ZAPATA, TEX. -- Falcon Lake is famous for its monster bass and for the maniacal obsession of the fishermen who come from all over Texas -- and the world -- to stalk them. Now this remote reservoir that straddles the international boundary is known for something else: pirates.
In the past month, crews of outlaws in a small armada of banged-up skiffs and high-powered bass boats launched from the Mexican shore have ambushed bass anglers from the Texas side innocently casting their plastic worms over favorite spots. The buccaneers have struck in Mexican waters but within sight of the Texas shore.
Dressed in black, the pirates brandish automatic weapons, carry radio cellphones and board the anglers' boats. They demand weapons or drugs from their captives, but finding neither, seem satisfied with taking $400 or $500 as booty, according to law enforcement officials and victims' accounts.
There is a saying about not messing with Texas, and the idea that criminals are preying on American anglers is raising already-high temperatures along the southwest border. Answering calls for help, President Obama last week ordered 1,200 National Guard troops to the region.
The pirates claim to be "federales," or police, but instead are brigands -- with the letter "Z" tattooed on their necks and arms -- from the notorious drug cartel Los Zetas. The Zetas are on a rampage of killing and extortion along the Mexican border as they fight gun and grenade battles against the military and the rival Gulf Cartel.
"Within the last month, with all the feuding going on over there, the dope smuggling has dropped off and it is starving them. This water is Zeta central. They controlled the whole lake. They distributed everything. Now they're desperate and diversifying," said Jose E. Gonzalez, the second in command of the Border Patrol's Zapata station, which operates an around-the-clock maritime patrol.
At least three armed robberies have been reported in Mexican waters. The Texas Department of Public Safety put out a warning for people to stay on the U.S. side. On Memorial Day weekend, when 200 bass boats would usually be in town, only two dozen were seen at county ramps Friday afternoon.
One group of pirates was savvy enough to demand the memory chip from an angler's camera, lest they be identified. Another fisherman told authorities that armed men came roaring toward him. "I saw 'em, and I saw they were machine guns. They were that close, they were 15 yards away from me," San Antonio bass chaser Richard Drake told a local television station. "I was scared."
'Some bad boys out there'
Last week, Border Patrol agents tried to follow a Mexican boat filled with men wearing ski masks, but it was too fast for the agents and entered Mexican waters, where U.S. law enforcement is forbidden.
Olga Juliana Elizondo, the mayor of Nueva Guerrero, Mexico, said ranchers are harassed on their land, motorboats have disappeared, vehicles have been stolen and tourists have fled. "We hope this ends soon," she said.
"We've all heard about the pirates, and we're all sticking to the American side of the lake, because those are some bad boys out there," said Dwayne Deets, a fisherman from Houston who was sliding $50,000 worth of cream-colored bass boat, bristling with sonar and GPS electronics, down a ramp in Zapata.
Deets said Texans loved fishing the Mexican side. It is legal to carry a loaded firearm in a boat in Texas, but it is illegal to bring ammunition or weapons into Mexico. "I just pray no one gets killed out there," he said.
The International Falcon Reservoir was born in the early 1950s, when engineers erected a dam on the Rio Grande, flooding the banks and inundating towns on both sides. The 98,960-surface-acre impoundment stretches 60 miles and provides for irrigation, power, flood control and recreation in the area.
"Until this started, we fished everywhere, and we never cared about the border, Texas to Mexico. But now? No. Hardly anybody is fishing the Mexico side of the lake," said Tom Bendele, who with his brother owns the Falcon Lake Tackle shop in Zapata, now serving as the de facto intel center on all things piratical.
Out on the water, with a reporter in tow, Tom Bendele pointed out the picket line of 14 large concrete beacons that mark the international boundary. Some are swimming distance from the Texas shore; others are miles out in the middle of the lake.
Bendele ventured up the Rio Salado cove on the Mexican side, where two of the acts of piracy occurred. Around the bend, the steeple of the church in Old Guerrero is now mostly underwater. The shoreline is lonely mesquite brush, dotted by rough fish camps used by Mexicans who string gill nets along their side of the lake, hauling up tilapia, carp and bass.
Though illegal in the United States, the Mexican netters often cross into the Texas side to fish, playing an endless hide-and-seek with Texas game wardens.
Bendele cut off his engine, and the boat rocked in the cove. "You could see how it would be easy to get jumped in here," he said. "Notice you don't see any Americans."
'They watch us'
Out on the water with the U.S. Border Patrol, roaring right down the international boundary line but careful never to cross into Mexico, Gonzalez and a crew pointed out spot after spot where they have intercepted tons of marijuana crossing the lake.

The border agents point to a three-story house built like a watchtower on the Mexican shore. The officers frequently see observers with binoculars on the roof. "We're telling folks that right now, Mexico is not safe. Don't cross, because we can't go over and help you. It's just an imaginary line, but it's a line I can't cross," said Jake Cawthon, a Texas game warden. He said that anyone fishing the Mexican side these days has "got to have one hand on their fishing pole and the other on their boat keys, ready to haul back home."

Foes and Supporters of New Immigration Law Gather in Arizona

PHOENIX — Two sides of the immigration debate converged here Saturday: a throng of several thousand marching for five miles opposed to Arizona’s new immigration law, and several thousand nearly filling a nearby stadium in the evening in support of it.
Organizers said the timing was coincidental, with both sides taking advantage of a holiday weekend to bring out the masses. But the gatherings encapsulated in a single day the passions surrounding the national immigration debate, recharged by the new law, which will expand the state’s role in immigration enforcement.
Both demonstrations made a point of waving a large number of American flags and issuing pleas for a national overhaul of immigration law, but they offered a jarring study in how polarized the debate has become here.
The demonstrators against the law were mostly Latino, with young people and families making up a large share. They played drums, whistled and chanted and gave speeches in Spanish and English denouncing the perceived racism behind the law. Many carried posters or wore T-shirts with the message: “Do I look illegal?”
At the rally in favor of the law, which began with the pledge of allegiance and the national anthem, any mention of Mexico or supporters of the law brought lusty boos — a video clip of President Felipe Calderón of Mexico especially fired up the crowd, which was mostly white and middle-aged or older. Placards like “Illegals out of the U.S.A.” were typical, though speaker after speaker ridiculed the idea that the crowd was racist.
Far more attended the earlier rally opposed to the law, which included a five-mile march to the Capitol in withering heat. It was one of the largest since Gov. Jan Brewer signed the law April 23.
Some were citizens, like Armando Diaz, 33, a mechanic born and raised here who believes the law has helped spread anti-Latino fervor in the state.
“This is not what Arizona is about, hate,” Mr. Diaz said as he neared the capitol, where people fled for what little shade they could find. “But that is what this law is about.”
The later rally, at sundown, was organized by Tea Party groups from St. Louis and Dallas who said they decided to take the lead and support the state against a wave of boycotts protesting the law, some by cities like San Francisco and Seattle.
“We are doing this to crush any boycott against the free market,” said Tina Loudon, a Tea Party member from St. Louis who helped organize the rally. “Arizona has a sovereign right to enforce immigration laws on the books.”
The law — barring any successful legal challenges — will take effect July 29. It would allow the police to check the immigration status of people they suspect are illegal immigrants when they have been stopped for another reason. It also makes it a state crime, not just a federal one, to not carry immigration papers.
Advocates see it as a tool for law enforcement to weed out illegal immigrants, while five lawsuits filed against it call it an infringement on federal authority and suggest that Latino citizens and legal residents will be swept up for questioning.
On another front, the governor and attorney general are disputing who will defend the state against the legal challenges and possible litigation by the United States Justice Department.
Ms. Brewer, a Republican, said Friday she had removed the state’s attorney general, a Democrat and vocal opponent of the law, from defending it, accusing him of colluding with the Justice Department as it nears a decision on whether to challenge the law in court.
But the matter remained in dispute on Saturday, as the attorney general, Terry Goddard, a Democrat and potential challenger in her re-election bid, said in an e-mail message that he was “definitely defending the state” in legal challenges to the law.
Ms. Brewer said she took action after Mr. Goddard met Friday with Justice Department lawyers, who then met with her legal advisers.
Justice Department officials said they routinely meet with a state’s attorney general and governor when considering legal action against their state.
“We continue to have concerns that the law drives a wedge between law enforcement and the communities they serve, and are examining it to see what options are available to the federal government,” said Tracy Schmaler, a department spokeswoman.
The United States attorney general, Eric H. Holder Jr., has said he worries that the law may intrude on federal authority and lead to racial profiling.
Protest rallies were also held Saturday at the state capitols in Texas and Oregon, as well as in San Francisco, according to The Associated Press.
At the Arizona demonstrations, opinions could not be further apart.
Mireya Chavez Cerna, 43, an illegal immigrant who works as a maid, marched with her 9-year-old son, who was born in the United States and wore a shirt reading “Made in America.”
She denounced the climate of fear in the state and said immigrants like her could not abide the wait of a decade or more for a legal visa while their families grow hungry.
“Do you think we would risk losing our lives crossing the border if we didn’t have a need to come here for a better life?” she said. Supporters of the law “don’t know,” she added. “They don’t understand. They don’t live in Mexico. They don’t know how it is.”
But Ann Hyde, a radiological technologist from Chandler, said she grew frustrated at supporters being tarred as prejudiced or worse.
“We are not racists,” she said. “This law is about respecting the laws of the nation and the economic impact of illegal immigration, which is enormous. My state is broke and they cost us with spending on schools, hospitals and other services.”
Though violent crime is declining in Arizona, as in most other states, and illegal immigration is down at the border, speakers played up crimes that illegal immigrants have been charged with over the years, including shooting of police officers.
“One is too many,” said Mark Spencer, the chairman of a union representing rank-and-file police officers in Phoenix.

