Immigration, Population Growth and the Chesapeake Bay

Executive Summary
Immigration is driving U.S. population growth and putting a severe strain on the nation’s ecosystems. Politicians have refused to acknowledge this reality, and many leading environmental groups dismiss the issue by claiming it is a “global” problem. While the world’s skyrocketing population is truly a global problem, the effects of overpopulation manifest themselves in localized ways. The growing population of the United States has its most immediate and deleterious impact on the U.S. environment. The solution is the implementation of a population policy that lowers immigration and restores it to a moderate level.
One of the most endangered areas in the United States is the Chesapeake Bay and its surrounding environs. The Chesapeake Bay is one of the world’s great natural resources. It is the largest estuary in the United States and home to 3,600 different plant and animal species. The Bay’s watershed spans 64,000 square miles and includes parts of six states and all of the District of Columbia. There are 17 million people currently living in the watershed and that population is continuing to grow at a rapid rate. This growing population is putting a severe strain on the Bay, threatening the survival of aquatic life and increasing the risks to human health.
Overpopulation in the Chesapeake Bay watershed is symptomatic of the impact that immigration-driven population growth is having across the United States. The difference is that the population in the Bay’s watershed has already grown beyond the carrying capacity of that ecosystem. The question is not whether the Bay is going to suffer the consequences of excessive growth; the question is whether the Bay can recover from the immense damage already inflicted upon it. Immediate and decisive action must be taken, with the federal government leading the way by reducing immigration levels in order to achieve U.S. population stability.
Among the findings of this report:
• Between 2000 and 2009, immigration directly accounted for 40 percent of the population growth in the Chesapeake Bay watershed. Taking into account the children born in the U.S. to immigrants, immigration is responsible for 66 percent of total population growth in the Chesapeake watershed from 2000 to 2009.
• Population in the Chesapeake Bay watershed is growing by 150,000 people every year. The watershed population is on pace to exceed 23 million residents by 2050.
• Maryland experienced the most immigration-related population growth. Immigration accounted for 98 percent of that state’s population growth between 2000 and 2009.
• In the District of Columbia, immigration accounted for 61 percent of population growth between 2000 and 2009; in Virginia 58 percent; in Pennsylvania 48 percent; in Delaware 18 percent; and in West Virginia 10 percent. New York experienced an overall decrease in its Chesapeake watershed population. However, the immigrant population in New York’s watershed area continued to increase.
• The leading environmental groups dedicated cleaning up the Bay recognize the harmful effects of population growth on the Bay but do not acknowledge that immigration is driving population growth in the watershed.
• Developers and politicians have touted the idea that population growth is both necessary and desirable while doing very little to alleviate the damage done to the Bay by excessive development. This represents an outmoded and unsustainable economic model for the 21st century. Smarter and more efficient, not ever bigger, will determine long-term economic success.
• Any short term economic benefits of continued growth are limited and will be far outweighed by the long term costs. Overpopulation in the watershed threatens the lucrative Chesapeake seafood industry and will lead to the loss of revenue from the recreational and tourism industries. The cost to clean up the Bay was estimated by the EPA in 2007 at $28 billion.

The Denver-based National Conference of State Legislatures (NCSL) has just announced that a historic number of states tried to crack down on illegal immigration in 2010. They expect 2011 to set a new record.
ALIPAC has a national activist network of over 40,000 supporters who are being encouraged to contact their state lawmakers to request legislation that reflects the three goals of this new national strategy.
Once state lawmakers file legislation that will empower local police to enforce immigration laws or prevent illegal aliens from voting or collecting taxpayer benefits, ALIPAC activists will be directed to lobby for the passage of the legislation.

Republicans are moving forward to eliminate one of the most contentious and obvious abuses of the U.S. Constitution: birthright citizenship. This measure was put forward in the 14th Amendment as means of ensuring that former slaves and their children would be American citizens. However, now we see how that Amendment is being twisted as the children of illegal aliens are instantly granted citizenship even though their parents are not Americans and have no intention to be. Something has to give.
As reported by Fox News, “Four Republican lawmakers introduced legislation Thursday that would end automatic granting of American citizenship to children born in the United States to illegal immigrants, arguing “birthright citizenship” is an incentive for illegals to race for the U.S. border.”
Reps. Steve King of Iowa, George Miller of California and Rob Woodall and Phil Gingrey, both of Georgia, said the current practice of extending U.S. citizenship to so-called “anchor babies” is a “misapplication” of the Constitution’s 14th Amendment.
“Passage of this bill will ensure that immigration law breakers are not rewarded, will close the door to future waves of extended family chain migration, and will help to bring an end to the global ‘birth tourism’ industry,” King said.
The move by the legislators is not a constitutional amendment. As noted in the report, “the House legislation would amend Section 301 of the Immigration and Nationality Act to clarify those classes of individuals born in the United States who are nationals and citizens of the United States at birth.”
Of course, liberals are up in arms and are blasting what they call “extremist” legislation. Extremist? Two illegal aliens cross the border to work. They go back to Mexico when work isn’t here. Back and forth. Then, they have a child while in America, and all of a sudden, that child is an American citizen? Come on!
One argument is that you don’t “punish the children” for the sins of the parents. That phrase was even used in the Fox News story in a lead-in to a quote by Janet Murguia, president and CEO of the National Council of La Raza, who said, “These thoughtless and unnecessary proposals take our country in the wrong direction, away from inclusion and our other core American values.” First of all, declaring that the child is a citizen of Mexico (or whatever country) is NOT a punishment. It’s simply stating a fact. Secondly, you certainly don’t reward the children for sins of the parents either.
In a statement released by the bill’s sponsors, Rep. Steve King (R-IA) said that the current situation “creates an incentive for illegal aliens to cross our border.” Rep. Gary Miller (R-CA) summed up the bill this way: “It is unfair to grant birthright citizenship to children of illegal immigrants because it undermines the intention of the Fourteenth Amendment, rewards those that have recklessly broken our nation’s immigration laws, and costs American taxpayers billions annually. By simply closing this loophole, we will save taxpayers billions and reduce the appeal of entering the United States illegally. This bill simply makes sense.”
For interesting reading and the liberal perspective, check out this column by CNN contributor and NPR commentator Ruben Navarrette, Jr. As usual, this liberal’s take on the situation boils down to two facets: 1) Republicans are racists, and/or 2) Republicans are only thinking about politics. Seriously? Can’t we have a discussion about ANY issue without the same old, tired tactics?
In his “8 reasons to leave 14th Amendment alone,” guess what Navarrette states in reason 1? That’s right… “In this country, we don’t visit the sins of the parent onto the child.” Most of his other reasons deal with politics or racism. In reason 3, he does mocks the conservative principle of strict adherence to the Constitution by claiming Republicans want to simply disregard the 14th Amendment. That’s not the case at all. It is clear and obvious to anyone with a brain that the 14th Amendment (which was written to cover the circumstances of freed slaves) is being abused. Again, does it make any sense at all to grant American citizenship to a child of two people who are not citizens and have no plans to be? No.

Jose Herria emigrated illegally from Mexico to Stockton, Calif., in 1997 to work as a fruit picker. He brought with him his wife, Felipa, and three children, 19, 12 and 8 – all illegals. When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income." In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease." While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent. Not being insured does not mean they don't get medical care. Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement. "Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA." According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes. "American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside." Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center. Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises. When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction. "Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases." Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.

Mexico Promotes Free U.S. Healthcare For Illegal Immigrants
Time to wake up people! With unemployment at 12% and the state going broke, our tax dollars are going to pay for healthcare for hundreds of thousands of illegal aliens. To the tune of over a billion dollars a year!
Mexico's government operates programs in about a dozen American cities that refers its nationals--living in the U.S. illegally--to publicly funded health centers where they can get free medical care without being turned over to immigration authorities.
The program is called Ventanillas de Salud (Health Windows) in Spanish and its mission is to help illegal immigrants find U.S. hospitals, clinics and other government programs where they can get free services without being deported for violating federal immigration laws.
Chicago, Houston, Los Angeles, San Diego and Indiana are among the cities where Mexican consulates operate the health referral system which annually costs U.S. taxpayers billions of dollars. In Los Angeles County alone, illegal immigrants cost taxpayers nearly $440 million in health services annually and a whopping $1.1 billion statewide.

In Chicago, the Mexican consul's Spanish-language web site heavily promotes the Illinois Department of Health's low-cost prescription medicine program for illegal aliens and various free medical services throughout the state. It encourages all Mexicans in the area to pursue the valuable U.S. government-financed services for their entire family.
The Indiana-based program boasts that it serves thousands of "Mexican nationals" living in that state as well as Ohio, Kentucky and southern Illinois. Mexican officials claim that its highly successful pro-health program sends out a clear message to other Mexican consulates throughout the country and the world.
Although these programs facilitate people to remain in the country illegally, Mexico is working hard to expand them to all 47 U.S. consulates to better serve its nationals. In the meantime, U.S. taxpayers will keep picking up the exorbitant tab of medically treating the millions who live in the country illegally.

