Tea party groups to hold immigration rally near U.S.-Mexico border

"Tea party" groups are planning a large rally near what they say is a popular U.S.-Mexico border crossing point for illegal immigrants in Arizona on Sunday in support for the state's hard-line stance on illegal immigration, and in favor of the local talk show host who is challenging Sen. John McCain in this month's Republican primary.

Candidate J.D. Hayworth, a former congressman turned conservative radio commentator, is one of dozens of speakers planning to take the stage at the morning rally on a remote ranch about 100 miles south of Tucson.

Others include Sharron Angle, the Republican challenging Sen. Majority Leader Harry M. Reid (D-Nev.) in November, and Sue Krentz, the wife of a rancher killed near the rally site. The unsolved shooting death of Rob Krentz, who had spoken out on the problem of illegal immigration, prompted the state legislature to pass a law earlier this year empowering police to question people if there is a "reasonable suspicion" they are illegal immigrants.

A federal judge blocked some of the law's most controversial aspects last month after the U.S. Department of Justice challenged it in court.

"We're trying to stand behind Gov. [Jan] Brewer while the federal government is proceeding with its lawsuit challenging Arizona's right to protect its own borders," said Tim Selaty Sr., vice president of a tea party group called United We Stand for Americans.

Selaty said the group timed the rally to have maximum impact in the Aug. 24 contest between Hayworth, an immigration hard-liner, and McCain, who until recently had been a strong proponent of comprehensive immigration reform that created a path to citizenship for those in the country illegally.

Hayworth, who lags significantly behind McCain in the polls, has hammered the Arizona senator on his past support of what Hayworth calls amnesty. McCain has recently toughened his stance. Last week, he joined the chorus of Republican lawmakers who said they may be open to changing the country's longstanding policy of granting automatic citizenship to anyone born on U.S. soil. They say the policy, established in the Constitution's 14th Amendment, is a magnet for illegal immigrants seeking the benefits of a U.S. passport for their children.

While tea party groups have long argued for harsher penalties against illegal border-crossers, this will be the first large-scale rally on the U.S.-Mexico border, Selaty said. Some participants say it could be as large as the one held in March in Reid's home town of Searchlight, Nev., when thousands joined former Alaska governor Sarah Palin to oppose Reid and protest the health-care overhaul.

Organizers hope the rally will also draw attention to porous sections of the border, which they say have become a magnet for smugglers and drug traffickers. Though some of the area has the 13-foot-high barriers favored by those who support stronger border protections, some stretches have less-imposing vehicle walls and some areas have no fence whatsoever.

The event will take place on the private property of a local rancher, so counter-protesters will not be permitted. Security will be provided by the U.S. border patrol, two sheriff's offices and the rancher's personal security force, Selaty said. Attendees will not be barred from bringing firearms, but organizers are asking that they leave their long arms and rifles in their cars.

Immigration: The 14th Amendment was written to guarantee citizenship for freed slaves. It's been misinterpreted to give citizenship to children of illegal aliens. Now some GOP leaders want to restore its original meaning.

In Texas this year, some 60,000 so-called "anchor babies" will be born to the 1.5 million illegal aliens estimated to reside there. They're called that because under the current interpretation of the 14th Amendment they're automatic citizens, encouraging more illegals to arrive and making it hard to deport those already here.

"There is a problem," House Minority Leader John Boehner, R-Ohio, told NBC's "Meet The Press" Sunday. "To provide an incentive for illegal immigrants to come here so that their children can be U.S. citizens does, in fact, draw more people to our country. I do think that it's time for us to secure our borders and enforce the law and allow this conversation about the 14th Amendment to continue."

"The 14th Amendment (has been) interpreted to provide that if you are born in the United States, you are a citizen no matter what," Sen. Jon Kyl, R-Ariz., said a week earlier on the CBS show "Face The Nation." "So the question is, if both parents are here illegally, should there be a reward for their illegal behavior?" Kyl is open to a hearing on the matter of birthright citizenship. Senate Minority Leader Mitch McConnell says Congress should consider the guarantee of birthright citizenship provided by the 14th Amendment.

A new IBD/TIPP Poll shows solid opposition to changing the Constitution to address the anchor baby issue (see chart). But does the amendment need amending or has it just been wrongly interpreted by those supporting illegal immigration?

The 14th Amendment reads: "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside" (italics added). Illegal aliens are still foreign nationals and are not subject to U.S. jurisdiction, except for purposes of deportation, and therefore their children born on American soil should not automatically be considered U.S. citizens.

The purpose of the 14th Amendment was essentially to forever repeal the Dred Scott decision, grant full citizenship to all blacks and elevate citizenship from a state to a national determination. It was not to protect illegal aliens coming across the border.

During debate on the 14th Amendment, Jacob Merritt Howard, a senator from Michigan who helped draft the amendment after the Civil War, stated quite clearly:

"This will not, of course, include persons in the United States who are foreigners, aliens, who belong to families of ambassadors or foreign ministers accredited to the government of the United States, but will include every other class of persons."

Rep. John Bingham of Ohio, regarded as the father of the 14th Amendment, said it meant "every human being born within the jurisdiction of the United States of parents not owing allegiance to any foreign sovereignty is, in the language of your constitution itself a natural-born citizen."

We're reminded of the case of Elvira Arellano, an illegal alien who in 2007 fought deportation on the grounds her then- 8-year-old son, Saul, was an American citizen, a beneficiary of the flawed concept of birthright citizenship.

In a recent interview with Tucson's local ABC affiliate, KGUN9-TV, Arizona Gov. Jan Brewer was asked how to solve the problem of mixed-status families. Brewer, not pandering or tap-dancing like most politicians would, answered, "They can take their children back with them."

That sounds harsh, but if you break the nation's immigration laws, being pregnant should not be an extenuating circumstance. The original intent of Congress (which is what should matter in the courts) is clear: Just being born in the U.S.A. is not enough.

So what do we do with the kids already here? Their citizenship could be grandfathered in under a new law.