Illegal Aliens Committing Identity Fraud, Theft to Sneak Past E-Verify
A recently released report has revealed that illegal aliens are using fraudulent methods to obtain employment with employers who are enrolled in E-Verify – the online, electronically operated system that allows employers to confirm that their new hires have established their authorization to work in the United States. The report was conducted by Westat, a Maryland-based social science research firm under contract with the federal government. According to Westat, approximately half of illegal aliens run through E-Verify are inaccurately found to be work authorized, primarily due to identity theft. (Report, December 2009).
The Westat report identified four ways that illegal aliens can obtain employment despite being screened through E-Verify: (1) obtaining valid identification documents by using fraudulent “breeder” documents; (2) using altered or counterfeit documents; (3) buying, borrowing, or stealing valid documents; and (4) looking for alternative employment where employers (a) do not check documents or (b) will provide employees with fraudulent documents containing information for workers with employment authorization. (Report, December 2009). However, the federal agency tasked with administering E-Verify – U.S. Citizenship and Immigration Services (USCIS) – is already taking numerous steps in order to fight identity fraud and theft.
The most notable of these steps is expanding the E-Verify “Photo Tool.” The Photo Tool, which was launched by the Bush Administration in September 2007, allows employers to view photographs of workers presenting green cards and employment authorization documents. (USCIS News Release, September 25, 2007). By matching a photograph in the E-Verify program with the identification a worker presents, an employer can confirm that the document has not been altered. In Fiscal Year 2010, USCIS is adding U.S. passport photographs to the Photo Tool and is working to add visa photographs. USCIS also notes that it is “close to announcing a pilot agreement with a state to add its driver’s license data, which could be a first step before adding its driver’s license photographs.”
• Other important actions USCIS is taking to fight identity fraud and theft include:
• Expanding the number of behaviors that USCIS monitors for misuse of E-Verify;
• Increasing the amount of compliance assistance that USCIS provides to employers enrolled in E-Verify;
• Creating mechanisms for locking Social Security Numbers (SSNs) detected in possible identity fraud; and
• Deploying a self-check function to allow individuals to check their E-Verify response before they are hired, which could also allow individuals to lock and unlock their SSNs for E-Verify responses. (USCIS Synopsis, January 28, 2010).
While acknowledging that some illegal aliens are successfully gaming the system, the Westat report still resoundingly endorses the E-Verify program. It indicates that E-Verify has properly denied employment to hundreds of thousands of illegal aliens. (Report, December 2009). In addition, USCIS points out that it’s likely that the program “deters many unauthorized workers from even applying for jobs with participating employers.” (USCIS Synopsis, January 28, 2010). The report indicates that 96 percent of all E-Verify initial responses were consistent with the person’s work authorization status. With respect to work authorized individuals, over 99 percent were initially confirmed through E-Verify. In addition, 95.2 percent of employers participating in E-Verify reported that they were satisfied with the program overall. Finally, the report notes that E-Verify reduces discrimination against foreign-born workers in the hiring process and that USCIS has taken steps to strengthen protections for workers’ privacy and civil rights. (Report, December 2009).
Despite these facts, well-known amnesty proponent Sen. Chuck Schumer (D-NY) blasted E-Verify, calling the report “a wake-up call to anyone who thinks E-Verify is an effective remedy to stop the hiring of illegal immigrants.” (The Associated Press, February 25, 2010). However, USCIS describes E-Verify as the “best available tool to help employers determine whether their employees are authorized to work in the United States.” (USCIS Synopsis, January 28, 2010). And as Mark Krikorian of the Center for Immigration Studies points out, “in the old, paper-based system, 100 percent of illegal aliens are approved.” The fact that E-Verify has properly prevented hundreds of thousands of illegal aliens from obtaining employment in the United States, Krikorian observes, “is real progress.” (The Corner, February 25, 2010).

I am so sick and tired of people using the sales tax defense for illegals. Sales tax in Sacramento is 8.75%. I make $600 a week in gross wages. I bring home $488 a week. Thats $448 a month in taxes which equals 18.6% in taxes I pay. Not to mention I also pay sales tax on everything I buy. Lets say an illegal brings home $2000 a month and all that money is used to buy taxable products (which in real life it is not), that equals $175 he pays in sales tax a month. WHile I pay $488 in payroll taxes a month PLUS the sales tax I pay. Me = $488, ILLEGAL=$175. Does this seem fair to you? On top of all this, I do not qualify for government funded anything and have NEVER been on government funded anything including unemployment. So not only do they get to keep more of their money, they get to spend more of mine in the form of government subsidies. And even if they use a stolen SSN, they are allowed by law to claim 9 exemptions, therefore have little to no payroll taxes taken out of their paycheck. What happened to things being equal? WHy is it that the people who work hard everyday are the ones being abused. Most of the time I feel like a donkey going to work everyday with a whip cracked at my back and some illegal shouting vamanos while a bunch of illegals and their children get their free food, medical, housing from my sweat and blood. Its not fair. Equality for all I say. Like Obama says everyone needs to pay their fair share.

Several organizers supporting the opponents of the bill can be seen trying to stop illegal alien supporters from accosting American citizens who support SB 1070.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.