As the mainstream media focuses on a study that reveals a sharp decline in the nation’s illegal immigrant population, monthly welfare payments to children of undocumented aliens increased to $52 million in one U.S. county alone.
The hoopla surrounding last week’s news that the annual flow of illegal immigrants into the U.S. dropped by two-thirds in the past decade overlooked an important matter; the cost of educating, incarcerating and medically treating illegal aliens hasn’t decreased along with it, but rather skyrocketed to the tune of tens of billions of dollars annually.

Those figures don’t even include the extra millions that local municipalities dish out on welfare payments to the U.S.-born children of illegal immigrants, commonly known as anchor babies. That means the nation’s most populous county, in the midst of a dire financial crisis, will spend more than $600 million this year to provide families headed by illegal immigrants with welfare benefits. In each of the past two years Los Angeles County taxpayers have spent about half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants. Additionally, the county spends $550 million on public safety and nearly $500 million on healthcare for illegal aliens.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from L.A. County’s Department of Social Services. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare perks that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children.

Republicans are moving forward to eliminate one of the most contentious and obvious abuses of the U.S. Constitution: birthright citizenship. This measure was put forward in the 14th Amendment as means of ensuring that former slaves and their children would be American citizens. However, now we see how that Amendment is being twisted as the children of illegal aliens are instantly granted citizenship even though their parents are not Americans and have no intention to be. Something has to give.
As reported by Fox News, “Four Republican lawmakers introduced legislation Thursday that would end automatic granting of American citizenship to children born in the United States to illegal immigrants, arguing “birthright citizenship” is an incentive for illegals to race for the U.S. border.”
Reps. Steve King of Iowa, George Miller of California and Rob Woodall and Phil Gingrey, both of Georgia, said the current practice of extending U.S. citizenship to so-called “anchor babies” is a “misapplication” of the Constitution’s 14th Amendment.
“Passage of this bill will ensure that immigration law breakers are not rewarded, will close the door to future waves of extended family chain migration, and will help to bring an end to the global ‘birth tourism’ industry,” King said.
The move by the legislators is not a constitutional amendment. As noted in the report, “the House legislation would amend Section 301 of the Immigration and Nationality Act to clarify those classes of individuals born in the United States who are nationals and citizens of the United States at birth.”
Of course, liberals are up in arms and are blasting what they call “extremist” legislation. Extremist? Two illegal aliens cross the border to work. They go back to Mexico when work isn’t here. Back and forth. Then, they have a child while in America, and all of a sudden, that child is an American citizen? Come on!
One argument is that you don’t “punish the children” for the sins of the parents. That phrase was even used in the Fox News story in a lead-in to a quote by Janet Murguia, president and CEO of the National Council of La Raza, who said, “These thoughtless and unnecessary proposals take our country in the wrong direction, away from inclusion and our other core American values.” First of all, declaring that the child is a citizen of Mexico (or whatever country) is NOT a punishment. It’s simply stating a fact. Secondly, you certainly don’t reward the children for sins of the parents either.
In a statement released by the bill’s sponsors, Rep. Steve King (R-IA) said that the current situation “creates an incentive for illegal aliens to cross our border.” Rep. Gary Miller (R-CA) summed up the bill this way: “It is unfair to grant birthright citizenship to children of illegal immigrants because it undermines the intention of the Fourteenth Amendment, rewards those that have recklessly broken our nation’s immigration laws, and costs American taxpayers billions annually. By simply closing this loophole, we will save taxpayers billions and reduce the appeal of entering the United States illegally. This bill simply makes sense.”
For interesting reading and the liberal perspective, check out this column by CNN contributor and NPR commentator Ruben Navarrette, Jr. As usual, this liberal’s take on the situation boils down to two facets: 1) Republicans are racists, and/or 2) Republicans are only thinking about politics. Seriously? Can’t we have a discussion about ANY issue without the same old, tired tactics?
In his “8 reasons to leave 14th Amendment alone,” guess what Navarrette states in reason 1? That’s right… “In this country, we don’t visit the sins of the parent onto the child.” Most of his other reasons deal with politics or racism. In reason 3, he does mocks the conservative principle of strict adherence to the Constitution by claiming Republicans want to simply disregard the 14th Amendment. That’s not the case at all. It is clear and obvious to anyone with a brain that the 14th Amendment (which was written to cover the circumstances of freed slaves) is being abused. Again, does it make any sense at all to grant American citizenship to a child of two people who are not citizens and have no plans to be? No.

When Felipa gave birth to her fourth child, daughter Flor, the family had what is referred to as an "anchor baby" – an American citizen by birth who provided the entire Silverio clan a ticket to remain in the U.S. permanently. But Flor was born premature, spent three months in the neonatal incubator and cost the San Joaquin Hospital more than $300,000. Meanwhile, oldest daughter Lourdes married an illegal alien gave birth to a daughter, too. Her name is Esmeralda. And Felipa had yet another child, Cristian. The two Silverio anchor babies generate $1,000 per month in public welfare funding for the family. Flor gets $600 a month for asthma. Healthy Cristian gets $400. While the Silverios earned $18,000 last year picking fruit, they picked up another $12,000 for their two "anchor babies." While President Bush says the U.S. needs more "cheap labor" from south of the border to do jobs Americans aren't willing to do, the case of the Silverios shows there are indeed uncalculated costs involved in the importation of such labor – public support and uninsured medical costs. In fact, the increasing number of illegal aliens coming into the United States is forcing the closure of hospitals, spreading previously vanquished diseases and threatening to destroy America's prized health-care system, says a report in the spring issue of the Journal of American Physicians and Surgeons. "The influx of illegal aliens has serious hidden medical consequences," writes Madeleine Pelner Cosman, author of the report. "We judge reality primarily by what we see. But what we do not see can be more dangerous, more expensive, and more deadly than what is seen." According to her study, 84 California hospitals are closing their doors as a direct result of the rising number of illegal aliens and their non-reimbursed tax on the system. "Anchor babies," the author writes, "born to illegal aliens instantly qualify as citizens for welfare benefits and have caused enormous rises in Medicaid costs and stipends under Supplemental Security Income and Disability Income." In addition, the report says, "many illegal aliens harbor fatal diseases that American medicine fought and vanquished long ago, such as drug-resistant tuberculosis, malaria, leprosy, plague, polio, dengue, and Chagas disease." While politicians often mention there are 43 million without health insurance in this country, the report estimates that at least 25 percent of those are illegal immigrants. The figure could be as high as 50 percent. Not being insured does not mean they don't get medical care. Under the Emergency Medical Treatment and Active Labor Act of 1985, hospitals are obligated to treat the uninsured without reimbursement. "Government imposes viciously stiff fines and penalties on any physician and any hospital refusing to treat any patient that a zealous prosecutor deems an emergency patient, even though the hospital or physician screened and declared the patient's illness or injury non-emergency," says the report. "But government pays neither hospital nor physician for treatments. In addition to the fiscal attack on medical facilities and personnel, EMTALA is a handy truncheon with which to pummel politically unpopular physicians by falsely accusing them of violating EMTALA." According to the report, between 1993 and 2003, 60 California hospitals closed because half their services became unpaid. Another 24 California hospitals verge on closure, the author writes. "American hospitals welcome 'anchor babies,'" says the report. "Illegal alien women come to the hospital in labor and drop their little anchors, each of whom pulls its illegal alien mother, father, and siblings into permanent residency simply by being born within our borders. Anchor babies are citizens, and instantly qualify for public welfare aid: Between 300,000 and 350,000 anchor babies annually become citizens because of the Fourteenth Amendment to the U.S. Constitution: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and the State wherein they reside." Among the organizations directing illegal aliens into America's medical systems, according to the report, are the Ford Foundation-funded Mexican American Legal Defense and Education Fund, the National Immigration Law Center, the American Immigration Lawyers Association, the American Bar Association's Commission on Immigration Policy, Practice, and Pro Bono, the Immigrant Legal Resource Center, the National Council of La Raza, George Soros's Open Society Institute, the Migration Policy Institute, the National Network for Immigration and Refugee Rights and the Southern Poverty Law Center. Because drug addiction and alcoholism are classified as diseases and disabilities, the fiscal toll on the health-care system rises. When Linda Torres was arrested in Bakersfield, Calif., with about $8,500 in small bills in a sack, the police originally thought it was stolen money, explained the report. It was her Social Security lump sum for her disability -- heroin addiction. "Today, legal immigrants must demonstrate that they are free of communicable diseases and drug addiction to qualify for lawful permanent residency green cards," writes Cosman, a medical lawyer, who formerly taught medical students at the City University of New York. "Illegal aliens simply cross our borders medically unexamined, hiding in their bodies any number of communicable diseases." Many illegals entering this country have tuberculosis, according to the report. "That disease had largely disappeared from America, thanks to excellent hygiene and powerful modern drugs such as isoniazid and rifampin," says the report. "TB's swift, deadly return now is lethal for about 60 percent of those infected because of new Multi-Drug Resistant Tuberculosis. Until recently MDR-TB was endemic to Mexico. This Mycobacterium tuberculosis is resistant to at least two major anti-tubercular drugs. Ordinary TB usually is cured in six months with four drugs that cost about $2,000. MDR-TB takes 24 months with many expensive drugs that cost around $250,000 with toxic side effects. Each illegal with MDR-TB coughs and infects 10 to 30 people, who will not show symptoms immediately. Latent disease explodes later. TB was virtually absent in Virginia until in 2002, when it spiked a 17 percent increase, but Prince William County, just south of Washington, D.C., had a much larger rise of 188 percent. Public health officials blamed immigrants. In 2001 the Indiana School of Medicine studied an outbreak of MDR-TB, and traced it to Mexican illegal aliens. The Queens, New York, health department attributed 81 percent of new TB cases in 2001 to immigrants. The Centers for Disease Control and Prevention ascribed 42 percent of all new TB cases to 'foreign born' people who have up to eight times higher incidences apparently, 66 percent of all TB cases coming to America originate in Mexico, the Philippines and Vietnam." Other health threats from illegals include, according to the report: Chagas disease, also called American trypanosomiasis or "kissing bug disease," is transmitted by the reduviid bug, which prefers to bite the lips and face. The protozoan parasite that it carries, Trypanosoma cruzi, infects 18 million people annually in Latin America and causes 50,000 deaths. The disease also infiltrates America's blood supply. Chagas affects blood transfusions and transplanted organs. No cure exists. Hundreds of blood recipients may be silently infected. Leprosy, also known as Hansen's disease, was so rare in America that in 40 years only 900 people were afflicted. Suddenly, in the past three years America has more than 7,000 cases of leprosy. Leprosy now is endemic to northeastern states because illegal aliens and other immigrants brought leprosy from India, Brazil, the Caribbean and Mexico. Dengue fever is exceptionally rare in America, though common in Ecuador, Peru, Vietnam, Thailand, Bangladesh, Malaysia and Mexico. Recently, according to the report, there was a virulent outbreak of dengue fever in Webb County, Texas, which borders Mexico. Though dengue is usually not a fatal disease, dengue hemorrhagic fever routinely kills. Polio was eradicated from America, but now reappears in illegal immigrants as do intestinal parasites, says the report. Malaria was obliterated, but now is re-emerging in Texas. The Journal of American Physicians and Surgeons report includes a strong prescription for protecting the health of Americans: Closing America's borders with fences, high-tech security devices and troops. Rescinding the U.S. citizenship of "anchor babies." Punishing the aiding and abetting of illegal aliens as a crime. An end to amnesty programs.