As we've said before, becoming a U.S. citizen should require more than your mother successfully sneaking past the U.S. Border Patrol.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

Trust Republicans to go too far. They take a good idea -- such as the notion that the federal government should enforce immigration laws, and states should be able to help -- and then drive it into the fringes. Witness a Fox News interview in which Sen. Lindsey Graham, R-S.C., declared, "We should change our Constitution and say if you come here illegally, and you have a child, that child is automatically not a citizen."
Graham has supported a pathway to citizenship for illegal immigrants. He opposed the new Arizona immigration law. So why would he advocate repealing part of the 14th Amendment -- which, by the way, exists because the Grand Old Party wanted to stop efforts to keep freed slaves from becoming citizens?
Graham's right about this much: Illegal immigrants have taken advantage of the law. The Dallas Morning News reported Sunday that 60,000 babies are born annually in Texas to illegal immigrants. Last year, these "anchor babies" accounted for 16 percent of the state's births.
But it's not clear how many illegal immigrants are coming here to have babies as opposed to having babies in America because they are here.
Then there's the recent Washington Post story about "birth tourism" and affluent expectant mothers paying offshore consultants a $14,750 fee to obtain tourism visas that allow them to give birth in the United States and win U.S. citizenship for their babies.
No one likes to see adults game the system. In June, pollster Scott Rasmussen found that 58 percent of voters say a child born to an illegal immigrant should not automatically become a citizen of the United States.
But there are better ways to deal with those abuses. Direct the State Department to deny visas to would-be birth tourists. Keep the heat on employers who knowingly hire illegal workers. The new Arizona immigration law is designed to achieve "attrition through enforcement." Deport more adults who, unlike children, knowingly break the law.
But some Republicans want to keep going. Rep. Lamar Smith, R-Texas, is arguing that the 14th Amendment does not and never did confer automatic birthright citizenship.
Section One states, "All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside."
"There are two elements, birth and subject to the jurisdiction," Chapman University Law School Dean John C. Eastman told me. "For about 50 years, we've just assumed birth was all you needed." But a review of the original debates and early court cases demonstrates a recognition that parents had to "show allegiance." If they broke federal law, they "never qualified" as being under U.S. jurisdiction.
This is where the argument gets dicey. Eastman has argued that a child born to a Saudi in the United States on a temporary student visa was not under U.S. jurisdiction, as the father had not declared allegiance to America. Eastman's answer is to let people come here to study or work, but as something less than guests.
This path could turn a melting pot nation into an empire of the native born and law-abiding foreign workers who never have a chance to belong. Think Old Europe. Think Saudi Arabia.

Gang member sentenced in O.C. high school stabbing

A teenage gang member has been sentenced to 12 years in state prison after stabbing a high school student last year on the campus of Sonora High School in La Habra, authorities said Monday.

Richard Robert Rodriguez, 18, of La Habra pleaded guilty Friday to one felony count of attempted murder and sentencing enhancements for criminal street gang activity and causing great bodily injury, the Orange County district attorney's office said. Rodriguez was 17 at the time of the crime and was prosecuted as an adult.

Prosecutors alleged that Rodriguez stabbed the victim, described as a rival gang member, on the school campus on Sept. 8, 2009.

Rodriguez stabbed the victim on the right side of his head and left shoulder area. The victim was taken to a hospital and later recovered from his wounds.

Gov. Schwarzenegger said California is facing “financial Armageddon”. He is making drastic cuts in the budget for education, health care and services. But there is one place he isn’t making cuts… services for illegal immigrants. These services are estimated to cost the state four to five billion dollars a year. Schwarzenegger said he is “happy” to offer these services. We will have a full report tonight.

CALIFORNIA UNDER MEXICAN OCCUPATION – WHO REALLY PAYS FOR IT?
This is something that I don't understand:

1 - Teacher's are being told that they will have to take pay cuts or somewhere between 3,500 to 8,000 will have to be let go.

2 - State employees have had to accept pay cuts by taking additional days off or thousands would be terminated.

3 - Students attending college will expect to have to pay up to 25 percent more or they won't be back next year.

4 - Did somebody say that the DMV is open only 4 days a week? I'm not sure on this one. I heard it 2nd had.

5 - Within the next 2 years expect postal services to only deliver mail 5 days a week instead of 6. Some say it should be cut to 4.

6 - 9 postal offices that are being eliminated in California due to the cost of keeping them open.

7 - Transit workers are going to go on strike if they don't get raises now. The transit authority has said go ahead it's not happening.

8 - An untold number of hospitals have already been closed down in California the last 5 years due to rising costs.

9 - Prison costs are in the Billions of dollars here in California.

10 - Schools are having to spend additional costs to have classes are taught in Spanish because of the amount of student here that don't speak English.

11 - If you go to any of the Public Health Clinics in which they advertised to be giving H1N1 vaccines. If you are older or have conditions like Diabetes, Heart problems or a Respiratory condition you will be told that you will get your shot right after any woman "claims" to be pregnant - they don't have to show any proof that they are pregnant even though it's be said most of the women that claim the are pregnant when there not - which is happening - or if your under the age of 15. It doesn't matter that you are considered a "very high risk" of dying if you catch the N1H1 Flu. Regardless if the two groups of people I listed are here legally or not. That's right you as an citizen of the U.S. you really don't matter.

I could go on but I think if you have 1/2 a brain you know where I'm going here!!

Obama said that nobody in the U.S. that is here illegally with be included in the new Health care plan. But he also said that's why we will have to "reclassify them". Gee I wonder what that means?

Nancy Pelosi has already said that Amnesty is a done deal.

Barbara Boxer is fighting with ICE - because she doesn't want any illegals deported. Hell once they've been "reclassified" the term of illegal immigrants will cease to exist.

Now I don't know first hand what Arnold has said - but I believe he has said things that end up meaning that he supports Amnesty for illegal immigrant

In hosting America’s largest population of illegal immigrants, California bears a huge cost to provide basic human services for this fast growing, low-income segment of its population. A new study from the Federation for American Immigration Reform (FAIR) examines the costs of education, health care and incarceration of illegal aliens, and concludes that the costs to Californians is $10.5 billion per year.

Among the key finding of the report are that the state’s already struggling K-12 education system spends approximately $7.7 billion a year to school
the children of illegal aliens who now constitute 15 percent of the student body. Another $1.4 billion of the taxpayers’ money goes toward providing
health care to illegal aliens and their families, the same amount that is spent incarcerating illegal aliens criminals.

mass illegal immigration is having on their communities, but even they may be shocked when they learn just how much of a drain illegal immigration has become.”
The Costs of Illegal Immigration to Californians focuses on three specific program areas because those were the costs examined by researchers from the Urban Institute in 1994.
Looking at the costs of education, health care and incarceration for illegal aliens in 1994, the Urban Institute estimated that California was subsidizing illegal immigrants to the
tune of about $1.1 billion. The enormous rise in the costs of illegal immigrants over the intervening ten years is due to the rapid growth in illegal residents. It is reasonable to
expect those costs to continue to soar if action is not taken to turn the tide.

“Nineteen ninety-four was the same year that California voters rebelled and overwhelmingly passed Proposition 187, which sought to limit liability for mass illegal immigration.
Since then, state and local governments have blatantly ignored the wishes of the voters and continued to shell out publicly financed benefits on illegal aliens,” said Stein.
“Predictably, the costs of illegal immigration have grown geometrically, while the state has spiraled into a fiscal crisis that has brought it near bankruptcy.
“Nothing could more starkly illustrate the very high costs of ‘cheap labor’ than California’s current situation,” continued Stein. “A small number of
powerful interests in the state reap the benefits, while the average native-born family in California gets handed a nearly $1,200 a year bill.”