Illegal immigration into the United States has sparked heated debate in Congress, roiled the two main political parties and prompted hundreds of thousands of immigrant supporters to take to the streets recently in peaceful demonstrations nationwide.
The controversy picked up new momentum on May 15 when President George W. Bush, in a televised address to the nation, called for a comprehensive approach to immigration reform. He said he would send 6,000 National Guard troops to four states along the U.S.-Mexican border beginning in June to provide intelligence and logistical support--but not armed law enforcement--to civilian border patrol agents. In addition to securing the border, Bush also said it was necessary for the House and Senate to pass legislation that would allow illegal immigrants who have lived in the United States for a long time to remain and be able to undergo a process to become citizens.
"There is a rational middle ground between granting an automatic path to citizenship for every illegal immigrant and a program of mass deportation," the president said. "That middle ground recognizes that there are differences between an illegal immigrant who crossed the border recently and someone who has worked here for many years and has a home, a family and an otherwise clean record." Meanwhile, Congressional leaders have said that they would like to send immigration-reform legislation to the president for his signature before the end of May.

Wharton management professor Peter Cappelli and Vernon M. Briggs Jr., professor in the School of Industrial and Labor Relations at Cornell University in Ithaca, N.Y., are firm in their conviction that !!!!! illegal workers exert downward pressure on wages and reduce job opportunities for low-skill U.S. citizens.!!!!! Briggs believes that the negative impact of undocumented workers on American low-skill workers and on labor standards !!!!! is so great that immigration authorities should clamp down on employers who hire illegals so that a clear message is sent to current and potential illegal workers: Illegal immigration will not be tolerated.!!!!!
However, Bernard Anderson, practice professor in Wharton's management department and an assistant secretary of labor for employment standards during the administration of President Bill Clinton, says that while illegal workers do have some effect on wages and displace some American workers, their impact is far less onerous than Cappelli and Briggs assert. In addition, Anderson says, illegal immigrants work hard, do not come to the United States to receive welfare and should be allowed to remain in the U.S. after paying penalties.

Jeffrey S. Passel, a demographer and senior research associate with the Pew Hispanic Center in Washington, D.C., says Pew, which bills itself as a nonpartisan "fact tank," has taken no formal position on the immigration issue. But he does say that the data on the broad economic impact of undocumented workers does not lend particularly strong support to either side of the argument.

A study released in March by the Pew Hispanic Center, which is supported by the Philadelphia-based Pew Charitable Trusts, contains extensive information on the nature and extent of illegal immigration. The study uses the term "unauthorized migrant," which it defines as a person who resides in the United States, but who is not a U.S. citizen, has not been admitted for permanent residence and has no temporary status permitting longer-term residence and work.

The report, which uses data from the U.S. Census Bureau's March 2005 Current Population Survey, estimates that the U.S. is home to between 11.5 million and 12 million illegal immigrants, up sharply from 8.4 million in 2000. Unauthorized migrants accounted for 30% of all foreign-born people in the U.S. as of 2005. Most unauthorized migrants--6.2 million, or 56%--come from Mexico. About 2.5 million, or 22%, come from the rest of Latin America.
In 2005, illegal migrants accounted for about 5% of the civilian labor force, or 7.2 million workers out of a labor force of 148 million. Approximately 19% of illegal workers were employed in construction jobs, 15% in production, installation and repair, and 4% in farming. The Pew report also shows that illegal immigrants comprise 24% of all workers in farming, 17% in cleaning, 14% in construction and 12% in food preparation. Within those categories, unauthorized migrants tend to be concentrated in specific jobs: They represent 36% of all insulation workers, 29% of all roofers and drywall installers, and 27% of all butchers and other food-processing workers.
It is often said by supporters of illegal, low-skill immigrants that the U.S. economy needs such laborers because they do the kinds of work that Americans will not do. But Cappelli calls that assertion a !!!!! "complete myth." !!!!! Immigrants have been hired to do such jobs in such large numbers not because Americans refuse them, but because Americans are not willing to perform such tasks where the wages are lower than they would otherwise be, where work rules may not exist and where the working conditions may be hazardous. Many employers seek illegal workers for the simple reason that it keeps costs down and means the companies do not have to invest in equipment and other capital improvements. Relative wage levels for low-skill and unskilled American workers, according to Cappelli, have plummeted over the past generation and show no signs of rising.
Cappelli says he has witnessed the effects of immigrant workers on wages and working conditions in other parts of the world, including the Middle East. In Bahrain, for instance, where guest workers from Bangladesh are frequently used on construction sites, a visitor can see them using picks and shovels instead of machinery.
Why do illegal immigrants force down wages? "That's how markets work," responds Cappelli. "It's hard for the average person to understand that these are markets. If illegal workers left the U.S. tomorrow, what would happen? Some people think nobody would do those jobs. If that were to happen, companies would change those jobs, and wages would go up. Yes, companies would hire the people who are not necessarily doing those jobs now. This goes on in every labor market. There are no jobs that we can think of where, over time, work doesn't get done. It doesn't happen."

IF ILLEGALS LEFT THE US TOMORROW, WHAT WOULD HAPPEN? COMPANIES WOULD CHANGE THE JOBS AND WAGES WOULD, GOD FORBID, GO UP

While it is true that low-skill workers who enter the United States legally also exert downward pressure on wages, there is a significant difference between them and their undocumented counterparts. "The difference is legal immigrants are let in, at least in part, on economic judgments about where the needs are for their skills," Cappelli notes. "That's one of the criteria for being allowed to come in."

Cappelli says the United States needs legislation that "faces up to the real economic issues. If you allow more unskilled workers into the U.S., it will lower costs for employers. It will also lower wages for people who do those jobs. It's clearly a political question. If you want to benefit low-skill American workers, you reduce illegal immigration. It's important to have a very clear conversation on the choice we want to make. And we are ducking that by saying these are jobs no one wants to do."
Briggs, the Cornell professor, says turning a blind eye to illegal workers, as U.S. immigration authorities have done, can end up harming U.S. citizens and the illegal employees themselves. Undocumented workers can "displace," to use the term of labor economists, African-Americans and other minorities who are young and seeking their first jobs or older minority workers with few skills. Moreover, even if the illegal workers are earning the minimum wage of $5.15 an hour--and most are, according to Briggs--the conditions under which they work can be dangerous. Yet these people have no way to seek legal remedies because they are in the U.S. illegally.

BULLSHIT. THE COURTS ARE FILLED WITH ILLEGALS.

Democracy's 'Seamier Side'
"Many [illegal immigrants] are working under conditions that are appalling," Briggs says. "Some are paid in violations of hours laws; some are children working in jobs they shouldn't be. It's one of the seamier sides of democracies. ... Some are working basically as slaves." Illegal immigrants are typically males ages 18 to 30 who are very ambitious, Briggs adds, and they will take any job, including those that make them vulnerable to abuse.
"Illegal immigration is an issue that takes everything down to its crudest level and makes it vile to discuss," he says. "The illegal immigrants will always win in jobs competition with U.S. citizens. This doesn't mean there's anything wrong with U.S. citizens; it just means there is a contrast" between the U.S. and the illegal immigrants' countries of origin. "No matter how bad things are in the U.S., it's better than the country [these workers] are coming from. If it means crowding into apartments or working weekends, they will do it, and they won't complain about sexual discrimination or racial discrimination. Tragically, many employers, if given a choice between illegal immigrants or U.S. citizens, will always take the illegal immigrant."
Briggs acknowledges that there is scant data to support his concerns about the plight of many illegal workers. But he is firm in his belief that "if we don't get serious about enforcing [immigration laws], people are going to continue to be hurt. These are the most vulnerable members of society."