Education crisis in California

After several years of continuous budget cuts, California’s schools are in dire straits. The state superintendent of public instruction, Tom Torlakson, went so far as to call it a “state of financial emergency.” Newly re-elected Democratic Governor Jerry Brown’s proposed budget, however, includes widespread cuts to higher education and social services in an attempt to close the $25.4 billion deficit.
All of these cuts are an attempt to make the poorest sections of society pay for the financial crisis caused by bankers’ greed.
The $1.4 billion of proposed cuts to California’s higher education have already prompted tuition increases in the UC, CSU, and community college systems, alongside mass layoffs and program cuts.
Brown’s budget proposal freezes funding levels for kindergarten through high school (K-12). The unions and media have widely reported this as “sparing” K-12 education, but the actual situation in schools shows that nothing has been “spared.” Instead of desperately needed increases, Brown’s proposal will conditionally keep funding at current levels for the 2011-2012 school year. Due to increased attendance, a funding freeze results in lower amounts of spending per pupil.
California is already ranked 47th in the nation in per pupil spending. If a set of regressive taxes are not approved by the voters, then billions will be cut from the already reeling education system. Perhaps most importantly, California’s schools will continue to decline even if “spared,” as prior cuts continue to have their effect.
Over the past three years $18 billion has been cut from California’s K-12 system. This has resulted in thousands of layoffs, increased class sizes, shortened school years, and either reduced or eliminated music and art programs.
According to State Superintendent Torlakson, 58 percent of schools have cut educational materials, 48 percent have cut nursing and counseling staff, 35 percent have increased class sizes, and nearly half have reduced employee pay. Even with all these reductions, 174 out of 1,077 school districts will be insolvent within three years at the current level of funding.
Unsurprisingly, these cuts have affected the districts covering low-income families the hardest. As state funding has dried up, schools have had to rely on local taxes or fundraising to maintain their programs and class sizes. As reported in the San Jose Mercury News, parents in the Cupertino Union School District managed to raise $2.5 million to keep student-teacher ratios at 20-1 for their youngest students. In districts where the community has not cobbled together enough to pick up the state’s slack, the ratio is routinely over 30-1.
Beyond suffering more cuts, schools serving low-income communities have a higher proportion of inexperienced teachers, according to statistics gathered by the Center for the Future of Teaching and Learning (CFTL). Due to collective bargaining agreements with the teachers’ unions, the last teachers hired are the first to be fired. During the current crisis, this has meant that in addition to suffering more cuts, poorer schools have had higher turnover rates as their low-seniority teachers are fired in greater numbers.
This concentration of layoffs in poor communities reached an extreme pitch last year when over half the teachers at three middle schools in the Los Angeles area were laid off, sparking a case brought against the Los Angeles Unified School District by the American Civil Liberties Union. In one school, Liechty, a full 72 percent of the teachers received layoff notices. The case settled last October, but without any statewide movement against layoffs, the protection afforded these schools came at the expense of others. Regardless of where they take place, further layoffs will have far reaching consequences.
According to the CFTL’s recent report, “California’s Teaching Force 2010: Key Issues and Trends,” the entire state faces a looming teacher shortage. Due to the ever-worsening job conditions fewer people have been seeking teaching credentials. Between 2001 and 2007 there has been a 40 percent decrease in the number of enrollees in teacher preparation programs. Coupled with an expected rise in the number of students, California’s capacity for teaching its children has been alarmingly diminished.
Rebuilding teacher certification programs will take time in addition to money. With inadequate funds currently allocated to the professional development of teachers, California will be unable to reduce class sizes in the future even if funding were made available. Low-income schools in particular will find it harder to fill positions with qualified teachers.
All of these facts underscore that the standard of education in California will continue to decline in light of the cuts announced by the Brown administration. Schools serving low-income communities have been and will be the hardest hit. To complete the picture, we must look at the debate over evaluating teachers based on student performance and the charter school movement.
In the context of severe cuts to professional development programs, teacher evaluations can only help decide who to fire. Teacher evaluations in the Los Angeles area have led to a witch-hunt spearheaded by the Los Angeles Times and other media outfits, as charter school advocates seek to blame low test scores on mythically ineffectual and overpaid teachers protected by tenure.

In a move to gather support for his tax measures, Brown replaced the majority of the State Board of Education with members more amenable to the California Teachers Association. The union has signaled its support of Brown’s budget and is not making any demands on him to refund education. According to a statement by their president, David Sanchez, they are “glad to see Governor Brown present a balanced approach to solving the state’s deficit.”
Education, like other fundamental social services, is being sacrificed at the expense of workers and students. Fund slashing and privatization will serve the purpose of maintaining the rotten foundations of a diseased system and funneling massive amounts of wealth from the bottom to the top. Inequality in California is so staggering that the wealth of the richest Californian, Lawrence Ellison, CEO of Oracle Corporation, estimated at $27 billion, would eliminate the entire state deficit.
No improvement can be expected from the new administration. The two-party system is primarily responsible for the current crisis and will continue to defend interests that are counter to those of working people. The struggle for free, quality, and democratic education demands the fight for socialism, where the satisfaction of human needs instead of the pursuit of corporate profits is the goal.

Arnold Schwarzenegger knew he was setting himself up for plenty of criticism when he urged Latinos to "turn off the Spanish television set" in order to learn English faster, but it was a briar patch the Austrian immigrant was happy to leap into. Speaking to the National Association of Hispanic Journalists convention in San Jose Wednesday night, the governor, relaxed and seated in a chair on stage, answered questions for more than 40 minutes on Latino-oriented issues ranging from immigration to education. Late in that session, he was asked what could be done to help Latino students, many new to the country, pass the newly required high school exit exams.

We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.
Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"

Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have
various cultural subgroups living in America enforcing their differences rather than as Americans, emphasizing their similarities."
"Fourth, I would make our fastest growing demographic group the least educated. I would add a second underclass, unassimilated, undereducated, and antagonistic to our population. I would have this second underclass have a 50% dropout rate from high school."