The most common method of killing was bludgeoning, followed by stabbing. Caucasians were more likely to become victims of sexual homicide committed by illegal immigrants. Hispanics were second, and African Americans were third."

5. Schurman-Kauflin states that the illegal alien population includes 240,000 sex offenders – a "conservative estimate," she says. She goes on to say, "This translates to 93 sex offenders and 12 serial sexual offenders coming across U.S. borders illegally per day." She points out the 1,500 offenders in her study had a total of 5,999 victims, an average of four victims for each sex offender and says, "This places the estimate for victimization numbers around 960,000 for the 88 months examined in this study."

6. The Schurman-Kauflin study noted that "Nearly 63% of the offenders had been deported on another offense prior to the sex crime." Note the word "deported," something that often comes up when we are talking about the crimes committed by illegal aliens. That means they were once removed from the country but came back in again to commit the crime! In this case, lack of any serious border security allowed the additional crime to happen – an additional 82,473 sex crimes – per year!

7. "Illegal immigrants who commit sex crimes first cross the U.S. border illegally. Then they gradually commit worse crimes and are continually released back into society or deported. Those who were deported simply returned illegally again. Only 2% of the offenders in this study has no history of criminal behavior, beyond crossing the border illegally. There is a clear pattern of criminal escalation. From misdemeanors such as assault or DUI, to drug offenses, illegal immigrants who commit sex crimes break U.S. laws repeatedly. They are highly mobile, work in low skilled jobs with their hands, use drugs and alcohol, are generally promiscuous, have little family stability, and choose victims who are easy to attack. Their attacks are particularly brutal, and they use a hands-on method of controlling and/or killing their victims."

8, "Women and girls are trafficked from many countries in Europe, Asia, Africa, Latin America, and the Middle East. Mexico is the number one source for young female sex slaves in North America. Tlaxcala, in Central Mexico serves as a hotbed for slave traders. Young women and girls are abducted, tricked, and sometimes sold by poor families into a caged life. Highly prized are 12 year old girls sneaking across the border into the United States. The girls are grabbed by Los Lenones, aka pimps, and dragged to unfamiliar areas where they are ‘broken in.' It is well known that this often occurs in Mexico. The initiation process entails 20-30 men per day having brutal sex with the girls and women. Victims are beaten, drugged, and repeatedly raped until their wills are broken. It is then that the sale is possible.

9, "Recently an outbreak of hepatitis traced to Chi-Chi's Mexican restaurant, in Pennsylvania was inexplicably traced to contaminated green onions, not the most obvious cause, undocumented food workers who harbored Hepatitis. For the most part, Hepatitis is a blood-borne, not a food-borne disease. The Hepatitis outbreak infected over 650 individuals, caused 9,000 Americans to undergo immune globulin shots, and killed 4 people.
If Americans found out restaurants can commonly infect their customers from food workers, it would be a serious blow to the restaurant industry. Better blame the green onions. Let's concede the onions, grown in Mexico, were contaminated from fecal material containing Hepatitis. Did all the green onions imported from Mexico end up in one single restaurant? There were no other outbreaks of Hepatitis anywhere elsewhere from green onions. There were 13 mexican restaurant workers who had Hepatitis. They were the likely source of the transmitted infection.

All these diseases and pathogens, and a plethora of others that are not endemic to the US, are being brought in by unscreened illegal aliens who then spread them to an unsuspecting population. These diseases will give you something to think about the next time you are eating at a restaurant with the grunt work being done by illegal aliens who didn't have medical screening before preparing and handling your food.

10. However, the direct cost of educating the children of illegal aliens is somewhere between $29 and $35 BILLION dollars a year. You can add in another billion or two for the costs of supplemental feeding programs and other welfare benefits administered through the schools but which are off the "education costs" in the school budgets.

Most illegal aliens are working in lower paying jobs are often sharing houses and apartments with other families. Most pay little or no state or federal income taxes and, because they have low incomes and frugal lifestyles, they pay little sales taxes as well. The local and state taxes illegal aliens pay, comes no where near paying for the education costs of their children. The difference is picked up by the tax paying public. Since many localities fund public schools through real estate taxes, this often means escalating taxes which put an enormous burden on elderly home owners living on fixed incomes.

11. Digressing for a moment, what the hell was a convicted, illegal alien sex offender even doing out of jail or not immediately deported – even if 63% do come right back - let alone roaming around the neighborhoods while on a registry! Has the judicial system in this country gone insane?

In any case, Operation Predator began on July 9, 2003, and resulted in 6,085 child predator arrests throughout the country - an average of roughly 250 arrests per month and eight arrests per day. While arrests have been made in every state, the most have occurred in these states: Arizona (207), California (1,578), Florida (255), Illinois (282), Michigan (153), Minnesota (190), New Jersey (423), New York (367), Oregon (148) and Texas (545).

While Operation Predator was a noble effort and ICE is to be commended, it only made a small dent in the criminal activity and number of horrific crimes being committed by illegal alien child sexual predators.

An article in the San Francisco Chronicle stated that Mexicans living in the U.S. send between $6 and $8 billion back to their families every year, making them the third-biggest legitimate force in the Mexican economy, after oil and tourism. Additionally, US taxpayers pay for all the direct and indirect costs of "housing" the Mexican illegal aliens. In essence, it's an unofficial form of foreign aide. Mexico isn't about to control its borders, since Mexicans fleeing their country for work in the U.S. send plenty of money back to their own country.

While the $6-8 billion number is often quoted, a fairly recent story in The Brownsville Herald, Banks seek stake in billions sent home, notes that some estimates place the amount of dollars going south in 2006 will be $45 Billion, which was up from an estimated $30 Billion in 2004.

Regardless of the amount, all that money is leaving the US economy and not creating additional job opportunities here. Additionally, all that money represents jobs Americans used to have.

13. "All the research suggests that the reason illegal aliens create large fiscal [deficits] for the country is not their legal status, but rather their educational attainment. Sixty percent of illegals are thought not to have even a high school education, another twenty percent, a high school education only. All the research suggests that people with relatively little education make relatively little money in the modern American economy ...[As] a consequence, they tend to pay relatively little in taxes, even if they are legal and on the books.
At the same time, [these individuals] tend to use a fair amount in public services, reflecting their lower incomes. I estimate illegals pay about $16 billion a year to the Federal Government in taxes ... the difference between what they pay in taxes and use in services is about $10 billion. So right now the net drain on the Federal Government alone from illegal families is about $10 billion. If we began to legalize [these individuals] and they began to pay taxes and use services like legal immigrants with the same level of education, the net fiscal drain would roughly triple to nearly $30 billion."