WHERE THE MEXICANS HAVE INVADED IS IT EVER DIFFERENT?

In Briggs' view, the only effective way to reduce illegal immigration is to take employer sanctions seriously and actively enforce them at work sites. "That means [instituting] heavy penalties on employers who hire immigrants and making it clear that illegal immigrants are not going to work. They are not supposed to be here; they are not supposed to be working. You have to make it impossible for them to work. They will gradually get the idea they have to go back, that there's not much hope they are going to get legalized status."
Briggs says it may be useful to require immigrant workers to carry a "job identification" card that they would have to present to prospective employers in order to obtain work and to apply for government services. Briggs opposes building "massive walls" along the U.S.-Mexico border, but adds that "physical barriers" of some kind in strategic locations along the border may help. "We could possibly build more electronic fences that give signals when people cross them and tell [authorities] where they are."
Anderson, the Wharton labor economist, disagrees with Briggs' view of illegal immigration, saying the situation "is not as bad as Briggs says it is. ... One line of argument as to why it's necessary to protect the borders is that the failure to do so subjects the United States to an intolerable risk of terrorism, not that there's been any evidence at all that terrorists have come through the southern border. The other question is what impact there is on wages, economic status and employment for American workers. That's where you get a clear divide in the economic literature. The evidence produced by economists who have studied this question is mixed."
Anderson says there is indeed much anecdotal evidence that Hispanics now do many of the jobs once performed by African-Americans, such as service jobs in the hotel industry. Anderson says he himself has witnessed such changes across the American South during his travels over the past 30 years. "No one will convince me that there has not been labor displacement," he says. Nonetheless, there also is evidence that many African-Americans no longer perform low-skill service jobs--not because illegal immigrants have taken those jobs from them, but because they have moved on to take better-paying jobs or have grown older and retired from the labor force.
"There has been substantial [improvement] in the economic status of minorities in this country as a result of the civil rights movement," Anderson says. "There is no question that African-Americans have benefited in their occupational status as a result of that." He says that 70% of black workers today hold white-collar and service-sector jobs, while others are working in the many auto-manufacturing plants that have sprung up across the South.

Weighing all the available evidence, and noting that the data are mixed, Anderson concludes that "there has been some displacement and some depression of wages" among U.S. citizens as a result of illegal immigration. "But it has not, in the main, had a significant effect in reducing the earnings and employment opportunities of American workers, including minority-group workers. Immigration, including illegal immigration, has not been terribly detrimental to employment opportunities for African-Americans. I firmly believe this. It is for that reason that you don't find African-American political leaders lining up with the opponents of immigration."
When you look at opponents of illegal immigration, Anderson adds, "you find the same right-wing, reactionary scoundrels who have opposed progressive legislation, who have opposed the minimum wage and efforts to improve the economic opportunities of minorities."

We have to recognize that the huge numbers [of undocumented workers in the U.S.] are not here to receive welfare; they are here to work. If there were no employment opportunities for them, they wouldn't be coming. But we should not have an immigration system that allows immigrant workers to reduce the wages and diminish the working conditions of American workers. Therefore, I say protect the borders to significantly reduce the inflow. We should then move toward the legalization of those who are already here. If we legalize them [after requiring them to pay a penalty], then we let them out of the box they are imprisoned in and set in motion a process for improving wages and working conditions."

Comprehensive Amnesty Threat
Often referred to as Comprehensive Immigration Reform, pro-amnesty groups seek to offer legal permanent residence to illegal aliens. Comprehensive Immigration Reform bills were introduced in Congress in both 2006 and 2007.
In 2006, separate versions were passed in the Senate and House, but an agreement was never reached in conference committee. In 2007, a version in the Senate proposed by Senators John McCain and Ted Kennedy with support from Pres. Bush failed to reach a cloture vote. The grassroots effort from NumbersUSA members was a major reason why the amnesty failed.

Representative Lamar Smith (R-Texas) had an op-ed published in Monday's edition of USA Today speaking up for the more than 14 million unemployed United States citizens. The letter was published in response to the USA Today editorial "Recession freezes immigration debate but points to answers" also published in Monday's paper.
Rep. Lamar Smith is a ranking member on the House Judiciary Committee and has a career grade of an A+ with a record of consistently standing up for American workers and reduced immigration levels.
"Congressman Lamar Smith has been fighting for sensible immigration since 1989, and with this op-ed he illustrates why I think he may now be at his greatest energy ever in fighting for the average American worker and community," said NumbersUSA President Roy Beck.

Unemployment hit 15.5% last month for American workers without high school diplomas. It makes no sense to give amnesty or a "path to citizenship" to millions of illegal immigrants who would compete with unemployed Americans for scarce jobs and drive down their wages.
... To achieve immigration reform, the choices are not just amnesty or mass deportation. A strategy of "attrition through enforcement" would dramatically reduce the number of illegal immigrants over time.

Pockets of high unemployment persist in California
The jobless rate tops 20% in some counties in January, suggesting 'no relief . . . for a few months,' one economist says.

Employment is still elusive in California, especially in eight counties where more than one in five people didn't have jobs, according to county-by-county numbers the state released Wednesday.

Joblessness has surged throughout the state, giving California the nation's fifth-highest unemployment rate in January at 12.5%, up from 12.3% in December. And it reached new highs in areas such as the Inland Empire, where the unemployment rate hit 15% in January, up from a revised 14.1% the previous month. Plumas, Colusa, Imperial and Merced counties were among those where unemployment rates topped 20% in January.

In Orange County the unemployment rate grew to 10.1% from 9.1% in December, and in Los Angeles County the rate rose to 12.5% from a revised 12.3% in December, according new numbers from the Employment Development Department.

"The numbers suggest there is no relief in sight for a few more months," said Esmael Adibi, an economist at Chapman University.

Los Angeles County was particularly hard hit by declines in the trade, transportation and utilities sector, which shed 21,900 jobs, and professional and business services, which lost 16,300 jobs. The same sectors also hurt the Inland Empire, costing the area more than 11,000 jobs. Orange County lost 5,700 jobs in trade, transportation and utilities and 3,000 in professional and business services.

Nancy Hack lost her job as a gardener with the City of Los Angeles Department of Recreation and Parks a year ago, and said that finding another job has been a challenge at her age, 54.

"I'm like a fish out of water," she said.