There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.
Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."
Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

Education crisis in California

After several years of continuous budget cuts, California’s schools are in dire straits. The state superintendent of public instruction, Tom Torlakson, went so far as to call it a “state of financial emergency.” Newly re-elected Democratic Governor Jerry Brown’s proposed budget, however, includes widespread cuts to higher education and social services in an attempt to close the $25.4 billion deficit.
All of these cuts are an attempt to make the poorest sections of society pay for the financial crisis caused by bankers’ greed.
The $1.4 billion of proposed cuts to California’s higher education have already prompted tuition increases in the UC, CSU, and community college systems, alongside mass layoffs and program cuts.
Brown’s budget proposal freezes funding levels for kindergarten through high school (K-12). The unions and media have widely reported this as “sparing” K-12 education, but the actual situation in schools shows that nothing has been “spared.” Instead of desperately needed increases, Brown’s proposal will conditionally keep funding at current levels for the 2011-2012 school year. Due to increased attendance, a funding freeze results in lower amounts of spending per pupil.
California is already ranked 47th in the nation in per pupil spending. If a set of regressive taxes are not approved by the voters, then billions will be cut from the already reeling education system. Perhaps most importantly, California’s schools will continue to decline even if “spared,” as prior cuts continue to have their effect.
Over the past three years $18 billion has been cut from California’s K-12 system. This has resulted in thousands of layoffs, increased class sizes, shortened school years, and either reduced or eliminated music and art programs.
According to State Superintendent Torlakson, 58 percent of schools have cut educational materials, 48 percent have cut nursing and counseling staff, 35 percent have increased class sizes, and nearly half have reduced employee pay. Even with all these reductions, 174 out of 1,077 school districts will be insolvent within three years at the current level of funding.
Unsurprisingly, these cuts have affected the districts covering low-income families the hardest. As state funding has dried up, schools have had to rely on local taxes or fundraising to maintain their programs and class sizes. As reported in the San Jose Mercury News, parents in the Cupertino Union School District managed to raise $2.5 million to keep student-teacher ratios at 20-1 for their youngest students. In districts where the community has not cobbled together enough to pick up the state’s slack, the ratio is routinely over 30-1.
Beyond suffering more cuts, schools serving low-income communities have a higher proportion of inexperienced teachers, according to statistics gathered by the Center for the Future of Teaching and Learning (CFTL). Due to collective bargaining agreements with the teachers’ unions, the last teachers hired are the first to be fired. During the current crisis, this has meant that in addition to suffering more cuts, poorer schools have had higher turnover rates as their low-seniority teachers are fired in greater numbers.
This concentration of layoffs in poor communities reached an extreme pitch last year when over half the teachers at three middle schools in the Los Angeles area were laid off, sparking a case brought against the Los Angeles Unified School District by the American Civil Liberties Union. In one school, Liechty, a full 72 percent of the teachers received layoff notices. The case settled last October, but without any statewide movement against layoffs, the protection afforded these schools came at the expense of others. Regardless of where they take place, further layoffs will have far reaching consequences.
According to the CFTL’s recent report, “California’s Teaching Force 2010: Key Issues and Trends,” the entire state faces a looming teacher shortage. Due to the ever-worsening job conditions fewer people have been seeking teaching credentials. Between 2001 and 2007 there has been a 40 percent decrease in the number of enrollees in teacher preparation programs. Coupled with an expected rise in the number of students, California’s capacity for teaching its children has been alarmingly diminished.
Rebuilding teacher certification programs will take time in addition to money. With inadequate funds currently allocated to the professional development of teachers, California will be unable to reduce class sizes in the future even if funding were made available. Low-income schools in particular will find it harder to fill positions with qualified teachers.
All of these facts underscore that the standard of education in California will continue to decline in light of the cuts announced by the Brown administration. Schools serving low-income communities have been and will be the hardest hit. To complete the picture, we must look at the debate over evaluating teachers based on student performance and the charter school movement.
In the context of severe cuts to professional development programs, teacher evaluations can only help decide who to fire. Teacher evaluations in the Los Angeles area have led to a witch-hunt spearheaded by the Los Angeles Times and other media outfits, as charter school advocates seek to blame low test scores on mythically ineffectual and overpaid teachers protected by tenure.

That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and
discrimination by the majority. Every other explanation is out of bounds.
Third, "We could make the United States an 'Hispanic Quebec' without much effort. The key is to celebrate diversity rather than unity. As Benjamin Schwarz said in the Atlantic Monthly recently: "The apparent success of our own multiethnic and multicultural experiment might have been achieved not by tolerance but by hegemony. Without the dominance that once dictated ethnocentricity and what it meant to be an American, we! are left with only tolerance and pluralism to hold us together." Lamm said, "I would encourage all immigrants to keep their own language and culture. I would replace the melting pot metaphor with the salad bowl metaphor. It is important to ensure that we have

There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.
Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. Obama Urges Fix to ‘Broken’ Immigration System

WASHINGTON — President Obama pressed Congress on Thursday to pass comprehensive immigration legislation to fix a “fundamentally broken” system by toughening enforcement of existing laws while creating a path to citizenship for many of the 11 million people in the United States illegally.
In his first speech devoted entirely to the hotly disputed issue since taking office, Mr. Obama tried to navigate between what he called the two extremes of the immigration debate, defending his efforts to strengthen border security while rejecting the idea of mass deportations as “logistically impossible and wildly expensive.” But he said change could not wait, despite the political risks.
“In sum, the system is broken and everybody knows it,” he told an audience of lawmakers, activists, business executives and labor leaders at the American University in Washington. “Unfortunately, reform has been held hostage to political posturing, special-interest wrangling and to the pervasive sentiment in Washington that tackling such a thorny and emotional issue is inherently bad politics.”
Embracing legislation drafted by Senators Charles E. Schumer, a New York Democrat, and Lindsey Graham, a South Carolina Republican, Mr. Obama said the solution was to take a “practical, common-sense approach” and put the onus on Republicans to step up and join him. He noted that some of the Senate Republicans who voted for immigration legislation when President George W. Bush was in office have backed off, and he attributed their shift to the politics of the moment.
“I’m ready to move forward, the majority of Democrats are ready to move forward and I believe the majority of Americans are waiting to move forward,” he said. “But the fact is, without the bipartisan support that we had just a few years ago, we cannot solve this problem.”
Several Republican lawmakers fired back, arguing that the real problem is an administration that does not do enough to enforce laws already on the books. Moreover, they said, with 10 percent unemployment, this is the wrong time to be loosening the laws on illegal workers.

“We face the prospect that different rules for immigration will apply in different parts of the country, a patchwork of different immigration rules where we all know one clear national standard is needed,” he said. “Our task then is to make our national laws actually work, to shape a system that reflects our values as a nation of laws and as a nation of immigrants.”
Senator Jon Kyl of Arizona, the Republican minority whip, said the state’s law was a response to Washington’s failure to deal with the problem: “All Americans would be better served if this administration focused on implementing proven border security solutions rather than engaging in demagoguery and criticizing states that have been left to enforce immigration law because of the federal government’s unwillingness to do so.”
Mr. Schumer and Mr. Graham have proposed a plan to require Social Security cards with biometric data — like fingerprints or retinal patterns — to ensure that illegal workers cannot get jobs. They say the plan would also strengthen border security and interior enforcement, create a process for admitting temporary workers and establish a “tough but fair path to legalization” for those already here.
Under their plan, illegal immigrants would be required to admit that they broke the law and to pay fines and back taxes, pass background checks and prove that they can speak English before going to the back of the line of prospective immigrants seeking permanent legal residency and citizenship.
Republican critics said that still amounted to amnesty for millions of people who broke the law and would only encourage continued illegal migration.
“Part of the reason why we have been so successful in this country is because we live by the rule of law,” Representative Eric Cantor of Virginia, the second-ranking House Republican, said before the president’s speech. “We do live by its enforcement and transparency in our judiciary. And I think some of the ire right now surrounding the immigration issue is having to do with the illegal immigration and, frankly, the flouting of the law.”

