance records.

Judge: Students Can Sue To Reinstate La Raza Studies

Students can sue
their public school district for violating their First Amendment right by
eliminating a radical La Raza studies program that ignites racial hostility,
teaches disdain for American sovereignty and illegally segregates students by
race.
Only
in America would a federal judge rule that a U.S. taxpayer-funded institution
can get sued for refusing to provide such a divisive program that one
instructor denounced for igniting racial hostility. The case involves the
Tucson Unified School District’s Mexican Raza Studies program, nixed after
state legislators banned funding for ethnic studies curriculums that advocate
the overthrow of the U.S. government.
Tucson’s
controversial La Raza curriculum was created in 1998 to promote the Chicano
agenda. Years later it was renamed “Mexican-American Studies” to sound less
extremist. In 2010 Arizona’s legislature passed a measure (HB
2281) banning taxpayer-funded schools from offering classes that are
designed for students of a particular race and promote resentment toward a
certain ethnic group (in this case whites).
A
group of Tucson district teachers sued in federal court to keep the Chicano
program, claiming that it would be unconstitutional to eliminate it because it
would restrict free speech. In their complaint, the teachers said their
free speech had been impermissibly infringed by the state. They further
asserted that students who take the La Raza courses score higher on
standardized tests, graduate from high school at higher rates, improve their
overall grades and have better school attendance records.
A
federal judge rejected the teachers’ claims, but this week ruled that students
have a standing to sue the district for killing the La Raza studies program
because they’ve made a “plausible showing of a First
Amendment violation”
based on allegations that “viewpoint-discriminatory criteria” are being used to
remove texts and materials from the curriculum. The Clinton-appointed judge, A.
Wallace Tashima, also said that “at some point in the future students may be able
to make a stronger showing that irreparable harm is likely….” though they have
not yet met the criteria.

Texas Taxpayers Will Shell Out
Approx. $45M to Educate Foreign Minors
HOUSTON, Texas -- As Central American illegal immigrants continue to pour
across the U.S.-Mexico border, federal agents are releasing tens of thousands
of them onto U.S. soil. Consequently, public schools around the nation
must gear up to accommodate undocumented children. In Texas alone, around 4,800 foreign
minors have been set free--assuming these minors are not immediately deported,
they will be expected to enter the public school system come fall.
Many Texans have expressed concern over
the cost these minors will force onto taxpayers. Due to language barriers,
it will likely be more expensive to
educate the immigrant children than it is to educate U.S. students.
Texas Education Agency General
Counsel David Anderson reportedly said at a committee hearing, "Right
now, the state pays about $7,900 per student to districts. These
[foreign children] would come with certain needs, like free or reduced
lunch qualification as well as bilingual or special needs, so we estimate about
$9,500 per student to be paid to the districts for those students."
Assuming all 4,800 released foreign
minors enter the public school system, Texas will shell out about $45.6 million
to educate these children.
Texans will be on the hook for
subsidizing salaries for special teachers to accommodate the young migrants.
"You’re looking at more
educators that are typically your hardest to hire,” Anderson continued.
“Bilingual teachers, counselors and, even more rare, bilingual special
education teachers."
Texas school districts will not
inquire about the immigration status of the migrants, or any students,
according to the Star-Telegram.
Anderson continued during the
hearing, "They are just going to ask, ‘Does Johnny live in our district?'
If the answer is, ‘yes,’ they are going to enroll the student."
The Telegram reported
that given Texas' $17 billion education appropriation, the state will be
able to educate the unaccompanied minors without going over the budget.
Still, it is easy to imagine that
taxpaying Texas citizens may be frustrated with the situation.
Along with public schools, Texas'
hospitals and other public facilities will be forced to accommodate the growing
number of foreigners who continue to be dumped in the state.
As Breitbart Texas previously
reported, a total of 30,340 unaccompanied
minors have already been released from federal custody after being
placed in a foster homes around the country. Although foreign minors have been
set free in all 50 states, Texas has received far more than any other U.S.
state.