No letup in attack on jobs

A rash of new layoff announcements and government reports on job losses give the lie to the claims of the Obama administration and the media that the employment situation is “stabilizing.” Last Friday, the administration hailed the Labor Department’s report that US payrolls shrank by “only” 36,000 jobs in February and the official jobless rate remained at 9.7 percent as proof that its policies are working and the economy is recovering.
In fact, the so-called “recovery” is limited to the big banks and major corporations, which are profiting from trillions of dollars in taxpayer bailouts, virtually unlimited and cheap credit, and the use of mass unemployment to drive down wages and increase the exploitation of the working class. An unprecedented assault on the living standards of the vast majority of the American people is being carried out under the direction of the Obama administration, creating a social crisis without parallel since the Great Depression.
On Tuesday, the Labor Department reported that the official unemployment rate in January rose in 30 states. Sixteen states had jobless rates higher than the national average of 9.7 percent, including Michigan (14.3 percent), Nevada (13 percent), Rhode Island (12.7 percent), South Carolina (12.6 percent) and California (12.5 percent).
Unemployment in California, Florida, Georgia, North Carolina, South Carolina and Washington DC rose to the highest levels since records began in 1976.
A separate Labor Department report showed that mass layoffs (50 or more positions) increased nationally in January to 1,761, leading to at least 182,261 workers losing their jobs.
On Tuesday, Chevron, the second largest US oil company, announced it will cut 2,000 jobs, or more than 3 percent of its workforce. This follows a reduction of 2,000 jobs in 2009.
Exelixis, a company in South San Francisco, said it will lay off 270 workers—40 percent of its work force.
The Minnesota Department of Human Services announced a cut of 200 full-time mental health jobs.
These are only the latest in an ongoing wave of layoffs hitting every sector of the economy. Alongside job-cutting by private corporations, hospitals and state and local governments are shedding jobs at an accelerating pace in response to gaping budget deficits.
The American Medical News web site reported 13 mass layoffs at hospitals in January affecting 995 workers. Mass hospital layoffs announced in February included over 300 workers at St. Vincent’s Hospital in Manhattan, 268 full-time jobs at Forrest Park Hospital in St. Louis, and some 900 jobs at Jackson Medical System in Miami.
This week, the CEO of the Jackson system in Miami announced plans to close two hospitals and eliminate another 4,500 jobs—37 percent of the system’s workforce.
The overall workforce at US airlines shrank 3.2 percent in January compared to a year earlier, the US Department of Transportation announced Wednesday.
Across the US, in big cities, small towns and rural areas, schools are being closed and teachers laid off, college tuition is being raised and courses cancelled, bus routes—including school buses—are being eliminated, libraries are being closed, parks, swimming pools and other recreational and cultural facilities are being mothballed.
Utility shutoffs, with the inevitable consequence of deadly house fires, home foreclosures, hunger and poverty are rising.
The Obama administration and the Democratic-controlled Congress are doing nothing to provide serious relief for the unemployed or create new jobs to employ the jobless. They refuse to bail out cash-starved states and cities, having bailed out the banks to the tune of trillions of dollars, instead demanding that local governments carry out unprecedented attacks on basic social services.
The real attitude of Obama toward the working class was demonstrated in his public support for the mass firing of teachers in Rhode Island, after they resisted demands for longer work hours with no increase in pay. This goes hand in hand with a health care overhaul entirely focused on cutting Medicare and rationing health care for ordinary Americans, and the setting up of a bipartisan commission to prepare major and permanent cuts in entitlement programs—Medicare, Medicaid and Social Security—on which tens of millions of working people depend.
The administration and both parties reject out of hand any measures opposed by the banks and corporations—such as a public works program—to provide jobs for the unemployed. The so-called “jobs” bills working their way through Congress are nothing more than tax windfalls for business.
The assault on every aspect of life of working people is being carried out in the interests of a bankrupt system—capitalism—a system that subordinates social needs to the personal enrichment of a wealthy elite. In the US and around the world the corporate-financial elite is imposing brutal austerity measures to make the working class pay for the crisis of the profit system.
The trade unions function as adjuncts of the ruling class, devoting all their efforts to the suppression of popular opposition in return for a share in the spoils from the exploitation of the workers.
Anger and resistance are growing, not only in the US, but internationally. Over the past several weeks, strikes and mass protests have broken out across Europe in opposition to government austerity measures, dictated by the banks.
On March 4, tens of thousands of students and workers demonstrated in the US in opposition to education cuts. This was an initial expression of popular opposition that will grow in the coming months. If this opposition is not to be diverted and led into a blind alley, however, it requires a new perspective and program.
The basic needs of working people and youth are incompatible with the policies of the Obama administration and both political parties, and the capitalist system which they defend. The entire working class must be mobilized as an independent political force against Obama and the two-party system to reorganize society in accordance with social needs, not private profit.

This conference will discuss a new socialist strategy to unify the working class against war and the assault on jobs and social programs.

Calif. congressman wants to deport children of illegal immigrants
In answer to a question from an audience member at a "tea party" rally in Ramona, Calif., Saturday, Republican U.S. Rep. Duncan Hunter said he would support deporting the children of illegal immigrants, the Los Angeles Times reports.

An audience member asked Hunter, "Would you support deportation of natural-born American citizens that are the children of illegal aliens?"
Hunter responded, "I would have to, yes."
The congressman continued, "It's a complex issue and ... you could look and say, 'You're a mean guy. That's a mean thing to do. That's not a humanitarian thing to do.' " Hunter added, "We simply cannot afford what we're doing right now. We just can't afford it. California's going under."
The congressman confirmed the comments to the North County Times and told the newspaper that he also supports House Resolution 1868, introduced last year but stalled in a House committee. The measure calls for the elimination of automatic citizenship of children born in the United States to illegal immigrants.
At the Saturday gathering, Hunter said, "It takes more than just walking across the border to become an American citizen - it's what's in our souls."

The initiative requires illegal alien mothers to apply in person and pay an additional fee for a certificate designating a "Foreign Parent;" submit official government issued identification with photograph and fingerprint, all of which is transmitted to the United States Department of Homeland Security.
ENDS illegal aliens use of all public funded benefits including pre-natal, non-emergency medical care and in-state tuition. California is one of thirteen states with this taxpayer expense. In 1987, California had a teenage birth rate below the national average. Pre-natal commenced for illegal aliens in 1988. Four years later the teenage birth rate was twice the national average and the highest of any state. If you understand the multitude of long term problems that are transferred from one generation to the next which are caused by teenage births, you will support this initiative.
TERMINATES all child welfare checks that are now direct deposited into illegal aliens bank accounts for the anchor babies. Many of these checks become remittances that are sent out of the U.S.
The California Legislature allows issuance of child welfare to illegal aliens for 18 years. Citizens can only receive the benefit for five years. Between 1988-1995 this welfare program quadrupled and continues to spiral out of control. In spite of the budget deficits the Legislature refuses to end this welfare magnet or lower the number of years to five.
Public benefits issued to only citizens, or qualifed aliens with signed affidavits verified for lawful status. The text is the same as Oklahoma's laws that have been upheld in district court. The Department of Health and Human Services confirmed the state can require lawful presence of all applicants to prevent state block grant funds from going to illegal aliens.
If "birth tourism," and all other welfare paid to illegal aliens had been stopped 20 years ago there would not be the state budget deficit crisis there is today. That problem is costing taxpayers between $2.8 Billion and $3.5 Billion every year.
An article in the Sacramento Bee on September 10, 2007 by Washington correspondent David Whitney summed up automatic citizenship: "Although Congress has never passed a law saying so, no president has ever ordered it, and no court has ever ruled on the issue, each of these babies automatically becomes a U.S. citizen when it takes its first breath."
Our citizen’s movement will launch the national debate we need to bring an end to "birth tourism" and AUTOMATIC CITIZENSHIP in the United States of America. The movement will uphold the recorded words and real intent of the authors of our Constitution. U.S. Shifts Strategy on Illicit Work by Immigrants