The Root of Economic Fragility and Political Anger
Missing from almost all discussion of America's dizzying rate of unemployment is the brute fact that hourly wages of people with jobs have been dropping, adjusted for inflation. Average weekly earnings rose a bit this spring only because the typical worker put in more hours, but June's decline in average hours pushed weekly paychecks down at an annualized rate of 4.5 percent.
In other words, Americans are keeping their jobs or finding new ones only by accepting lower wages.
Meanwhile, a much smaller group of Americans' earnings are back in the stratosphere: Wall Street traders and executives, hedge-fund and private-equity fund managers, and top corporate executives. As hiring has picked up on the Street, fat salaries are reappearing. Richard Stein, president of Global Sage, an executive search firm, tells the New York Times corporate clients have offered compensation packages of more than $1 million annually to a dozen candidates in just the last few weeks.
We're back to the same ominous trend as before the Great Recession: a larger and larger share of total income going to the very top while the vast middle class continues to lose ground.
And as long as this trend continues, we can't get out of the shadow of the Great Recession. When most of the gains from economic growth go to a small sliver of Americans at the top, the rest don't have enough purchasing power to buy what the economy is capable of producing.
America's median wage, adjusted for inflation, has barely budged for decades. Between 2000 and 2007 it actually dropped. Under these circumstances the only way the middle class could boost its purchasing power was to borrow, as it did with gusto. As housing prices rose, Americans turned their homes into ATMs. But such borrowing has its limits. When the debt bubble finally burst, vast numbers of people couldn't pay their bills, and banks couldn't collect.
Each of America's two biggest economic downturns over the last century has followed the same pattern. Consider: in 1928 the richest 1 percent of Americans received 23.9 percent of the nation's total income. After that, the share going to the richest 1 percent steadily declined. New Deal reforms, followed by World War II, the GI Bill and the Great Society expanded the circle of prosperity. By the late 1970s the top 1 percent raked in only 8 to 9 percent of America's total annual income. But after that, inequality began to widen again, and income reconcentrated at the top. By 2007 the richest 1 percent were back to where they were in 1928--with 23.5 percent of the total.
We all know what happened in the years immediately following these twin peaks--in 1929 and 2008.
Yes, China, Germany and Japan have contributed to America's demand-side problem by failing to buy as much from us as we buy from them. But to believe that our continuing economic crisis stems mainly from the trade imbalance--we buy too much and save too little, while they do the reverse--is to miss the biggest imbalance of all. The problem isn't that typical Americans have spent beyond their means. It's that their means haven't kept up with what the growing economy could and should have been able to provide them.
A second parallel links 1929 with 2008: when earnings accumulate at the top, people at the top invest their wealth in whatever assets seem most likely to attract other big investors. This causes the prices of certain assets--commodities, stocks, dot-coms or real estate--to become wildly inflated. Such speculative bubbles eventually burst, leaving behind mountains of near-worthless collateral.
The crash of 2008 didn't turn into another Great Depression because the government learned the importance of flooding the market with cash, thereby temporarily rescuing some stranded consumers and most big bankers. But the financial rescue didn't change the economy's underlying structure -- median wages dropping while those at the top are raking in the lion's share of income.
That's why America's middle class still doesn't have the purchasing power it needs to reboot the economy, and why the so-called recovery will be so tepid--maybe even leading to a double dip. It's also why America will be vulnerable to even larger speculative booms and deeper busts in the years to come.
The structural problem began in the late 1970s when a wave of new technologies (air cargo, container ships and terminals, satellite communications and, later, the Internet) radically reduced the costs of outsourcing jobs abroad. Other new technologies (automated machinery, computers and ever more sophisticated software applications) took over many other jobs (remember bank tellers? telephone operators? service station attendants?). By the '80s, any job requiring that the same steps be performed repeatedly was disappearing--going over there or into software. Meanwhile, as the pay of most workers flattened or dropped, the pay of well-connected graduates of prestigious colleges and MBA programs--the so-called "talent" who reached the pinnacles of power in executive suites and on Wall Street--soared.
The puzzle is why so little was done to counteract these forces. Corporations whose research was subsidized by taxpayers could have been required to create jobs in the United States. The minimum wage could have been linked to inflation. And America's trading partners could have been pushed to establish minimum wages pegged to half their countries' median wages--thereby ensuring that all citizens shared in gains from trade and creating a new global middle class that would buy more of our exports.
But starting in the late 1970s, and with increasing fervor over the next three decades, government did just the opposite. It deregulated and privatized. It increased the cost of public higher education and cut public transportation. It shredded safety nets. It halved the top income tax rate from the range of 70-90 percent that prevailed during the 1950s and '60s to 28-40 percent; it allowed many of the nation's rich to treat their income as capital gains subject to no more than 15 percent tax and escape inheritance taxes altogether. At the same time, America boosted sales and payroll taxes, both of which have taken a bigger chunk out of the pay of the middle class and the poor than of the well-off.
Companies were allowed to slash jobs and wages, cut benefits and shift risks to employees (from you-can-count-on-it pensions to do-it-yourself 401(k)s, from good health coverage to soaring premiums and deductibles). They busted unions and threatened employees who tried to organize. The biggest companies went global with no more loyalty or connection to the United States than a GPS device. And nothing was done to impede CEO salaries from skyrocketing to more than 300 times that of the typical worker (from thirty times during the Great Prosperity of the 1950s and '60s), while the pay of financial executives and traders rose into the stratosphere.
It's too facile to blame Ronald Reagan and his Republican ilk. Democrats have been almost as reluctant to attack inequality or even to recognize it as the central economic and social problem of our age. (As Bill Clinton's labor secretary, I should know.) The reason is simple. As money has risen to the top, so has political power. Politicians are more dependent than ever on big money for their campaigns. Modern Washington is far removed from the Gilded Age, when, it's been said, the lackeys of robber barons literally deposited sacks of cash on the desks of friendly legislators. Today's cash comes in the form of ever increasing campaign donations from corporate executives and Wall Street, their ever larger platoons of lobbyists and their hordes of PR flacks.
The Great Recession could have spawned another era of fundamental reform, just as the Great Depression did. But the financial rescue reduced immediate demands for broader reform.
Obama might still have succeeded had he framed the challenge accurately. Yet in reassuring the public that the economy will return to normal he has missed a key opportunity to expose the longer-term scourge of widening inequality and its dangers. Containing the immediate financial crisis and then claiming the economy is on the mend has left the public with a diffuse set of economic problems that seem unrelated and inexplicable, as if a town's fire chief deals with a conflagration by protecting the biggest office buildings but leaving smaller fires simmering all over town: housing foreclosures, job losses, lower earnings, less economic security, soaring pay on Wall Street and in executive suites.
Much the same has occurred with efforts to reform the financial system. The White House and Democratic leaders could have described the overarching goal as overhauling economic institutions that bestow outsize rewards on a relative few while imposing extraordinary costs and risks on almost everyone else. Instead, they have defined the goal narrowly: reducing risks to the financial system caused by particular practices on Wall Street. The solution has thereby shriveled to a set of technical fixes for how the Street should conduct its business.
What we get from widening inequality is not only a more fragile economy but also an angrier politics. When virtually all the gains from growth go to a small minority at the top -- and the broad middle class can no longer pretend it's richer than it is by using homes as collateral for deepening indebtedness -- the result is deep-seated anxiety and frustration. This is an open invitation to demagogues who misconnect the dots and direct the anger toward immigrants, the poor, foreign nations, big government, "socialists," "intellectual elites," or even big business and Wall Street. The major fault line in American politics is no longer between Democrats and Republicans, liberals and conservatives, but between the "establishment" and an increasingly mad-as-hell populace determined to "take back America" from it.
When they understand where this is heading, powerful interests that have so far resisted fundamental reform may come to see that the alternative is far worse.

Corporate America must be in a bad way. Job growth has stagnated, the prospects for hiring, at least in the near term, seem grim, and the polls of top executives sound universally glum.
And yet, operating earnings of companies in the Standard & Poor's 500 index jumped 38.4% in the second quarter compared with a year earlier, according to Thomson Reuters, and companies are sitting on an estimated $1.8 trillion in cash -- by some measures, a record mound of cash.
Somebody's making money in this economy. Unfortunately, it's not the middle class or the working class. And that's our real problem.
The business lobby talks as though the flat-lined job picture isn't the fault of employers. Certainly it's true that it's not entirely the fault of employers. Chamber of Commerce types overemphasize doubts about the strength of the economic recovery, the prospect of higher federal taxes and the costs of government initiatives such as healthcare reform.
Some aren't above suggesting that American workers have simply become too lazy to get off unemployment and do some real work.
That was the theme of a recent article in the Wall Street Journal quoting several business owners marveling at the dearth of applicants for skilled job openings. But you had to do some math to find a clue to why this might be.
One business was looking to pay $13 an hour for machinists. That works out to about $27,000 a year (assuming vacation is paid for), or about the federal poverty line for a family of five.
Now, it's possible that the business owner couldn't possibly afford to pay a penny more. Or he might be thinking that with unemployment nosing 10% he could try bidding down. But the article also quoted him saying his company could grow sharply if it only had the personnel, so perhaps he should consider bidding up.
The idea that only a shrinking proportion of American workers deserves a solid middle-class income seems to have become ingrained in parts of the business community over the last few years. That was the thought behind the punishing Southern California grocery lockout and strike of 2003-04, when the supermarket chains pressed for a wage and benefit system on which it would be difficult if not impossible to raise a family. (They got their way for new employees.)
How has that worked out? The share price of Safeway Inc., the owner of Vons and Pavilions and one of the chief drivers of the dispute, has barely budged since January 2004. The company swung from a profit of $560 million in 2004 to a loss of roughly $1 billion last year, a performance it largely blames on the crummy economy.
This is just one more manifestation of increasing income inequality in America, where the rich have gotten richer and the middle and working class have gone into debt to merely hang on. Whenever I write about the need for corporations and the wealthy to shoulder their fair share of taxes, I can count on receiving numerous e-mails instructing me that we need to cosset the rich because they're the source of job growth. "I've never been offered a job by a poor person" is the usual refrain.
The answer to this argument is that there are precious few firms that can survive purely on the patronage of the top 1% of income-earners, or even the top 20%. When no one can afford to buy, no one has customers. Broadly distributing the fruits of economic growth is the only way to sustain that growth.
Ford Motor Co. understood as long ago as 1914, when it raised its daily wage to $5. The company's new living wage all but eliminated absenteeism, built workplace loyalty and helped create a huge new market for automobiles. You want to call Henry Ford a "socialist" for implementing this idea, go right ahead.
Corporate America, in the aggregate, has the apparent capacity to do the same today. The Federal Reserve reported in June that nonfinancial companies were holding cash totaling more than $1.8 trillion, having built up their hoards at a rate unmatched in more than 50 years. That's a lot of money being held out of the economy, dwarfing what the government stimulus program is putting in.
There's nothing inherently good or bad about a company's stockpiling of cash. It can bespeak a strong balance sheet. Or, if it's the proceeds of lots of expensive borrowing, a weak one. It can build corporate wealth if it's invested profitably in the business or stagnation if it just sits around in low-yielding instruments.
It can be the work of a visionary chief executive building a war chest for a big move or of a shrinking violet with nothing on his mind except inflating his company's bank account with big numbers.
The only important question is: "What are they doing with the money?"
One thing they're not doing is lavishing it on personnel, though some have taken steps to help shareholders. At least 135 companies in the S&P 500 jacked up their shareholder dividends in the first half of this year.
Obviously there's no way to force employers to hire more workers or to give the ones they have better pay, any more than there's any way to force bailed-out banks to use their money to make loans. But funneling corporate wealth to shareholders at the expense of the workers who create that wealth isn't any smarter today than it was 10 years ago, when it got us into this economic fix, and it sure won't lead us to a brighter tomorrow.