14. The United States currently has one of the lowest rates of TB in the world. Mexico has 10 times the rate and killing over 400,000 in mexico each year.

15. Chagas Disease (American Trypanosomiasis), endemic to South and Central America, is spread by infected triatomine bugs, known as the "kissing bugs," that bite people. It was unknown in the United States until fairly recently. It is now estimated that between 100,000 and 500,000 people in the US have Chagas Disease. Who is infected? Mostly illegal aliens.

Since Chagas Disease is basically unknown outside of the illegal alien community most doctors won't recognize it and the blood supply just started being screened for it. Most cases of Chagas Disease that occur in patients other than illegal aliens are thought to be contracted from tainted blood – blood sold by illegal aliens with Chagas Disease before the blood supply started being tested for it as of August of 2006.

16. HIV The number of illegal Mexican and Central American immigrants with HIV or AIDS is unknown, mostly because researchers rarely ask about immigration status. However, it is known that the rate of HIV infection among Latino women in California is about twice the rate of white women. At one free California health clinic, all of the women that had HIV or AIDS were Mexican or Central American "immigrants."

17. To make matters worse, in excess of 7,000 new cases of leprosy have been diagnosed in the U.S. in the past three years. As the “Silent Invasion” report concludes, “illegal alien immigrants from Brazil and up through Mexico have fueled the resurgence into the United States.”

18. Malaria was eradicated from the USA in the 1940s but recently there were outbreaks in southern California, New Jersey, New York City, and Houston. Additionally, Malaria tainted blood has been discovered in the blood supply donated by latinos.

19. In 2006 , 21,807 of the 39,537 people, 54.3%, arrested on DUI charges in california. were Hispanic.
The article goes on, "When crashes occur, it is not uncommon for Hispanic drivers – often intoxicated and unlicensed – to flee before troopers arrive. According to State Police records, about a third of accidents involving migrant workers are hit-and-run. State Trooper Koushel said migrants often cannot be conclusively identified when they're stopped for a violation or involved in an accident." "Many", he said, "are illegal aliens who carry fake or invalid driver's licenses". "Because of that", he said, "many fail to show up in court. It's almost like writing a ticket to a ghost."

20. How many hit and run accidents are there and what is the participation of illegal aliens? As reported by Deadly Roads, as of December 29, there were 1,544 killed and 105,078 injured in hit and run accidents in 2006 in the state of california.

California again is facing a mammoth budget deficit and the prospect of more severe cuts to state services, the nonpartisan Legislative Analyst's Office warned in a report released Wednesday.
Legislative Analyst Mac Taylor said the state will face a $20.7 billion deficit next year and that the Legislature and Gov. Arnold Schwarzenegger need to start work to fill that gap "as soon as possible." He also noted that many one-time fixes state leaders have relied on in the past to close deficits are not available. The state will face $20 billion annual deficits through 2015 if permanent fixes are not made, he warned.
The dire news comes only four months after lawmakers approved a controversial plan to close a $24 billion shortfall in the current fiscal year, which began July 1. That plan, signed by the governor on July 28, relied on state worker furloughs, partial closures of state parks, and funding cuts to the California State University and University of California systems and many health and welfare programs.
Another battle
The state's inability to realize some of the elements of its July plan, however, has contributed to the new deficit, Taylor said.
"Coming on the heels of a really monumental problem ... it's hard to imagine that we'd have as difficult a budget year coming up," Taylor said.
The deficit probably will unleash yet another major budget conflict at the Capitol, where Republicans have rejected any proposals to increase taxes and Democrats have been loath to make more cuts to services.
The state's general fund spending plan dropped to $84.5 billion this year from an all-time high of nearly $103 billion in 2008.
Schwarzenegger, a Republican who has backed tax increases in the past, also is opposing any new taxes. Traveling in Milan Wednesday, the governor told the Reuters news service, "I think it's important not to raise revenues, not to raise taxes. We have to live within our means."
The governor has to present his spending plan for the 2010-11 fiscal year to the Legislature by Jan. 10, and it is likely to include major cuts to health care, education and prisons, although Taylor warned that further cuts to schools would jeopardize federal education money for California.
The budget deficit - $6.3 billion in the current fiscal year and $14.4 billion in the fiscal year starting July 1 - is the result of several factors, including plans for spending cuts that never happened, court rulings that blocked some cuts, and the assumption that the state would be unable to sell the State Compensation Insurance Fund, which was to bring in about $1 billion this year.
Adding to the problems, a federal judge in San Francisco on Wednesday halted a 10 percent cut in Medi-Cal rates to 21 hospitals.
California also will have to spend about $1 billion more than planned on public schools because of minimum funding requirements in voter-approved Proposition 98.
Declining revenue
The biggest reason for the new fiscal problem is declining revenue from taxes and other sources due to the recession. The Department of Finance said Wednesday that revenue for October was $363 million above what was expected, but revenues are down $596 million for the year.
"We cannot afford right now what we are spending," Taylor said.
The Democratic leaders of the Assembly and Senate did not call for any specific cuts or taxes to address the deficit. State Senate President Pro Tem Darrell Steinberg, D-Sacramento, said in statement that "California needs to focus on rebuilding the tax base" by "using our fiscal levers to increase the number of high-wage jobs."
Assembly Speaker Karen Bass, D-Baldwin Vista (Los Angeles County), said the Assembly will "immediately begin work on crafting budget solutions that will once again require both difficult spending reductions and additional revenues" once the governor releases his proposal in January.
Policy changes
Republicans, meanwhile, said the state needs to make changes to tax and regulation policy as well as prepare to make serious cuts.
Assembly Minority Leader Sam Blakeslee, R-San Luis Obispo, said in a statement, "The Legislature must correct the punitive regulatory and tax climate that is driving jobs away and hurting state revenue."
And state Sen. Tom Harman, R-Huntington Beach (Orange County), said the state will have to make cuts, especially to social services.
"These are very difficult choices we get presented with, and we simply will have to do it," he said, adding that he wants public safety spared.
Santa Rosa Democrat Noreen Evans, who is chairwoman of the Assembly Budget Committee, acknowledged that revenue has fallen below the level where the state can support current services and said she wants multiple public hearings to listen to what the public views as priorities.
She said she is hearing increasing complaints from Californians as this year's budget reductions result in things like park and DMV closures.
"Given the pain already being felt, what I need to know and what others need to hear is how much more of that voters are going to accept," Evans said.
The new deficit
Reasons for the expected $20.7 billion deficit that needs to be solved by June 30 include:
-- The expected inability of several programs - in particular, the prison system and Medi-Cal - to reach the reduced spending levels called for in the 2009-10 budget.
-- The expected inability of the state to sell the State Compensation Insurance Fund, a quasi-public workers' compensation insurer, to bring in $1 billion in revenue.
-- The state's loss of a court case that makes the general fund unable to benefit from more than $800 million in transportation funds.
-- A nearly $1 billion increase in the Proposition 98 funding guarantee for K-14 education in 2009-10.
-- The state also faces legal challenges to the budgeted shift of local redevelopment funds from counties to the state, state employee furloughs, and various health and social services reductions, which could deepen the deficit.