Immigration authorities had bad news this week for American Apparel, the T-shirt maker based in downtown Los Angeles: About 1,800 of its employees appeared to be illegal immigrants not authorized to work in the United States.
But in contrast to the high-profile raids that marked the enforcement approach of the Bush administration, no federal agents with criminal warrants stormed the company’s factories and rounded up employees. Instead, the federal immigration agency sent American Apparel a written notice that it faced civil fines and would have to fire any workers confirmed to be unauthorized.
The treatment of American Apparel, which has more than 5,600 factory employees in Los Angeles alone, is the most prominent demonstration of a new strategy by the Obama administration to curb the employment of illegal immigrants by focusing on employers who hire them — and doing so in a less confrontational manner than in years past.
Unlike the approach of the Bush administration, which brought criminal charges in its final two years against many illegal immigrant workers, the new effort makes broader use of fines and other civil sanctions, federal officials said Thursday.
Federal agents will concentrate on businesses employing large numbers of workers suspected of being illegal immigrants, the officials said, and will reserve tough criminal charges mostly for employers who serially hire illegal immigrants and engage in wage and labor violations.
“These actions underscore our commitment to targeting employers that cultivate illegal work forces by knowingly hiring and exploiting illegal workers,” said Matt Chandler, a spokesman for the Department of Homeland Security.
On Wednesday, Immigration and Customs Enforcement, the federal agency known as ICE, said it had sent notices announcing audits of hiring records, like the one it conducted at American Apparel, to 652 other companies across the country. Officials said they were picking up the pace of such audits, after performing 503 of them in 2008.
The names of other companies that received notices have not been made public. American Apparel became a window into the new enforcement tactics because, as a publicly traded company, it issued a required notice on Wednesday about the hiring audit.
The Obama administration’s new approach, unveiled in April, seems to be moving away from the raids that advocates for immigrants said had split families, disrupted businesses and traumatized communities. But the outcome will still be difficult for illegal workers, who will lose their jobs and could face deportation, the advocates said.
Immigration officials have not made clear how they intend to deal with workers who are unable to prove their legal immigration status in the course of inspections, but they said there was no moratorium on deportations.
Executives at American Apparel were both relieved and dismayed after receiving the warning from the immigration agency of discrepancies in the hiring documents of about one-third of its Los Angeles work force. The company has 30 days to dispute the agency’s claims and give immigrant employees time to prove that they are authorized to work in the United States, immigration officials said. If they cannot, the company must fire them, probably within two months.
But no criminal charges were lodged against the company and no workers have been arrested, American Apparel executives and immigration officials said.
The fines followed discussions over 18 months between federal officials and American Apparel, after immigration agents first inspected the company’s files in January 2008, said Peter Schey, an immigration lawyer representing the company. Mr. Schey said a raid had been averted because the company cooperated with the audit and because immigration agents had not found any labor abuses.
“There is no evidence of any exploitation of workers or violation of labor laws,” he said. “And there is not a single allegation that the company knowingly hired an undocumented worker.”
American Apparel and its outspoken chief executive, Dov Charney, have waged a campaign, emblazoned on T-shirts sold across the country, criticizing the immigration crackdown of recent years and calling on Congress to “Legalize L.A.” by granting legal status to illegal immigrants.
Most garment workers in American Apparel’s huge shop in Los Angeles work directly for the company, not for subcontractors, its records show. They earn at least $10 to $12 an hour, well above minimum wage, and receive health benefits.
At a news conference last year, Mayor Antonio R. Villaraigosa of Los Angeles publicly lauded Mr. Charney for helping the city with its faltering economy by providing “the dream of a steady paycheck and good benefits for countless workers.”
While it has been no secret that American Apparel’s largely Latino work force probably included many illegal immigrants, Mr. Schey said the company had been careful to meet legal hiring requirements. Many illegal immigrants use convincingly forged Social Security cards or other fake documents when seeking work.
In a statement, Mr. Charney said that many of his workers cited by the immigration agency were “responsible, hard-working employees” who had been with the company for more than a decade. Mr. Charney, an immigrant from Canada, said he hoped they would be able to prove their legal status. But because of the recession, the company said, it will not be hurt financially if it has to replace them.
Mr. Schey said the hiring audit at American Apparel had been “professionally done.” By contrast, Mr. Schey has brought more than 100 damage claims against the immigration agency on behalf of American citizens who said they were illegally arrested last year in Los Angeles in an immigration raid at a different company, Micro Solutions Enterprises.
Immigration officials, who asked not to be identified because the case is continuing, said the fines to American Apparel so far were about $150,000.
Kelly A. Nantel, a spokeswoman for the immigration agency, said it had taken steps to limit negotiations with employers that in the past had resulted in steep reductions in fines the employers ultimately paid.
Representative Brian P. Bilbray, a California Republican who heads an immigration caucus in the House, said the amount of the fines was crucial.
“If this is a truly conscientious effort to get tough with employers to say the days are over of profiteering with illegal immigrants, that’s fine,” said Mr. Bilbray, who opposes any effort to give legal status to illegal immigrants. “But if the fine will be so low that it’s just part of doing business, there’s no deterrent.”
Angelica Salas, the executive director of the Coalition for Humane Immigrant Rights of Los Angeles, an advocacy group, said she welcomed the end to “showboat enforcement raids.” But in the end, Ms. Salas said, “there is still enforcement of laws that are broken,” adding, “The workers will still lose their jobs.”

Immigration reform is highly contentious, yet politicians agree on one thing: The current US immigration policy is broken and the status quo does not serve the interests of most workers and employers, nor the broader national interest.
You might then ask, "If most agree that the status quo is broken, why not fix it?" There is a simple answer to this: Since advocates for either side can't get what they want, the current broken model works well enough.

Supporters of expanded immigration have tried but failed to increase legal immigration and to create paths to citizenship for most of the 11 to 12 million unauthorized. Since those options have not been attainable, the "broken" status quo is the next best option; it allows immigrant numbers to continue to grow, while giving millions of unauthorized migrants time to establish equities and roots in the US, including via US-born children.
Advocates for limits on immigration have also failed to achieve their goals. They want more effective enforcement in the workplace, but strongly oppose both increased legal immigration and another large-scale legalization. Hence for them, too, the broken status quo is the next best thing.
Meanwhile the two most interested groups – unauthorized migrants themselves and their employers – find the broken status quo satisfactory. It enables most unauthorized migrants to use false documents to circumvent the law and find US employment at higher wages than at home. It enables businesses to hire them at wage and benefit levels lower than the market would otherwise require. This minority of employers might prefer legal rather than falsely documented employees, but not if they cost more.
As President Obama prepares to initiate a national conversation on comprehensive immigration reform in the coming months, he should keep in mind that any hope for an effective solution lies in the details.
As with the 1986 Immigration Reform and Control Act (IRCA), the last "comprehensive" reform, current comprehensive proposals include three key components:
1. A plan to give legal status and a path to citizenship for most of the unauthorized;
2. A promise of more effective workplace enforcement via credible identification to limit employers' ability to hire unauthorized workers;
3. A way to deal with the future influx of migrant workers.
Each of the three elements is complex and contentious.
For legalization: How many of the estimated 11 to 12 million unauthorized should be legalized? How many should be granted US citizenship? Is the government able and willing to run such a program with both efficiency and credibility? What fees, proof of eligibility, and other requirements would be enforced?
For credible workplace identification: the tricky issues are cost, accuracy, penalties, liability, and privacy.
On the influx of migrant workers: the fracas centers on how much control employers get over temporary and permanent entries of low-wage workers.
The disputes over legalization and secure identification have not changed much since Congress stalemated on comprehensive immigration reform in 2006-07. On migrant workers, employer advocates know that the dismal job market makes it hard to pass the large temporary worker programs they want. Perhaps a commission – if employer advocates could shape its composition – could achieve the same thing administratively.
In the end what matters is not the concept, but the detail. One obvious example: What would prevent employer or other interest groups from finding ways to dominate a commission empowered to set numbers of migrant workers?
The United States immigration debate has been in a similar place before. It was the details that ensured that the comprehensive IRCA reforms of 1986 failed to reduce unauthorized migration.
In concept, IRCA prohibited the knowing employment of persons unlawfully in the US. But the perverse details imposed by some of the same interest groups active today invited the pervasive fraud that made this concept unenforceable. IRCA required employers to examine workers' documents but prohibited them from checking the documents' validity.
The key to successful comprehensive immigration reform is to ensure that the details support, rather than detract from, its goals.
Obama's administration can start by requiring that any legalization plan be evaluated by the Government Accountability Office (GAO) before it is implemented, to ensure that the government can legalize those eligible but prevent the widespread fraud that occurred under IRCA.
Washington also should require the GAO to certify that an effective workplace enforcement system has been implemented before legalization kicks in. And any truly independent commission would need safeguards against being dominated by the most interested interest groups.
Change is clearly needed, but as the president sets out to restart dialogue on immigration reform, he must not allow interest groups to push through another round of "comprehensive" reform that promises one result with grand concepts but whose details take us in another direction.
Not paying close attention to these critical details will only further exacerbate public cynicism and disenchantment. And that would leave us right where we started, with a still-broken policy.