The Root of Economic Fragility and Political Anger
Missing from almost all discussion of America's dizzying rate of unemployment is the brute fact that hourly wages of people with jobs have been dropping, adjusted for inflation. Average weekly earnings rose a bit this spring only because the typical worker put in more hours, but June's decline in average hours pushed weekly paychecks down at an annualized rate of 4.5 percent.
In other words, Americans are keeping their jobs or finding new ones only by accepting lower wages.
Meanwhile, a much smaller group of Americans' earnings are back in the stratosphere: Wall Street traders and executives, hedge-fund and private-equity fund managers, and top corporate executives. As hiring has picked up on the Street, fat salaries are reappearing. Richard Stein, president of Global Sage, an executive search firm, tells the New York Times corporate clients have offered compensation packages of more than $1 million annually to a dozen candidates in just the last few weeks.
We're back to the same ominous trend as before the Great Recession: a larger and larger share of total income going to the very top while the vast middle class continues to lose ground.
And as long as this trend continues, we can't get out of the shadow of the Great Recession. When most of the gains from economic growth go to a small sliver of Americans at the top, the rest don't have enough purchasing power to buy what the economy is capable of producing.
America's median wage, adjusted for inflation, has barely budged for decades. Between 2000 and 2007 it actually dropped. Under these circumstances the only way the middle class could boost its purchasing power was to borrow, as it did with gusto. As housing prices rose, Americans turned their homes into ATMs. But such borrowing has its limits. When the debt bubble finally burst, vast numbers of people couldn't pay their bills, and banks couldn't collect.
Each of America's two biggest economic downturns over the last century has followed the same pattern. Consider: in 1928 the richest 1 percent of Americans received 23.9 percent of the nation's total income. After that, the share going to the richest 1 percent steadily declined. New Deal reforms, followed by World War II, the GI Bill and the Great Society expanded the circle of prosperity. By the late 1970s the top 1 percent raked in only 8 to 9 percent of America's total annual income. But after that, inequality began to widen again, and income reconcentrated at the top. By 2007 the richest 1 percent were back to where they were in 1928--with 23.5 percent of the total.
We all know what happened in the years immediately following these twin peaks--in 1929 and 2008.
Yes, China, Germany and Japan have contributed to America's demand-side problem by failing to buy as much from us as we buy from them. But to believe that our continuing economic crisis stems mainly from the trade imbalance--we buy too much and save too little, while they do the reverse--is to miss the biggest imbalance of all. The problem isn't that typical Americans have spent beyond their means. It's that their means haven't kept up with what the growing economy could and should have been able to provide them.
A second parallel links 1929 with 2008: when earnings accumulate at the top, people at the top invest their wealth in whatever assets seem most likely to attract other big investors. This causes the prices of certain assets--commodities, stocks, dot-coms or real estate--to become wildly inflated. Such speculative bubbles eventually burst, leaving behind mountains of near-worthless collateral.
The crash of 2008 didn't turn into another Great Depression because the government learned the importance of flooding the market with cash, thereby temporarily rescuing some stranded consumers and most big bankers. But the financial rescue didn't change the economy's underlying structure -- median wages dropping while those at the top are raking in the lion's share of income.
That's why America's middle class still doesn't have the purchasing power it needs to reboot the economy, and why the so-called recovery will be so tepid--maybe even leading to a double dip. It's also why America will be vulnerable to even larger speculative booms and deeper busts in the years to come.
The structural problem began in the late 1970s when a wave of new technologies (air cargo, container ships and terminals, satellite communications and, later, the Internet) radically reduced the costs of outsourcing jobs abroad. Other new technologies (automated machinery, computers and ever more sophisticated software applications) took over many other jobs (remember bank tellers? telephone operators? service station attendants?). By the '80s, any job requiring that the same steps be performed repeatedly was disappearing--going over there or into software. Meanwhile, as the pay of most workers flattened or dropped, the pay of well-connected graduates of prestigious colleges and MBA programs--the so-called "talent" who reached the pinnacles of power in executive suites and on Wall Street--soared.
The puzzle is why so little was done to counteract these forces. One thing they're not doing is lavishing it on personnel, though some have taken steps to help shareholders. At least 135 companies in the S&P 500 jacked up their shareholder dividends in the first half of this year.
Obviously there's no way to force employers to hire more workers or to give the ones they have better pay, any more than there's any way to force bailed-out banks to use their money to make loans. But funneling corporate wealth to shareholders at the expense of the workers who create that wealth isn't any smarter today than it was 10 years ago, when it got us into this economic fix, and it sure won't lead us to a brighter tomorrow.

The article begins: “Call centre workers are becoming as cheap to hire in the US as they are in India, according to the head of the country’s largest business process outsourcing company. High unemployment levels have driven down wages for some low-skilled outsourcing services in some parts of the US, particularly among the Hispanic population.” *****

Mohamed Ahmed was new to the streets. Nestor Torres was a far more familiar, some say infamous, presence when their lives collided at a dark East Los Angeles intersection.
Ahmed was a deputy in training, just a few weeks on the beat, learning the ropes in a rough stretch of the Eastside with a veteran deputy. A Somali immigrant, the 27-year-old Ahmed was seen as a promising young deputy in the department, and supported his six younger siblings and his mother with his salary.
Torres was well-known to deputies as a Lott Stoners gang shot-caller. He'd been arrested more than 20 times, prosecutors said, and in 2004 was convicted for his role in the shooting of two gang rivals in a liquor store after they complimented one of his many tattoos.
What began Tuesday night as a routine check on Floral Drive devolved into a shootout that left Torres dead and Ahmed in critical condition with a gunshot wound to the face.
"You have two very different extremes," Sheriff Lee Baca said Wednesday, reflecting on the random encounter.
Baca said he saw Ahmed as a future leader in the Sheriff's Department, noting that his Muslim background could help build bridges. He said Ahmed believed in the "American dream" and preached religious tolerance, volunteering his time at local Islamic community centers and doing outreach for the Sheriff's Department with the Muslim community.
On Wednesday, doctors at Los Angeles County-USC Medical Center were treating Ahmed's wounds as investigators pieced together what happened at the intersection. Ahmed's condition is not considered life-threatening, but doctors said he suffered a severe wound to one of his eyes and to other parts of his face.
When he awoke Wednesday morning, his mother told officials that he asked about the condition of his partner and the welfare of his brothers. He also asked when he could return to work.
A handful of deputies are typically wounded in shootings most years. But in 2010, only one was wounded.
Authorities said Ahmed and his training officer were on patrol near Floral Drive and North Brannick Avenue in a residential district of aging bungalows below the hills of City Terrace. They saw Torres and a woman inside a vehicle parked in a red zone.
Torres was recognized by the training officer. Knowing he was a parolee, the deputies decided to talk to him. As they got out of their cruiser, Torres got out too, pulling a gun and shooting Ahmed in the face, authorities said. Torres then turned the gun to the training officer's chest, but before he could shoot the officer deflected the weapon and used his own gun to shoot and kill Torres, authorities said. Officials have declined to name the training officer.
For Torres, a reputed gang member who went by the monikers "Demon" and "Neto," it was the last in a long history of run-ins with the law. Court records show that in 2004, he ran into two members of the rival gang Stoners 13 at a liquor store.
"I don't think you should be talking to me," he told the gang members when they complimented the "LOTT 13" tattoo. He challenged the men to come outside and fight — an offer they refused, according to authorities, because they knew Torres and another gang member waiting outside were armed. Soon after, shots rang out, with Torres' companion unloading his gun at the men still in the liquor store.
Torres was sentenced to seven years in state prison in that case.
Born in Somalia, Ahmed immigrated when he was 7. His father died last year, sheriff's officials said, leaving Ahmed to support his mother and six younger siblings. The Orange County resident joined the L.A. County Sheriff's Department in 2007. Most deputies must start their careers working in the county's jail system. Such stints can last several years, but Ahmed was able to move to patrol work in only two years.
Colleagues held vigil along with Ahmed's family at the hospital Wednesday. Capt. Mike Parker said colleagues swapped stories about his sense of humor and high energy.
"By all accounts, the deputy injured in the incident is an extraordinary young individual, the kind of deputy sheriff we all want to see serving Los Angeles County residents and businesses," said Steve Remige, director of the L.A. County deputy's union. "We're hopeful of his quick recovery."
Baca said people who worked with Ahmed were impressed by his work ethic and his willingness to volunteer his time to help with Muslim community outreach.
"He's an ideal ambassador," the sheriff said. "The thing we are proud of is he can serve as law enforcement, protecting people, defending people and putting himself at risk of his life, as this incident proves."
Ahmed was scheduled to go into surgery Wednesday, and doctors were not sure whether he would lose sight in his injured eye. But no matter the outcome, Baca said he hopes Ahmed will still have a bright future with the department.
"I still see larger things for him and my hope for him is that he will come back to work. We will cross that bridge when we come to it."