What to expect in the next 5 years
In making its forecast through 2015, the Legislative Analyst's Office relied on several assumptions, including:
-- No pay increases for state workers or cost-of-living adjustments for state programs.
-- Spending on services expected to grow by about $3 billion for programs like CalWorks and in-home support services.
-- Higher-education funding will not be increased and student fees probably will continue to rise.
-- K-12 education and community colleges probably will see drops in funding because of Proposition 98 guarantees from 2010 to 2012, with increases the remaining three years.
-- Medi-Cal funding is expected to grow by $7.4 billion.

Under long standing congressional ethics rules, corporations, unions and other large organizations cannot directly pay senators stipends. But their contributions to senators' election campaigns can be paid without limit to the children, spouses, in laws and other relatives of the lawmakers, in a practice that has aroused controversy but is fully legal.
Since 2000, at least 20 members of the Senate dipped into their campaign contributions and wrote more than half a million dollars in checks to their own relatives, typically as payment for fundraising and other campaign work, according to a new report by the watchdog group Citizens for Responsibility and Ethics in Washington (CREW).

WHEN HOUSE Republicans last year sought to make the mere presence of illegal immigrants in the United States a felony punishable by one year in prison, the odious legislation sparked international condemnation. No country was more loudly indignant than Mexico. Then-President Vicente Fox called the legislation "shameful" and its targets "heroes" who make a crucial contribution to the U.S. economy.

Yet Mexico is hardly in a position to criticize. Since 1974, foreign immigrants in Mexico illegally have been subject to prison sentences of two years, plus a fine. Immigrants who are caught reentering Mexico after deportation face 10-year prison sentences, compared to two years here.

That is, until now. Mexican President Felipe Calderon has decided to tackle immigration reform of his own, and he is seeking the repeal of Article 123 of the General Population Law, which makes illegal immigrants the Mexican equivalent of felons.

The vast majority of the 185,000 illegal immigrants caught, detained and deported by Mexican officials each year come from Guatemala and Honduras, and many of them are in transit toward the Rio Grande. Human rights advocates have documented a lengthy list of abuses faced by these migrants — threats, extortion and even violence — stemming in part from their status as felons. In addition to amending Mexico's draconian and hypocritical law, Calderon's government is vowing to improve living conditions and medical services at the 48 detention centers where illegal immigrants are held pending deportation. Proposed upgrades include the addition of hot water and telephone service.

In a recent report, Mexico's National Commission on Human Rights accused immigration agents of numerous violations, citing one instance in which 78 migrants were crammed into four cells, each designed to hold only five people, and denied food and water for more than 24 hours.

These reforms would certainly improve the plight of detained migrants and also Mexico's relationship with its southern neighbors, as well as giving Mexico more moral standing to agitate against laws affecting its citizens in the United States. Those in this country who oppose guest-worker programs and a pathway to citizenship for illegal immigrants often cite Mexico's own harsher policies as the ones we should adopt, or at least complain about first.

Mexico can declaw that argument by closing the gap between its advocacy for Mexican nationals in the United States and how it treats illegal immigrants within its borders. Mexico is under pressure from the U.S. to block the flow of migrants heading north, and recent crackdowns, in part, have been to that end. Ensuring the human rights of its migrant population, however, is not only the right thing to do, it's good politics.

Mexico prefers to export its poor, not uplift them
At this week's summit, failed reforms under Fox should be the issue, not US actions.

At the parleys this week with his US and Canadian counterparts in Cancún, Mexican President Vicente Fox will press for more opportunities for his countrymen north of the Rio Grande. Specifically, he will argue for additional visas for Mexicans to enter the United States and Canada, the expansion of guest-worker schemes, and the "regularization" of illegal immigrants who reside throughout the continent. In a recent interview with CNN, the Mexican chief executive excoriated as "undemocratic" the extension of a wall on the US-Mexico border and called for the "orderly, safe, and legal" northbound flow of Mexicans, many of whom come from his home state of Guanajuato. Mexican legislators share Mr. Fox's goals. Silvia Hernández Enriquez, head of the Senate Committee on Foreign Relations for North America, recently emphasized that the solution to the "structural phenomenon" of unlawful migration lies not with "walls or militarization" but with "understanding, cooperation, and joint responsibility." Such rhetoric would be more convincing if Mexican officials were making a good faith effort to uplift the 50 percent of their 106 million people who live in poverty. To his credit, Fox's "Opportunities" initiative has improved slightly the plight of the poorest of the poor. Still, neither he nor Mexico's lawmakers have advanced measures that would spur sustained growth, improve the quality of the workforce, curb unemployment, and obviate the flight of Mexicans abroad. Indeed, Mexico's leaders have turned hypocrisy from an art form into an exact science as they shirk their obligations to fellow citizens, while decrying efforts by the US senators and representatives to crack down on illegal immigration at the border and the workplace. What are some examples of this failure of responsibility? • When oil revenues are excluded, Mexico raises the equivalent of only 9 percent of its gross domestic product in taxes - a figure roughly equivalent to that of Haiti and far below the level of major Latin American nations. Not only is Mexico's collection rate ridiculously low, its fiscal regime is riddled with loopholes and exemptions, giving rise to widespread evasion. Congress has rebuffed efforts to reform the system. Insufficient revenues mean that Mexico spends relatively little on two key elements of social mobility: Education commands just 5.3 percent of its GDP and healthcare only 6.10 percent, according to the World Bank's last comparative study. • A venal, "come-back-tomorrow" bureaucracy explains the 58 days it takes to open a business in Mexico compared with three days in Canada, five days in the US, nine days in Jamaica, and 27 days in Chile. Mexico's private sector estimates that 34 percent of the firms in the country made "extra official" payments to functionaries and legislators in 2004. These bribes totaled $11.2 billion and equaled 12 percent of GDP. • Transparency International, a nongovernmental organization, placed Mexico in a tie with Ghana, Panama, Peru, and Turkey for 65th among 158 countries surveyed for corruption. • Economic competition is constrained by the presence of inefficient, overstaffed state oil and electricity monopolies, as well as a small number of private corporations - closely linked to government big shots - that control telecommunications, television, food processing, transportation, construction, and cement. Politicians who talk about, much less propose, trust-busting measures are as rare as a snowfall in the Sonoran Desert. Geography, self-interests, and humanitarian concerns require North America's neighbors to cooperate on myriad issues, not the least of which is immigration. However, Mexico's power brokers have failed to make the difficult decisions necessary to use their nation's bountiful wealth to benefit the masses. Washington and Ottawa have every right to insist that Mexico's pampered elite act responsibly, rather than expecting US and Canadian taxpayers to shoulder burdens Mexico should assume.