Illegal Immigrant Kids May Overwhelm U.S. Schools
With more than 50,000 Unaccompanied Children (UACs) having been apprehended at the U.S. border since October, school distracts across America are bracing for an unmanageable wave of these children flooding into their schools in upcoming weeks.
“We haven’t started school yet, so we are all just holding our breath to see what's going to come on the first day of school,” USA Today quoted Caroline Woodason, assistant director of school support for Dalton Public Schools in Georgia.
USA Today also quoted Francisco Negron, general counsel for the National School Board Association, who said, “One of the challenges here, though, is the large number of unaccompanied minors. This is a whole new wave of immigrant students that are coming without any guardians whatsoever.”
The report also cited statements from Alberto Carvalho, superintendent of the Miami-Dade County school district, which has the largest number recently-arrived immigrant children in Florida. The district requested additional federal funding last week to support the expected flood of new immigrant students. During the final three months of the last school year, the district enrolled 300 children from Honduras. While the district has an ample number of English-as-second-language teachers, as well as relationships with local social services, “there’s an unknown factor” about how the new students will affect the district financially, Carvalho said. Of course, those “social services” will also cost the taxpayers an unknown amount of additional funding.
Since most of the children coming here illegally are from Central America, they are not deported immediately back to their country of origin. The William Wilberforce Trafficking Victims Protection Reauthorization Act of 2008, signed into law by George W. Bush, requires that children entering our country illegally be granted a court appearance to allow a judge to evaluate their particular situation. The law was enacted to prevent victims of child trafficking from being automatically sent back to those who had effectively enslaved them, but the authors of the act did not anticipate the massive increase in the numbers of such unaccompanied minors, which has clogged the immigration courts to the point of eliminating their effectiveness.
The traffickers and smugglers responsible for facilitating the
human wave from Central America have exploited that law to
overwhelm the system. During the lengthy period of time
between apprehension and the hearing, the illegal immigrants
are free to go wherever they wish and the no-show rate for the
determination hearings is high. As one example, Judge Michael Baird of the federal Dallas Immigration Court said on July 22 that 18 of the children whose cases he was scheduled to hear on that day didn’t show up for court.
Immigration and Customs Enforcement (ICE) officials transfer unaccompanied minors to the Department of Health and Human Services’ Office of Refugee Resettlement to be housed in shelters, some on military bases and others in local facilities. Some are placed with Spanish-speaking sponsors. During the period between their initial apprehension and the final determination of their status by an immigration court, the children are sent to local public schools to be educated. This period can be a lengthy one. Reuters News on July 22 quoted Judge Dana Leigh Marks of San Francisco, who is president of the National Association of Immigration Judges: “We are reaching a point of implosion, if we have not already reached it.”
The report cited Justice Department figures that U.S. immigration courts have a backlog of 375,373 cases, almost 50,000 more than they faced two years ago. Judge Marks, who is one of the 243 judges presiding over 59 immigration courts in the United States, is setting hearing dates as far off as 2018. It now typically takes three to five years for cases to clear the system, judges and lawyers have said.
With those tens of thousands of pending cases involving unaccompanied children who have entered our country illegally, the process of educating, housing, and attending to their other needs will likely continue for years and cost the taxpayers an unknown — but substantial — sum.

Corrupted
Mexican officials are driving an ever-increasing political wedge against
Americans, demanding non-existent rights for millions of their invading hordes
in direct violation of the Treaty of Guadalupe--giving the US the unilateral
legal right to militarily invade Mexico and seize its oil fields and other
natural assets. However, at the highest level of government, both
countries remain safe from such political unthinkables--but then the choice as
to whether the US goes to war with Mexico is not in either government's hands.
Somewhere, anywhere, perhaps along any stretch of the border where
Mexican militants are becoming extremely aggressive, or within any US city
where illegal aliens have coalesced, a violent event is now likely to unfold
that could trigger a powerful domino effect, bringing both countries to war
with lightening speed--citizen national against citizen national!
Along the borders, many patriotic Americans are often working side by
side to prop up a greatly understaffed Border Patrol, as well as aid what many
pundits claim is an incompetent, bureaucratically quagmired Department of
Homeland Security. Such private groups, uncensored by government regulations,
are now reporting that aggressive actions by both armed and unarmed Mexican
citizens, coupled with high tensions on both sides of the border, are
threatening to erupt into full-scale war--a war that neither government will be
able to quell once ignited, they suggest. [1]
Gun fights
between Mexicans and Americans on the borders are not unusual and many Border
Patrol agents have lost their lives while others have been used, and even
jailed, as international political fodder in a fight fraught with political and
economic complexities and racial and nationalistic tensions.
Hatred is now growing on all sides of the issues and fences.

[in the US] have undertaken an active campaign to recruit more soldiers and
form new chapters throughout Aztlan," said Chairman David Rico this month.
(Aztlan is defined by this group as Southwest United States and parts of
Mexico--to be a new country ruled by militant Mestizos--i.e. Mexicans).[3]
Making
matters worse is the fact that Mexican human and drug smugglers have hired gang
members, such as the international Mara Salvatrucha street gang, to kill U.S.
Border Patrol agents.[4]
Across the
country in cities like Los Angeles and Chicago, Latino gangs made-up of largely
illegal aliens, are routinely practicing race-based murder against Whites and