The American Legion Takes A Stand Against Illegal Immigration
The America Legion recently released a statement on ILLEGAL IMMIGRATION, a very pointed statement. The Legion published their policy in a 30 page booklet, spelling their policy out in detail:
The nation’s largest veterans organization released this week a policy bulletin that takes a firm stand against illegal immigration and calls on its members to hold elected officials accountable for implementing and enforcing U.S. immigration law.
The 30-page bulletin is officially titled, “The American Legion20Policy on Immigration: A Strategy to Address Illegal Immigration in the United States.”
It is about time that a group who stands up for veterans of all services, whether they served in peacetime or wartime took a tough stand on a problem that is overwhelming this country. We have roughly 25 million veterans in this country who served honorably to protect the legal residents of this country, not the people who invade our borders nearly unchecked.

“The American Legion members have served in the U.S. Armed Forces throughout the world so that Americans can be safe at home,” the organization’s website explains. “This gives them a unique perspective to the threat that open borders present to their homeland.”
“America is a nation built by immigrants and the American Legion recognizes and celebrates that,” said National Commander David K. Rehbein in a press release. “We do take strong issue, however, with illegal immigration. It’s a matter of national security. This booklet is a good reminder that America has a serious problem that needs to be addressed.”
The Legion’s stance on illegal immigration is clearly stated o n page 1 of the booklet, it stands alone:
“The American Legion is opposed to any person or persons being in this country illegally, regardless of race, sex, creed, color or national origin,” the bulletin states. “We believe the current laws governing immigration should be enforced impartially and equally.”
The America Legion has a long history that dates back to Theodore Roosevelt. The Legion knows something about supporting veterans and the laws of this country. Read on:
Originally founded in 1919 on an idea proposed by Theodore Roosevelt, Jr. (the president of the same name’s eldest son), the Legion has now grown to a membership of more than 2.6 million wartime veterans organized in more than 14,000 posts nationwide.
The policy bulletin explains, “Legionnaires subscribe to a creed, ‘To uphold and defend the Constitution of the United States of America; to maintain law and order and to foster and perpetuate a 100 percent Americanism.’ These words are recited in unison at Legion meetings and represent a continuing contract of service to benefit America and it is this commitment by Legionnaires that is the fuel for action on illegal immigration and other national security concerns facing this country.”
The Legion hopes the policy booklet will educate the American public on how “the security, economy and social fabric of the United States of America is=2 0seriously threatened by individuals who are illegally in this country.”
“Illegal immigration is not a victimless crime,” the booklet states. “The poor, minorities, children and individuals with little education are particularly vulnerable. It causes an enormous drain on public services, depresses wages of American workers, and contributes to population growth that, in turn, contributes to school overcrowding and housing shortages. Directly and indirectly, U.S. taxpayers are paying for illegal immigration.”
In financial terms, the booklet cites a report by the Center for Immigration Studies that claims the average illegal alien household in 2003 paid approximately $4,200 in federal taxes while, on average, created $7,000 in costs at the federal level.
The booklet does highlight a real problem that the USA faces despite the formation of the Department of Homeland Security. It spells out that it is about educating all people on the dearth of security issues still face this country today. Not only did they publish this booklet for education purposes but it also contains language that discusses ways to prevent these security issues:
In response to what it sees as a contributing factor to crime, terrorism, unemployment and depressed wages, the Legion proposes the following five-point strategy urging the federal government to enact the following steps:
1. Secure the borders and other points of entry in the United States, including construction of a physical barrier and sufficient Border Patrol presence.
2. Eliminate the jobs magnet and social services benefits that draw illegal immigrants to the U.S. by enforcing laws sanctioning employers who hire illegal aliens, implementing employment eligibility verification and eliminating government benefits for illegal aliens.
3. Eliminate amnesty laws that permit illegal aliens to break the law and remain in the U.S.
4. Reduce the U.S. illegal alien population by attrition through workplace enforcement, interagency and interstate cooperation, rejection of driver’s license plans, mandating English as national language and establishing parameters for noncriminal deportations.
5. Screen and track foreign visitors legally entering the United States. The plan further calls for reforms to current legal immigration policy, including alteration of the non-immigrant visa program that allows some nations’ citizens entrance to the U.S. without a visa application, elimination of the visa lottery that randomly approves visas from countries with low immigration rates and expanding visa allowances for seasonal and temporary workers.
The five step program is a good program. It is workable with some change in legislation and enforcement of current laws. It becomes more important when one considers the following report from WND:
Costs for securing the nati on’s borders are expected to increase 20.6 percent in fiscal year 2009. These include expenses for border patrol, electronic surveillance, the border fence and other security needs. President Bush allocated $44.3 billion for the Department of Homeland Security – a 4.5 percent increase from last year’s budget of $42.4 billion.
“While the U.S. builds a fence across much of the border, many illegals are taking a different route. Underground,” Rubenstein reveals. “Authorities have discovered dozens of illegal tunnels across the international border in recent years. Smuggling of drugs, weapons, and immigrants takes place daily through these underground passageways.”
Illegal aliens also use drainage systems to travel across the U.S.-Mexico border – from El Paso to San Diego.
“One tunnel, actually a system of two half-mile passages connecting Tijuana with San Diego, is by comparison a superhighway,” he wrote.
While the Border Patrol attempts to stop these underground incursions with steel doors, cameras and sensors, harsh weather conditions and human smugglers destroy the equipment and barriers.
These costs, and the expenses of providing “enhanced driver’s licenses” as alternative passports for citizens, RFID chips, government databases and watch lists are expected to soar.
In his research, Rubenstein finds that the average immigrant household generates a fiscal debt of $3,408 after feder al benefits and taxes are considered. At the state and local level, the fiscal debt amounts to $4.398 per immigrant household.
“There are currently about 36 million immigrants living in about 9 million households, so the aggregate deficit attributable to immigrants comes to $70.3 billion,” he writes. “… Immigrants could deplete the amount of funds available for infrastructure by as much as $70 billion per year.”
Rubenstein cites figures from the U.S. Census Bureau, projecting that the U.S. population will reach 433 million by 2050 – increasing 44 percent, or 135 million, from today’s numbers.
A full 82 percent of this increase will be directly attributable to new immigrants and their U.S.-born children.
“The brutal reality is that no conceivable infrastructure program can keep pace with that kind of population growth,” he wrote. “The traditional ’supply-side’ response to America’s infrastructure shortage – build, build, build – is dead, dead, dead. Demand reduction is the only viable way to close the gap between the supply and demand of public infrastructure.”
He concludes, “Immigration reduction must play a role.”
The five step program that the Legion proposes is a sound one. It will require the federal government to tighten immigration policies. The policies don’t appear to require bigger government. It does require ou r Democratic-led government to take a tough stand on illegal immigration, one I believe they will never take. Since our government at this point in time will never toughen the laws, this booklet will go largely ignored by our representatives in DC and that is the shame.
The American Legion wants to remind of us the facts surrounding 9/11 and the plot to kill Fort Dix soldiers, nothing more, nothing less. It is time for Congress to listen to the more than 2 million veterans who claim membership in this organization. It is time to secure our borders, it is time that the American people realize our security is at risk as long as our borders are not secure

DICK LAMM, GOVERNOR OF COLORADO
Thoughts on the LA RAZA Invasion
We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.
Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"
"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."
Lamm went on: Second, to destroy America, "Invent 'multiculturalism' and encourage immigrants to maintain their culture. I would make it an article of belief that all cultures are equal. That there are no cultural differences. I would make it an article of faith that the Black and Hispanic dropout rates are due solely to prejudice and

In the last minute of his speech, Governor Lamm wiped his brow. Profound silence followed. Finally he said,. "Lastly, I would censor Victor Hanson Davis's book "Mexifornia." His book is dangerous. It exposes the plan to destroy America. If you feel America. deserves to be destroyed, don't read that book."
There was no applause. A chilling fear quietly rose like an ominous cloud above every attendee at the conference Every American in that room knew that everything Lamm enumerated was proceeding methodically, quietly, darkly, yet pervasively across the United States today.
Discussion is being suppressed. Over 100 languages are ripping the foundation of our educational system and national cohesiveness. Even barbaric cultures that practice female genital mutilation are growing as we celebrate 'diversity.' American jobs are vanishing into the Third World as corporations create a Third World in America - take note of California and other states - to date, ten million illegal aliens and growing fast. It is reminiscent of George Orwell's book "1984." In that story, three slogans are engraved in the Ministry of Truth building: "War is peace," "Freedom is slavery," and "Ignorance is strength."
Governor Lamm walked back to his seat. It dawned on everyone at the conference that our nation and the future of this great democracy is deeply in trouble and worsening fast. If we don't get this immigration monster stopped within three years, it will rage like a California wildfire and destroy everything in its path, especially The American Dream.