AUSTIN -- Republican Gov. Rick Perry hand-delivered a letter as President Obama emerged from Air Force One here, repeating his demand that the government send 1,000 troops to the Texas-Mexico border.

The letter, released to the news media by the governor's office, also repeated Perry's request to meet with Obama and his secretaries of homeland security and defense to discuss what he described as the increasing danger along the border.
"Drug cartels and related forces are waging war in Northern Mexico, their tactics including death threats, torture, car bombings, kidnappings, assassinations and beheadings," Perry wrote to Obama. "Absent federal action, it's only a matter of time before that violence affects more innocent Americans."
The Obama administration earlier announced that 1,200 additional troops would go to the U.S. border with Mexico. But in his letter, Perry said Texas's share of those troops -- 286 -- is "clearly insufficient."
Border security has become a hot-button political issue in southern states as politicians grapple with the violence in Mexico and the broader question of how to deal with illegal immigration.
Obama has said he favors increased border security as part of comprehensive immigration reform that provides a "pathway to citizenship" for the illegal immigrants already in the United States. But Republican critics of the administration say Obama and his team have done too little to boost security.
Perry greeted Obama at the foot of the stairs from Air Force One, clapping for the president as he descended. The two shared a hearty handshake before Perry pulled the letter out of his suit pocket and handed it to senior adviser Valerie Jarrett, who was standing behind the president.
A White House official said Homeland Security Secretary Janet Napolitano sent Perry a letter last week describing the administration's border security efforts and offered him a "top-level NSC briefing." The official said Perry declined.
"The president is the one who requested additional funding as part of his comprehensive and strategic plan to secure the Southwest border, and the administration commends the Senate for passing the Southwest Border bill last week," White House spokesman Nick Shapiro said.

U.S. Immigration and Customs Enforcement (ICE) and its law enforcement partners arrested 284 foreign nationals with criminal records during a three-day enforcement surge throughout Texas, making it the biggest operation targeting at-large criminal aliens ever carried out by ICE in the state.
During the recent operation, ICE officers and agents worked in teams with the U.S. Marshals Service, Department of State's Diplomatic Security Service, and local law enforcement agencies. Of the 284 arrested, nearly 160 foreign nationals have violent criminal histories - such as homicide, assault and robbery - and more than 20 have convictions for sexual offenses. Of the total arrested, 18 have already been removed from the country.

At a recent news conference, Department of Homeland Security Assistant Secretary for ICE John Morton announced the results of the special operation, which involved more than 280 federal and local law enforcement officers and agents. Assistant Secretary Morton cited the operation as another example of the vital role multi-agency cooperation and targeted immigration enforcement play in protecting our communities.


"We are a compassionate nation with a proud history of immigration," said Morton. "But we are also a nation governed by laws specifically designed to protect its citizens and residents. Those who come to the United States to prey upon our neighbors and communities will be prosecuted for their crimes and ultimately returned to their home countries. The results of this week's operation demonstrate ICE's commitment to that principle."

Arrests in the Dallas-Ft. Worth area accounted for the largest number of apprehensions during the operation, where a total of 119 criminal aliens were taken into custody. San Antonio recorded the next highest number of arrests with 73. The arrestees, 259 men and 25 women, represent more than 22 different nations, including countries in Latin America, Europe, the Middle East and Africa. Because of their serious criminal histories and prior immigration arrest records, at least 23 of those arrested during the enforcement surge face federal prosecution for illegally reentering the country after being formally deported. A conviction for felony reentry carries a penalty of up to 20 years in prison.

ICE officials say that foreign nationals arrested during the operation who have active warrants will be referred to the associated local law enforcement agency. ICE will place detainers to ensure those individuals return to ICE custody following disposition of their criminal cases. Those who have outstanding orders of deportation, or who returned to the U.S. illegally after being deported, are subject to immediate removal from the country. The remaining individuals are in ICE custody awaiting a hearing before an immigration judge, or pending travel arrangements for removal in the near future.

The special enforcement action was spearheaded by ICE's Fugitive Operations Program, which is responsible for locating, arresting, and removing at large criminal aliens and immigration fugitives - aliens who have ignored final orders of deportation handed down by the nation's immigration courts. ICE's Fugitive Operations Teams (FOTs) give top priority to cases involving aliens who pose a threat to national security and public safety, including members of transnational street gangs and child sex offenders.

The officers who conducted this special operation received substantial assistance from ICE's Fugitive Operations Support Center (FOSC) located in South Burlington, Vermont. The FOSC conducted exhaustive database checks on the targeted cases to help ensure the viability of the leads and accuracy of the criminal histories. The FOSC was established in 2006 to improve the integrity of the data available on at large criminal aliens and immigration fugitives nationwide. Since its inception, the FOSC has forwarded more than 150,000 case leads to ICE enforcement personnel in the field.

United States, Israel Announce Agreement to Enhance Joint Aviation Security
Department of Homeland Security (DHS) Secretary Janet Napolitano and Israeli Transport and Road Safety Minister Israel Katz have unveiled a new agreement to enhance information sharing about civil aviation security incidents and ensure efficient and effective coordination in response to potential acts of terrorism and other aviation-related public safety emergencies.

The Memorandum of Understanding (MOU) recognizes the need for cooperation between the U.S. Transportation Security Administration (TSA) and the Security Department of the Israel MOT to manage aviation-related security incidents - establishing designated points of contact for each agency; protocols for notification in the event of an incident; mechanisms to enhance communication; and regular exercises.

The MOU reflects both nations' commitment to coordinate mutual security efforts, shown recently by the stationing of DHS law enforcement personnel in Israel for the first time, as well as the Memorandum of Mutual Understanding between DHS and the Israeli Ministry of Public Security signed on February 7, 2007, which enhanced the ability of the U.S. and Israel to share vital information relating to their respective domestic security concerns - including aviation security, emergency planning and response, and homeland security-related research and protocols.

"The real-time exchange of information with our international partners is critical to our efforts to enhance overall global aviation security," said Secretary Napolitano. "This agreement will allow the United States and Israel to better coordinate on and respond to potential aviation security incidents to strengthen our mutual safety."

"MOU implementation will further improve the effectiveness of the cooperation between the respective civil aviation security authorities," added Minister Katz. "Such International collaboration is of particular importance to ensure effective response to the evolving threat to international aviation."