Obama urges Congress not to put off immigration reform
But lawmakers are in no rush to tackle a controversial issue that has broad economic and social implications.

President Obama Thursday called for some “heavy lifting” on immigration reform on Capitol Hill, but there’s no move there to rush into it.
With energy, healthcare, and financial regulation on a fast track, there’s little running room for an issue that has baffled lawmakers for the past three years. But for president and a critical mass of interest groups heavily invested in comprehensive reform, even a symbolic stake in the ground is a start.
“The consensus is that despite our inability to get this passed over the last several years, the American people still want to see a solution,” Mr. Obama said after a bipartisan meeting with House and Senate members.
“We’ve got a responsible set of leaders sitting around the table who want to actively get something done and not put it off until a year, two years, three years, five years from now, but to start working on this thing now,” he said.

Pressed on the issue at a briefing today, House Speaker Nancy Pelosi said that “the plan has always been for the Senate to go first.”
The Senate passed immigration reform in 2006, but efforts bogged down in 2007 and 2008. House Democrats, who all face voters every two years, want to be assured that a plan can pass the Senate, before taking what is for many a tough vote.
White House chief of staff Rahm Emanuel said at a Monitor Breakfast Thursday that one of the reasons the president called a meeting with lawmakers is to keep a focus on the issue because there isn’t yet a majority to pass comprehensive legislation.
“The Congressional Hispanic Caucus and immigration groups have all asked for a meeting because the votes aren’t there,” he said. “If the votes were there, you wouldn’t need to have the meeting, you’d go to a roll call.”
“If it doesn’t happen in the next two months, I don’t think that that means that it doesn’t happen between now and 2010,” he added.
But the administration isn’t waiting on Congress to take steps to ease barriers to legal immigration.
For the foreign nationals lined up for news about their citizenship applications, the process is about to get easier. Within the next 90 days, those updates will be coming by e-mail, text message, or online, the president announced at today’s immigration summit.
The Federal Bureau of Investigation has also cleared up much of the backlog of immigration background checks, and the famously opaque US Citizenship and Immigration Services Office will soon be “much more efficient, much more transparent, much more user-friendly than it has been in the past,” Obama added.
“My administration is fully behind an effort to achieve comprehensive immigration reform,” he said.

That reform agenda, as outlined in today’s meeting, includes: tightening borders, cracking down on employers who use illegal workers in order to drive down wages, and a path to legal status for the “undocumented workers who are here.”
Conspicuous for its absence is emphasis on an expanded guest-worker program – a top priority for some US businesses and a fixture in the last immigration-reform drive.
“The White House meeting today is intended as political theater – a bone being thrown to the pro-amnesty groups to demonstrate the White House’s commitment to amnesty, even though they don’t have the votes to pass it,” says Mark Krikorian, executive director of the Center for Immigration Studies, which promotes stricter controls on immigration.

The Outrages of the Mexican Invasion

Illegal immigration is about much more than fighting terrorism. The fact is, illegal Mexican’s are pouring across our borders and as a result, American tax-paid services like education and healthcare are being pushed to the brink of collapse.

It is an incomprehensible arrogance exercised by both Mexican and American officials who, while promoting illegal immigration, see no problem in letting U.S. taxpayers foot the bill. Each new report of activities along the Mexican border appears to be more outrageous than the last.

The Mexican government of President Vincente Fox has basically demanded that the United States accept and care for citizens of his country who are sneaking in illegally. Fox has become increasingly vocal in demanding that the United States create an amnesty and work-visa programs to legalize more than three million illegal Mexicans now living in the United States.

In addition, apparently President Fox has decided to use his own version of Fidel Castro’s Muriel Boat Lift to rid his country of riff-raff he no longer wants. In 1978, Castro purged his prisons of murderers, thieves and drug dealers and put them in an armada of boats headed for America’s shore. The resulting crime wave flooded jails, overworked police and community budgets made living in Miami, Florida, almost unbearable for a time, and still inflicts the community’s culture. Much the same is now happening in Mexican border states, as crime rises and quality of life diminishes.

Meanwhile, American leaders seem to be encouraging such activity. As more than 10,000 illegal Mexicans flood into the nation every day, there is little concern on Capitol Hill and virtually no legislation pending to deal with the issue. Those like Congressman Tom Tancredo of Colorado, who vocally oppose the open border policy, are ignored. President Bush has again called for the amnesty that President Fox seeks. New U.S. Ambassador to Mexico, Tony Garza, assured Mexico that reaching an accord legalizing the status of Mexican immigrants – without giving them citizenship – continues to be a top Bush Administration priority.

The Fox Administration now appears to be working a strategy to recruit local American officials that will all but dissolve the border between the two nations, even before Congress can take legislative action.

Consider these actions by the Mexican government inside the United States in just the past few months.

Item: The Mexican government has issued more than 800,000 slick, pocket-sized identification cards to both legal and illegal immigrants. Those cards are being distributed through Mexican consulates all over the United States.

The cards list the holder’s birth date, place of birth, U.S. address and encoded information to prevent fraudulent duplication. Over the past year, Mexican officials have been openly lobbying local police departments, banks and local government agencies in the United States to accept the cards, making it easier for the holders to get jobs, open bank accounts get government services. The strategy is to work the system from the bottom up, making the cards acceptable on the local level before Congress can pass any legislation concerning the activity. That way, Mexico believes, the Congress will have no choice but to simply rubber stamp approval of the practice.

As a result of Mexico’s efforts, today more than 800 U.S. police departments, 15 cities and 13 states now accept the cards as valid ID. At least 66 U.S. banks, led by Wells Fargo and Bank of America, have also agreed to accept the cards, opening tens of thousands of new bank accounts in states across the country, from California to Georgia.

Why would Mexico spearhead such a program, losing its own citizens? Mexico is reaping a bonanza as immigrants send more than $10 billion per year back to relatives at home. That figure equals what Mexico earns in annual tourism dollars.

Item: Mexican ambulance drivers are transporting hospital patients unable to pay for medical care in Mexico to facilities in the United States. They know that the federal Emergency Medical Act mandates that U.S. hospitals with emergency-room services treat anyone who presents themselves for care, including illegal aliens. The ambulances are driving through unguarded portions of the border with "little resistance" at the instruction of Mexican officials.

The cost is being paid by the American taxpayers in more ways than money. Medical service in affected communities is being severely damaged as hospitals absorb more than $200 million in unreimbursed costs. Some emergency rooms have shut down because they cannot afford to stay open. That means local tax-paying Americans are either denied medical care or have to wait in long lines for service as the illegals flood the facilities.