The American Legion Takes A Stand Against Illegal Immigration
The America Legion recently released a statement on ILLEGAL IMMIGRATION, a very pointed statement. The Legion published their policy in a 30 page booklet, spelling their policy out in detail:
The nation’s largest veterans organization released this week a policy bulletin that takes a firm stand against illegal immigration and calls on its members to hold elected officials accountable for implementing and enforcing U.S. immigration law.
The 30-page bulletin is officially titled, “The American Legion20Policy on Immigration: A Strategy to Address Illegal Immigration in the United States.”
It is about time that a group who stands up for veterans of all services, whether they served in peacetime or wartime took a tough stand on a problem that is overwhelming this country. We have roughly 25 million veterans in this country who served honorably to protect the legal residents of this country, not the people who invade our borders nearly unchecked.

“The American Legion members have served in the U.S. Armed Forces throughout the world so that Americans can be safe at home,” the organization’s website explains. “This gives them a unique perspective to the threat that open borders present to their homeland.”

The Legion’s stance on illegal immigration is clearly stated o n page 1 of the booklet, it stands alone:
“The American Legion is opposed to any person or persons being in this country illegally, regardless of race, sex, creed, color or national origin,” the bulletin states. “We believe the current laws governing immigration should be enforced impartially and equally.”
The America Legion has a long history that dates back to Theodore Roosevelt. The Legion knows something about supporting veterans and the laws of this country. Read on:
Originally founded in 1919 on an idea proposed by Theodore Roosevelt, Jr. (the president of the same name’s eldest son), the Legion has now grown to a membership of more than 2.6 million wartime veterans organized in more than 14,000 posts nationwide.
The policy bulletin explains, “Legionnaires subscribe to a creed, ‘To uphold and defend the Constitution of the United States of America; to maintain law and order and to foster and perpetuate a 100 percent Americanism.’ These words are recited in unison at Legion meetings and represent a continuing contract of service to benefit America and it is this commitment by Legionnaires that is the fuel for action on illegal immigration and other national security concerns facing this country.”
The Legion hopes the policy booklet will educate the American public on how “the security, economy and social fabric of the United States of America is=2 0seriously threatened by individuals who are illegally in this country.”
“Illegal immigration is not a victimless crime,” the booklet states. “The poor, minorities, children and individuals with little education are particularly vulnerable. It causes an enormous drain on public services, depresses wages of American workers, and contributes to population growth that, in turn, contributes to school overcrowding and housing shortages. Directly and indirectly, U.S. taxpayers are paying for illegal immigration.”
In financial terms, the booklet cites a report by the Center for Immigration Studies that claims the average illegal alien household in 2003 paid approximately $4,200 in federal taxes while, on average, created $7,000 in costs at the federal level.
The booklet does highlight a real problem that the USA faces despite the formation of the Department of Homeland Security. It spells out that it is about educating all people on the dearth of security issues still face this country today. Not only did they publish this booklet for education purposes but it also contains language that discusses ways to prevent these security issues:
In response to what it sees as a contributing factor to crime, terrorism, unemployment and depressed wages, the Legion proposes the following five-point strategy urging the federal government to enact the following steps:
1. Secure the borders and other points of entry in the United States, including construction of a physical barrier and sufficient Border Patrol presence.
2. Eliminate the jobs magnet and social services benefits that draw illegal immigrants to the U.S. by enforcing laws sanctioning employers who hire illegal aliens, implementing employment eligibility verification and eliminating government benefits for illegal aliens.
3. Eliminate amnesty laws that permit illegal aliens to break the law and remain in the U.S.
4. Reduce the U.S. illegal alien population by attrition through workplace enforcement, interagency and interstate cooperation, rejection of driver’s license plans, mandating English as national language and establishing parameters for noncriminal deportations.
5. Screen and track foreign visitors legally entering the United States. The plan further calls for reforms to current legal immigration policy, including alteration of the non-immigrant visa program that allows some nations’ citizens entrance to the U.S. without a visa application, elimination of the visa lottery that randomly approves visas from countries with low immigration rates and expanding visa allowances for seasonal and temporary workers.
The five step program is a good program. It is workable with some change in legislation and enforcement of current laws. It becomes more important when one considers the following report from WND:
Costs for securing the nati on’s borders are expected to increase 20.6 percent in fiscal year 2009. These include expenses for border patrol, electronic surveillance, the border fence and other security needs. President Bush allocated $44.3 billion for the Department of Homeland Security – a 4.5 percent increase from last year’s budget of $42.4 billion.
“While the U.S. builds a fence across much of the border, many illegals are taking a different route. Underground,” Rubenstein reveals. “Authorities have discovered dozens of illegal tunnels across the international border in recent years. Smuggling of drugs, weapons, and immigrants takes place daily through these underground passageways.”
Illegal aliens also use drainage systems to travel across the U.S.-Mexico border – from El Paso to San Diego.
“One tunnel, actually a system of two half-mile passages connecting Tijuana with San Diego, is by comparison a superhighway,” he wrote.
While the Border Patrol attempts to stop these underground incursions with steel doors, cameras and sensors, harsh weather conditions and human smugglers destroy the equipment and barriers.
These costs, and the expenses of providing “enhanced driver’s licenses” as alternative passports for citizens, RFID chips, government databases and watch lists are expected to soar.
In his research, Rubenstein finds that the average immigrant household generates a fiscal debt of $3,408 after feder al benefits and taxes are considered. At the state and local level, the fiscal debt amounts to $4.398 per immigrant household.
“There are currently about 36 million immigrants living in about 9 million households, so the aggregate deficit attributable to immigrants comes to $70.3 billion,” he writes. “… Immigrants could deplete the amount of funds available for infrastructure by as much as $70 billion per year.”
Rubenstein cites figures from the U.S. Census Bureau, projecting that the U.S. population will reach 433 million by 2050 – increasing 44 percent, or 135 million, from today’s numbers.
A full 82 percent of this increase will be directly attributable to new immigrants and their U.S.-born children.
“The brutal reality is that no conceivable infrastructure program can keep pace with that kind of population growth,” he wrote. “The traditional ’supply-side’ response to America’s infrastructure shortage – build, build, build – is dead, dead, dead. Demand reduction is the only viable way to close the gap between the supply and demand of public infrastructure.”
He concludes, “Immigration reduction must play a role.”
The five step program that the Legion proposes is a sound one. It will require the federal government to tighten immigration policies. The policies don’t appear to require bigger government. It does require ou r Democratic-led government to take a tough stand on illegal immigration, one I believe they will never take. Since our government at this point in time will never toughen the laws, this booklet will go largely ignored by our representatives in DC and that is the shame.
The American Legion wants to remind of us the facts surrounding 9/11 and the plot to kill Fort Dix soldiers, nothing more, nothing less. It is time for Congress to listen to the more than 2 million veterans who claim membership in this organization. It is time to secure our borders, it is time that the American people realize our security is at risk as long as our borders are not secure

Thoughts on the LA RAZA Invasion
We know Dick Lamm as the former Governor of Colorado. In that context his thoughts are particularly poignant. Last week there was an immigration overpopulation conference in Washington, DC, filled to capacity by many of America's finest minds and leaders. A brilliant college professor by the name of Victor Hansen Davis talked about his latest book, "Mexifornia," explaining how immigration - both legal and illegal was destroying the entire state of California. He said it would march across the country until it destroyed all vestiges of The American Dream.
Moments later, former Colorado Governor Richard D. Lamm stood up and gave a stunning speech on how to destroy America. The audience sat spellbound as he described eight methods for the destruction of the United States. He said, "If you believe that America is too smug, too self-satisfied, too rich, then let's destroy! America. It is not that hard to do. No nation in history has survived the ravages of time. Arnold Toynbee observed that all great civilizations rise and fall and that 'An autopsy of history would show that all great nations commit suicide.'"
"Here is how they do it," Lamm said: "First, to destroy America, turn America into a bilingual or multi-lingual and bicultural country." History shows that no nation can survive the tension, conflict, and antagonism of two or more competing languages and cultures. It is a blessing for an individual to be bilingual; however, it is a curse for a society to be bilingual. The historical scholar, Seymour Lipset, put it this way: "The histories of bilingual and bi-cultural societies that do not assimilate are histories of turmoil, tension, and tragedy." Canada, Belgium, Malaysia, and Lebanon all face crises of national existence in which minorities press for autonomy, if not independence. Pakistan and Cyprus have divided. Nigeria suppressed an ethnic rebellion. France faces difficulties with Basques, Bretons, and Corsicans."