Nearly 300 illegal immigrants arrested near border

SAN DIEGO - The Department of Homeland Security says nearly 300 illegal immigrants were arrested at border checkpoints near San Diego over the weekend.

The department said Monday that 294 immigrants were found hidden in vehicles or were using fraudulent entry documents or documents legally issued to someone else. Among those arrested were 16 fugitives wanted on charges of battery, burglary, assault and probation violation.

The department says a Guatemalan national was arrested after border agents determined that a U.S. birth certificate and prison release authorization form he presented belonged to someone else.

Authorities say the man is awaiting arraignment at the Metropolitan Detention Center in downtown Los Angeles for allegedly making a false claim to U.S. citizenship.

Obama soft on illegals enforcement

Arrests of illegal immigrant workers have dropped precipitously under President Obama, according to figures released Wednesday. Criminal arrests, administrative arrests, indictments and convictions of illegal immigrants at work sites all fell by more than 50 percent from fiscal 2008 to fiscal 2009.

The figures show that Mr. Obama has made good on his pledge to shift enforcement away from going after illegal immigrant workers themselves - but at the expense of Americans' jobs, said Rep. Lamar Smith of Texas, the Republican who compiled the numbers from the Department of Homeland Security's U.S. Immigration and Customs Enforcement agency (ICE). Mr. Smith, the top Republican on the House Judiciary Committee, said a period of economic turmoil is the wrong time to be cutting enforcement and letting illegal immigrants take jobs that Americans otherwise would hold.

MULTICULTURALISM, IMMIGRATION AND AZTLAN

One of the standard arguments invoked by those in favor of massive immigration into the United States is that our country is founded on immigrants who have always been successfully assimilated into America's mainstream culture and society. As one commentator put it, "Assimilation evokes the misty past of Ellis Island, through which millions entered, eventually seeing their descendants become as American as George Washington."1 Nothing more vividly testifies against that romantic faith in America's ability to continuously assimilate new members than the events of October 16, 1994 in Los Angeles. On that day, 70,000 people marched beneath "a sea of Mexican flags" protesting Proposition 187, a referendum measure that would deny many state benefits to illegal immigrants and their children. Two weeks later, more protestors marched down the street, this time carrying an American flag upside down. Both protests point to a disturbing and rising phenomenon of Chicano separatism in the United States — the product of a complex of forces, among which are multiculturalism and a generous immigration policy combined with a lax border control. The Problem Chicanos refer to "people of Mexican descent in the United States" or "Mexican Americans in general." Today, there are reasons to believe that Chicanos as a group are unlike previous immigrants in that they are more likely to remain unassimilated and unintegrated, whether by choice or circumstance — resulting in the formation of a separate quasi-nation within the United States. More than that, there are Chicano political activists who intend to marry cultural separateness with territorial and political self-determination. The more moderate among them aspire to the cultural and political autonomy of "home rule". The radicals seek nothing less than secession from the United States whether to form their own sovereign state or to reunify with Mexico. Those who desire reunification with Mexico are irredentists who seek to reclaim Mexico's "lost" territories in the American Southwest.

Whatever their goals, what animates all of them is the dream of Aztlan. According to legend, Aztlan was the ancestral homeland of the Aztecs which they left in journeying southward to found Tenochtitlan, the center of their new civilization, which is today's Mexico City. Today, the "Nation of Aztlan" refers to the American southwestern states of California, Arizona, Texas, New Mexico, portions of Nevada, Utah, Colorado, which Chicano nationalists claim were stolen by the United States and must be reconquered (Reconquista) and reclaimed for Mexico. The myth of Aztlan was revived by Chicano political activists in the 1960s as a central symbol of Chicano nationalist ideology. In 1969, at the Chicano National Liberation Youth Conference in Denver, Rodolfo "Corky" Gonzales put forth a political document entitled El Plan de Aztlan (Spiritual Plan of Aztlan). The Plan is a clarion call to Mexican-Americans to form a separate Chicano nation: In the spirit of a new people that is conscious not only of its proud historial heritage, but also of the brutal "gringo" invasion of our territories, we, the Chicano inhabitants and civilizers of the nothern land of Aztlan from whence came our forefathers ...declare that the call of our blood is...our inevitable destiny.... Aztlan belongs to those who plant the seeds, water the fields, and gather the crops, and not to the foreign Europeans. We do not recognize capricious frontiers on the bronze continent.... Brotherhood unites us, and love for our brothers makes us a people whose time has come .... With our heart in our hands and our hands in the soil, we declare the independence of our mestizo nation. We are a bronze people with a bronze culture. Before the world, before all of North America, before all our brothers in the bronze continent, we are a nation, we are a union of free pueblos, we are Aztlan.

How Chicanos are Unlike Previous Immigrants Brent A. Nelson, writing in 1994, observed that in the 1980s America's Southwest had begun to be transformed into "a de facto nation" with its own culture, history, myth, geography, religion, education, and language. Whatever evidence there is indicates that Chicanos, as a group, are unlike previous waves of immigrants into the United States. In the first place, many Chicanos do not consider themselves immigrants at all because their people "have been here for 450 years" before the English, French, or Dutch. Before California and the Southwest were seized by the United States, they were the lands of Spain and Mexico. As late as 1780 the Spanish crown laid claim to territories from Florida to California, and on the far side of the Mississippi up to the Great Lakes and the Rockies. Mexico held title to much of Spanish possessions in the United States until the Treaty of Guadalupe Hidalgo ended the Mexican-American war in 1848. As a consequence, Mexicans "never accepted the borders drawn up by the 1848 treaty."

That history has created among Chicanos a feeling of resentment for being "a conquered people," made part of the United States against their will and by the force of arms. Their resentment is amply expressed by Voz Fronteriza, a Chicano student publication,
which referred to Border Patrol officers killed in the line of duty as "pigs (migra)" trying to defend "the false frontier."
Chicanos are also distinct from other immigrant groups because of the geographic proximity of their native country. Their physical proximity to Mexico gives Chicanos "the option of life in both Americas, in two places and in two cultures, something earlier immigrants never had." Geographic proximity and ease of transportation are augmented by the media. Radio and television keep the spoken language alive and current so that Spanish, unlike the native languages of previous immigrants into the United States, "shows no sign of fading."