The costs are staggering. The Cochise County, Arizona Health Department spends as much as 30 percent of its annual $9 million budget on illegal aliens. The Copper Queen Hospital in Bisbee, Arizona, has spent $200,000 in uncompensated services out of a net operating budget of $300,000.

The University Medical Center in Tucson may lose as much as $10 million and the Good Samaritan Regional Medical Center, also in Tucson, has lost $1 million in the first quarter of fiscal 2002. Rural hospital facilities face losing the use of routine helicopter transportation for patients who need further treatment in big city facilities because the cost of transporting illegals is eating up the budgets. If that happens, the quality of healthcare in those rural areas would be diminished back to1980 levels.

In California, the losses are calculated to be about $79 million, with $74 million in Texas, $31 million in Arizona, and $6 million in New Mexico. All of these costs are dumped on American taxpayers simply because the Mexican government, void of protest from the U.S. government, has decided to raid the American cookie jar.

Item: Schools are suffering the same fate as medical care as illegal aliens fill classrooms, bloat budgets, and rob taxpayers of decent facilities for American children. Federal law and an incredible Supreme Court ruling ban schools from denying free education to illegal aliens.

Moreover, state run colleges and universities are being forced to allow illegal aliens to receive in-state tuition discounts that are supposed to be reserved for residents of that state. In California, a new law (Assembly Bill 540) allows undocumented high school graduates who have been in residence in California for three years to enroll in community colleges and the California State University and University of California systems without paying nonresident tuition. The government is even opposed to allowing schools to report illegal aliens or to deny them enrollment.

Item: Several cities have declared themselves "safe haven" for illegal aliens and refuse to enforce immigration laws. Los Angeles, Chicago, San Francisco, Seattle, New York City and even Falls Church, Virginia (in sight of the Pentagon), have all declared to be sanctuaries for illegal aliens. New York Mayor Michael Bloomberg announced that, "people who are undocumented do not have to worry about city government going to the federal government." In other words, these city governments refuse to uphold federal law or defend American borders.

Item: On several occasions, heavily armed Mexican soldiers have actually crossed over into United Sates territory and fired on U.S. Border Patrol personnel. In one case, a Border Patrol helicopter over U.S. soil was fired upon by a 10-man unit of what appeared to be Mexican soldiers wearing tactical vests and carrying high-powered rifles. In another case, sixteen heavily armed Mexican soldiers in Humvee military vehicles chased American Border Patrol officers more than a mile into U.S. territory.

Why were the Mexican soldiers attacking U.S. agents? Border Patrol officials confirmed that the Juarez drug cartel has placed a bounty of $200,000 on U.S. lawmen.

Item: The U.S. Border Patrol is using tax dollars to advertise the establishment of eight "rescue beacons" along the border to help illegal aliens find they way. A strobe light is used to direct illegal aliens to the beacons to help with night crossings. During the day a reflective mirror guides the crossers.

The one minute commercials are expected to run in 2003 on TV stations in Mexico and in the border city of Yuma, Arizona. "Officials want to reach viewers in the interior parts of Mexico, where potential border crossers may know little about the treacherous terrain and nothing about the beacons," the Associated Press reported.

Officials of the United States who are required to defend our borders and uphold the Constitution and the laws of the federal government have chosen instead to ignore the fact that we even have a border with Mexico. So great is the Mexican invasion that the U.S. government has decided to accept illegal aliens as a economic fact instead of trying to stop it.

Meanwhile American society is suffering. Our standard of living is diminishing. Taxpayers are being robbed of the services they pay for as their plight is dismissed by arrogant officials from both Mexico and the United States.

If the United States would at least support an effort to stop the flood of illegal aliens; if the U.S. Government would file a protest to the Mexican government to demand that they stop the ambulance drivers; if the U.S. Government would stop allowing the use of the Mexican-created ID cards; if the U.S. Government would stop forcing schools and other government services to give free rides to illegal aliens – then the onslaught would begin to subside. All of those things would be easy to do and require no addition money.

They horrible truth is that there is no movement on Capitol Hill, no elected leader to rally troops to demand such actions, even though recent polls show overwhelming support by Americans for stronger action against illegal immigrants. It is up to the American taxpayers to apply pressure on our elected officials to demand an end to these outrageous policies.

The only alternative is for each taxpayer to understand that for every two dollars they earn, one may have to be set aside to pay for our free-loading Mexican cousins to live in our country with all of our benefits, yet free of our laws and our taxes.

This is our land, not Mexico’s. It’s high time we told that to our own leaders and especially to the government of Mexico.

County Spends $600 Mil On Welfare For Illegal Immigrants

For the second consecutive year taxpayers in a single U.S. county will dish out more than half a billion dollars just to cover the welfare and food-stamp costs of illegal immigrants.
Los Angeles County, the nation’s most populous, may be in the midst of a dire financial crisis but somehow there are plenty of funds for illegal aliens. In January alone, anchor babies born to the county’s illegal immigrants collected more than $50 million in welfare benefits. At that rate the cash-strapped county will pay around $600 million this year to provide illegal aliens’ offspring with food stamps and other welfare perks.

THE EXORBITANT FIGURE DOES NOT INCLUDE THE ENORMOUS COST OF EDUCATING, MEDICALLY TREATING, OR INCARCERATING ILLEGALS ALIENS. THIS COSTS THE COUNTY AN ADDITIONAL ONE BILLION DOLLARS.

The exorbitant figure, revealed this week by a county supervisor, doesn’t even include the enormous cost of educating, medically treating or incarcerating illegal aliens in the sprawling county of about 10 million residents. Los Angeles County annually spends more than $1 billion for those combined services, including $500 million for healthcare and $350 million for public safety.
About a quarter of the county’s welfare and food stamp issuances go to parents who reside in the United States illegally and collect benefits for their anchor babies, according to the figures from the county’s Department of Social Services. In 2009 the tab ran $570 million and this year’s figure is expected to increase by several million dollars.
Illegal immigration continues to have a “catastrophic impact on Los Angeles County taxpayers,” the veteran county supervisor (Michael Antonovich) who revealed the information has said. The former fifth-grade history teacher has repeatedly come under fire from his liberal counterparts for publicizing statistics that confirm the devastation illegal immigration has had on the region. Antonovich, who has served on the board for nearly three decades, represents a portion of the county that is roughly twice the size of Rhode Island and has about 2 million residents.
His district is simply a snippet of a larger crisis. Nationwide, Americans pay around $22 billion annually to provide illegal immigrants with welfare benefits that include food assistance programs such as free school lunches in public schools, food stamps and a nutritional program (known as WIC) for low-income women and their children. Tens of billions more are spent on other social services, medical care, public education and legal costs such as incarceration and public defenders.

Anchor Babies Grab One Quarter of Welfare Dollars in LA Co

The anchor baby scam has proven lucrative for illegal aliens in Los Angeles County, at considerable cost to our own poor and downtrodden legal citizenry.

The numbers show that more than $50 million in CalWORKS benefits and food stamps for January went to children born in the United States whose parents are in the country without documentation. This represents approximately 23 percent of the total benefits under the state welfare and food stamp programs, Antonovich said.

"When you add this to $350 million for public safety and nearly $500 million for health care, the total cost for illegal immigrants to county taxpayers far exceeds $1 billion a year -- not including the millions of dollars for education," Antonovich said.

I love children and I'm all for compassion -- smart, teach-them-to-fish compassion. But when laws, the Constitution, and enforcement allow illegal aliens (the operative word here being "illegal") to insinuate themselves into our nation and bleed us of our precious financial resources, then laws, the Constitution and enforcement need to be changed.