A result of all that is the failure by Chicanos to be fully assimilated into the larger American society and culture. As Earl Shorris, author of Latinos: A Biography of the People, observed: "Latinos have been more resistant to the melting pot than any other group. Their entry en masse into the United States will test the limits of the American experiment...." The continuous influx of Mexican immigrants into the United States serve to continuously renew Chicano culture so that their sense of separateness will probably continue "far into the future...." There are other reasons for the failure of Chicano assimilation. Historically, a powerful force for assimilation was upward social mobility: Immigrants into the United States became assimilated as they rose in educational achievement and income. But today's post-industrial American economy, with its narrower paths to upward mobility, is making it more difficult for certain groups to improve their socioeconomic circumstances. Unionized factory jobs, which once provided a step up for the second generation of past waves of immigrants, have been disappearing for decades. Instead of the diamond-shaped economy of industrial America, the modern American economy is shaped like an hourglass. There is a good number of jobs for unskilled people at the bottom, a fair number of jobs for the highly educated at the top, but comparatively few jobs for those in the middle without a college education or special skills. To illustrate, a RAND Corporation study forecasts that 85 percent of California's new jobs will require post-secondary education. For a variety of reasons, the nationwide high-school dropout rate for Hispanics (the majority of whom are Chicano) is 30 percent — three times the rate for whites and twice the rate for blacks. Paradoxically, the dropout rate for Hispanics born in the United States is even higher than for young immigrants. Among Chicanos, high-school dropout rates actually rise between the second and third generations. Their low educational achievement accounts for why Chicanos as a group are poor despite being hardworking. In 1996, for the first time, Hispanic poverty rate began to exceed that of American blacks. In 1995, household income rose for every ethnic group except Hispanics, for whom it dropped 5 percent. Latinos now make up a quarter of the nation's poor people, and are more than three times as likely to be impoverished than whites. This decline in income has taken place despite high rates of labor-force participation by Latino men, and despite an emerging Latino middle class. In California, where Latinos now approach one-third of the population, their education levels are far lower than those of other immigrants, and they earn about half of what native-born Californians earn. This means that, for the first time in the history of American immigration, hard work is not leading to economic advancement because immigrants in service jobs face unrelenting labor-market pressure from more recently arrived immigrants who are eager to work for less. The narrowing of the pathways of upward mobility has implications for the children of recent Mexican immigrants. Their ascent into the middle-class mainstream will likely be blocked and they will join children of earlier black and Puerto Rican migrants as part of an expanded multiethnic underclass. Whereas first generation immigrants compare their circumstances to the Mexico that they left — and thereby feel immeasurably better off — their children and grandchildren will compare themelves to other U.S. groups. Given their lower educational achievement and income, that comparison will only lead to feelings of relative deprivation and resentment. They are unlikely to be content as maids, gardeners, or fruit pickers. Many young Latinos in the second and third generations see themselves as locked in irremediable conflict with white society, and are quick to deride successful Chicano students as "wannabes." For them, to study hard is to "act white" and exhibit group disloyalty. That attitude is part of the Chicano culture of resistance — a culture that actively resists assimilation into mainstream America. That culture is created, reinforced, and maintained by radical Chicano intellectuals, politicians, and the many Chicano Studies programs in U.S. colleges and universities. As examples, according to its editor, Elizabeth Martinez, the purpose of Five Hundred Years of Chicano History, a book used in over 300 schools throughout the West, is to "celebrate our resistance to being colonized and absorbed by racist empire builders." The book calls the INS and the Border Patrol "the Gestapo for Mexicans."
For Rodolfo Acuna, author of Occupied America: The Chicano's Struggle Toward Liberation, probably the most widely assigned text in U.S. Chicano Studies programs, the Anglo-American invasion of Mexico was "as vicious as that of Hitler's invasion of Poland and other Central European nations...." The book also includes a map showing "the Mexican republic" in 1822 reaching up into Kansas and Oklahoma, and including within it Utah, Nevada, and everything west and south of there.

HONOLULU (AP) — A federal jury convicted a former
B-2 stealth bomber engineer Monday of selling
military secrets and helping China design a stealth
cruise missile.

Noshir Gowadia was accused of pocketing at least
$110,000 from China, which he allegedly used to
pay the mortgage on a multimillion-dollar
oceanview home he built on Maui's north shore.

Gowadia, who has been in federal custody since
October 2005, faces life in prison when he is
sentenced in November.

The 67-year-old gave China a design for a cruise
missile component and then showed its
effectiveness when compared to United States' air-
to-air missiles, according to federal prosecutors.

"This verdict sends a very clear message that no,
you can't do that, and we can take care of our
business here in American courtrooms when that
happens," Assistant U.S. Attorney Ken Sorenson
said.

Gowadia's defense attorneys argued during the
nearly four-month trial that while it's true he gave
China the design for the cruise missile exhaust
nozzle, he based his work on unclassified, publicly
available information. Gowadia plans to appeal.

"Mr. Gowadia is obviously disappointed with the
verdict. He felt that he hadn't committed a crime,"
said his attorney Birney Bervar.

Gowadia was convicted on 14 of 17 counts,
including conspiracy, violating the arms export
control act, tax evasion and money laundering. He
was acquitted on charges of knowingly
communicating national defense information.

The decision came after six days of deliberations at
a federal court in Honolulu.

"Mr. Gowadia provided some of our country's most
sensitive weapons-related designs to the Chinese
government for money. Today, he is being held
accountable for his actions," said Assistant Attorney
General David Kris. "This prosecution should serve
as a warning to others who would compromise our
nation's military secrets for profit."

Gowadia helped design the propulsion system for
the B-2 bomber when he worked at Northrop Corp.,
now known as Northrop Grumman Corp. between
1968 and 1986.

Prosecutors argued that Gowadia helped China
design a cruise missile exhaust nozzle that would
give off less heat, allowing the cruise missile to
evade infrared radar detection and U.S. heat-seeking
missiles.

They said Gowadia traveled to China between 2003
and 2005 while designing the cruise missile and
used e-mail to arrange payment for his work.

Gowadia's defense attorney, David Klein, told jurors
it was true the engineer designed an exhaust nozzle
for China. But he said Gowadia's design was "basic
stuff" based on information that was already publicly
available.

Prosecutors also charged Gowadia with attempting
to sell classified stealth technology to the Swiss
government and businesses in Israel and Germany.

Advertisement During the trial, prosecutors presented evidence
that Gowadia used three foreign entities he
controlled, including a charity purportedly for the
benefit of children, to disguise the income he
received from foreign countries.

Born in India, Gowadia moved to the U.S. for
postgraduate work in the 1960s and became a U.S.
citizen about a decade later. He retired from
Northrop for health reasons in 1986, two years
before the B-2 made its public debut.

He moved to Maui in 1999 from the U.S. mainland
where he had been doing consulting work after
retiring from Northrop.

The case is one of a series of major prosecutions
targeting alleged Chinese spying on the U.S.

In March, Chinese-born engineer Dongfan "Greg"
Chung was sentenced to more than 15 years in
prison after he was convicted of six counts of
economic espionage and other federal charges.

Investigators learned about Chung while probing
Chi Mak, a defense contractor engineer convicted in
2007 of conspiracy to export U.S. defense
technology to China. Mak was sentenced to 24 years
in prison in 2008.
